J D Bailey, Frank B Holding, Norman C Denning andJesse H Austin, JrAbsent NoneThe following business was transacted1 ResolutionNorman C Denning moved the following resolution be adoptedWHEREAS, the Local Government Commission of North Carolina has informed the Boardof Commissioners that it has sold in the manner prescribed by law the 150,000 PublicHospital Bonds, Series B, of the County of Johnston, dated June 1, 1964, authorized tobe issued by resolution adopted by the Board of Commissioners on May 4, 1964, and thatthe contract of sale contemplates that said bonds shall be of the denomination andshall bear interest as hereinafter provided NOW, THEREFORE,BE IT RESOLVED as follows 1 Said bonds shall be of the denomination of 1,000each and shall be numbered from 1 tol50, inclusive, in the order of their maturity2 Said bonds shall bear interest as followsa bonds numbered 1 to 30, inclusive, 6 per annum,b bonds numbered 31 to 90, inclusive, 2 34 per annum,c bonds numbered 81 to 130, inclusive, A per annum, and3 bonds numbered 131 to 150, inclusive, 3 14 per annumCommissioner J D Bailey seconded the motion and the motion was adopted by thefollowing voteAyes professional services rendered Auditors office in the amount of 9375,and the Sheriffs office in the amount of 4375Commissioner Norman C Denning seconded the motion, which was carried3 Welfare Department_Commissioner Frank B Holding moved that, subject to the approval of the NorthCarolina Merit System Council, and the State Welfare Department, the county adopt thefollowing pay plan for the Local Welfare Department, effective July 1, 19641 Annual and monthly salary ranges assigned to various classes in the countyDepartment of Public Welfarea Director Standard gradeb Professional Classes Standardc Clerical classes Three 3 grades below effective rangestandardCommissioner J D Bailey seconded the motion, which was carried4 Archer Lodge Fire Protection District CommissionCommissioner Norman C Denning, Fire Commissioner moved that J C Austin, Sr,Clayton, N C, R #2, Chester Johnson, Clayton, N C R #2, and Percy Driver, Clayton,N C, R #2, be appointed members of the Archer Lodge Fire Protection District Commissionfor a period of two years, effective July 1, 1964, for the purpose of administeringspecial funds provided by the levying and collection of a 15¢ tax per 10000 valuationof property in said fire district, in accordance with General Statutes 69 -257Commissioner Jesse H Austin, Jr seconded the motion, which was carried5 Resignation of Tax CollectorEdgar Baugham, Tax Collector, presented his resignation, to take effect July 18,1964, with the possibility of his being able to continue until July -25, dependent upon -the opening of the tobacco market in Georgia, in order for him to accept a position220June 22, 1964 Contwith the Smithfield Tobacco Company at a much higher salary than that being paid bythe CountyThe Board expressed to Mr Baugham their appreciation for the splendid service hehad rendered the county By mutual consent, acceptance of his resignation was deferreduntil the first Monday6 ForesterH J Whitley, forester, presented budget needs of the local Forest FireCommission7 Daniel G Matthews, CPADaniel G Matthews, CPA, Smithfield, presented procedure that must be followedfor him to accept employment to do the county audit other than being employed on a perdiem basis, which has been established by the ethics committee of the State Associat-ion of CPAs, that first the Commissioners would employ him to do the audit, then theydiscussed termsThe Board expressed disappointment that this policy had been adopted by theAssociation and did not think it fair to the people they represented to enter intosuch an agreement They praised Mr Matthews for the fine services he had renderedthe county in the pastAfter further discussion, Commissioner Frank B Holding moved that the Boardindicate to Mr Matthews that they would employ him to do the 1963 -64 audit Furthermoved that they pay him the same amount paid him last year,namely 300000Commissioner Jesse H Austin, Jr, seconded the motion, which was carriedFollowing the adoption of the motion, Mr Matthews was requested to think thematter over and let them know his decisionHe left the meeting and returned in a short while, stating in writing what he hadsubstantially said before, with the request that they secure some other firm to dothe auditAccordingly W H Britt, Auditor, was directed to contact other auditing firmsfor the purpose of securing bids for the audit8 Holiday ObservanceOrdered that the County observe Saturday, July 4, 1964, at a holidayOn motion made, seconded and carried, it was moved that the meeting be recessedto meet Thursday night, June 25, 1964, at
