The Johnston County Board of Commissioners met in special session on Thursday,January 19, 1989, at 1130 am in the Commissioners Room, Johnston Ccunty Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash,Jerry F Wood, DDS and John M Booker, DVMMembers Absent None- Also Present Richard B Self, County Manager, Eleanor N Creech, Clerk to theBoard and William R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transacted1 Health Department Personnel - Nurses SalariesThe Board of Health met recently and has requested the Board of Commissionersaddress the problem of nurses salaries, with the recommendation that these salaries beincreasedInformation shows that Johnston County is not in a competitive position to attractand or retain a qualified nursing staff, and it appears the level of service is declining dueto the lack of nurses Chairman Denning, who also serves as Health Board Chairman, statedthere are several openings for nurses and a large work load for each one He emphasizedthe Health Board feels very strongly about this recommendation, as it was a unanimousdecision that this request be made He urged the Commissioners to take steps to help withthis problem and asked the County Manager for his recommendationIn responding, the County Manager said that nurses starting salaries at JohnstonMemorial Hospital are 170 or 19 more than at the Health Department, also Harnett, Wayne,Wilson and Nash Counties are all above Johnston He recommended a 212- step increase fornurses positions at the County Health Department, noting these increases will not requireany additional funding in the Health Department budget for this fiscal year This would putJohnston County in line with Wayne and Wilson Counties The Health Director asked the Boardto consider one more step increase which would be very close to the hospitals startingsalaryThe Chairman stated, This Board cannot solve all the problems at one time Youhave to consider thgt nurses at the hospital work shifts and weekends, and this is not quiteas attractive as Health Department positionsAfter much discussion, Commissioner Jerry F Wood moved that, as recommended bythe County Manager, all public health nurses positions at the Johnston County HealthDepartment be increased by 22 steps, effective January, 1989, and that these salaries belooked at again in six monthsCommissioner John M Booker seconded the motion which carried by unanimous vote355January 19, 1989 Continued2 Landfill Equipment - CompactorHaywood Phthisic, Public Utilities Director, explained to the Board that on January 6,1989, fire destroyed the engine and power train of the Tana Compactor The operator coulddo nothing but get off the compactor as flames were all over the rear of the cab The hotengine oil, fuel and hydraulic oil fueled the fire beyond control Mr Phthisic stated theyhad been able to determine that some internal moving part went through the engine block,the piece of block fell onto the positive terminal on the engine starter causing a directgrounding to the battery and created electrical arcs which continued to reignite the fireThey were unable to contain the fire with fire extinguishers and the fire department wascalled immediatelyAfter discussion of the type of equipment needed and upon motion by CommissionerJames W Cash, duly seconded by Commissioner Jerry F Wood and carried by unanimousvote, the County Manager was authorized to advertise for bids for a compactor for theCounty Landfill3 Computer Equipment - Finance OfficeThe County Manager explained that the accounting system of the County has becomemore detailed over the past two years and the Data General Computer has run out of roomin its internal memory He requested permission to purchase additional internal memory forthe Finance Office computer at a cost of approximately 9,500Commissioner Jerry F Wood moved the County Manager be authorized to purchaseadditional internal memory for the Data General Computer in the County Finance Office at acost of 9,500; and further that the following budget amendment be approvedExpenditure Increase General Fund1042007400 Capital Outlay 9,50000Expenditure Decrease1066003700 NC Sales Tax 9,50000Commissioner John M `Booker seconded the motion which carried by unanimous vote4 Town of Four Oaks - Athletic Field Funding for Four Oaks SchoolJack Austin, Mayor, and Ed Temple, Clerk, Town of Four Oaks, met with theBoard requesiing a matching grant to relocate and build a new athletic field that will costabout 100,000 for Four Oaks School Mayor Austin said the Board of Education plans topurchase the property and he is requesting the County appropriate 50,000 matching fundsto help the Town of Four Oaks and Four Oaks Civitan Club build the new athletic fieldAfterThe County Manager advised the Board that theloss of this compactor is detrimentalto thelandfilloperation at this time They reviewedproposals for new equipment fromGregoryPooleEquipment Company and E F CravenMr Phthisic asked the Board toconsiderCaronCompactor wheels with pin -on type teethbecause this wheel does, a superiorpackingjobproject;
