Mr A L Hobgood, Jr,acting as spokesman for the library planning committee, composed of other than himself,Messrs L H Wallace and Harry CanadayStatement to County Board of CommissionersBy Library Planning CommitteeMr Chairman, Members of the Board- Several months ago a Library Planning Committeewas appointed to plan and construct a library building for the purpose of serving theneeds of Johnston County This Committee appointed three members -- Messrs L H Wallace,Harry Canaday, and A L Hobgood, Jr, to investigate all possible sites and makerecommendations to the regular Committee However, before discussion of the paramountproblem concerning the selection of a suitable site for the proposed library building,we would like to bring members of this Board up to date as to the progress that hasbeen made since the initial appointment of the Library Planning Committee1 All available material on library planning and construction has been furnishedmembers of the Planning Committee2 Several of the members have attended seminars in the State on libraries,their functions, operation, etc3 Miss Gish and Mrs Hughey, of the State Library, have been consulted and havegiven their recommendations to the Committee4 All aspects of possible Federal aid assistance toward the proposed libraryconstruction and operation have been investigated5 Mr Hoyt Galvin, head of the Mecklenberg Library, and recognized authority onall library aspects, and author of several books on libraries, has been employed toassist the Library Planning Committee in the fulfillment of Lts purpose at a fee of 12of 1 of total construction costMr Hoyt Galvin has spent several days with our Committee, and during his visit toSmithfield has consulted with numerous individuals, in addition to members of theCommittee, and has made the following preliminary recommendations1 The library should be located as near as possible to the center of businessactivity, which he established at the corner of Market Street and Third Street Heindicatedsatisfactory approval of a site within one or two business blocks from thiscenter business2 -Based on the population of Johnston County of approximately 65,000, he recom-mended a buildingof approximately 20,000 square feet; but after itemized detaileddiscussion, because of cost factor, recommended 15,000 square feet could be adequateprovided allowance be made for future expansion of 5,000 square feet He made nospecific recommendation at this initial meeting of one floor or two floor construction,but did spbcify that if two story, at least 10,000 square feet should be on the ground,or first floor3 Best preliminary estimates of cost of construction of building indicate acost of 12,00 to 1400 per square foot for actual construction, and 200 to 250for interior furnishings and equipmentThe proposed Johnston County - Smithfield Library has been placed on the top priorityfor participation in the Federal Aid program approved for construction of libraries inNorth Carolina, and is eligible to receive 33 of total construction costs However,before our request for Federal Aid can be considered for approval these conditionsmust be met1 We must show evidence of a regular and continuous source of income sufficientto operate the new facilityit2 Local matching funds must be available at the time application is made3 Title to any building constructed under the Library Act must be in the nameof a County or Municipal Government, or a legally appointed public Library Board4 A written library building program must be submitted with the application5 A description of the proposed site with map or sketch showing location mustbe submitted with the application _2146 Site and building plans must be approved by the State Library Board, aregistered architect must be employed for the project, and each building contractmust be approved by the State Library BoardDeadlines for applications will be September 1st, January 1st, and April 1st,unless funds are exhausted before any of these datesQuite obviously then, before the Library Planning Committee can proceed to fulfillany of the above conditions, a satisfactory and suitable site must be selected andapprovedOur first consideration in the selection of a suitable site was the presentLibrary sites which, while not adequate in size, would be desirable if the property oneither side could be purchased No success was possible in our endeavor to purchaseeither the adjoining Overby or Sasser propertiesOther vacant lots on Market Street were either not available, or the size inade-quate for our purposeThe property owned by the Town of Smithfield adjacent to the cemetery was notdeemed suitableThe site committee is now negotiating for the property in the general area of thepresent Municipal Building, and this property has been tentatively approved by the fullCommittee with these stipulations1 That Mr Hoyt Galvin, Consultant on library facilities employed by theLibrary Planning Committee, be consulted before actual purchase of a permanent site2 Permission be obtained from both the Town and County Officials to sell atpublic auction the present two sites of the Johnston County Library and the SmithfieldLibrary; proceeds of this sale to be applied against the purchase price of the newsite without affecting funds previously authorized by both the County and Town Govern-mentsBoth the County and the Town of Smithfield have authorized respectively anappropriation of 50,000, provided 25,000 in addition is raised by private contrib-utions by both the County and Town of Smithfield The Town of Smithfield has alreadyfunds on hand in excess of their 25,000 commitment, and it is expected that theCounty will soon fulfill its commitment of a similar amount Therefore, funds forconstruction of the proposed library now either available or approved or anticipated,should -in the near future, be in excess of 150,000 Should the total cost of theconstruction of the proposed Library, including actual construction costs and interiorfurnishings, etc, be 250,000 and 33 or 82,500 be furnished by the Federal Government,we would need 167,500, plus architectural and consultant fees Since no real drivefor additional funds in either the County or Town has been instigated, members of theCommittee are reasonably confident that additional funds can be raised by memorable,foundations, private contributions, etc to assure a total fund sufficient to constructa suitable and adequate library facility provided a suitable site can be obtainedwithout depletion of these fundsSince it is apparent that a new site for the proposed Johnston County - SmithfieldLibrary must be actually purchased, and since it is desirable that the Library PlanningCommittee utilize all possible funds for the actual construction costs and interiorfurnishings for the new library building without a large depletion of these funds forthe purchase of a suitable site, we respectfully request that permission be grantedby the County Board of Commissioners to sell the present Library site of the JohnstonCounty Library and apply the proceeds of this sale to the purchase of a suitable andadequate site We feel this request is logical since we are reasonably confidentthat had it been possible to utilize the present library sites the County Board ofCommissioners would have authorized the utilization of these propertiesIn addition to the above request, we ask the County Board of Commissioners toclarify and define the authority vested in the Library Planning Committee in orderthat this Committee can proceed with its duties without the necessity of consuming thetime of this Board with each and every individual expenditure or decision that mustbe made in the fulfillment of our primary purpose to construct a suitable and adequatelibrary facility,In response to the requests made in the last two paragraphs of the report as sub-mitted, which was discussed briefly between the Board and the members of the committee,Commissioner Jesse H Austin, Jr moved that W R Britt, County Attorney, be directedto assist the library planning committee in securing option for the County and Townof Smithfield on the Howell and Johnson properties located on Fourth Street, justSouth of Market Street not to exceed 20000 pending further actinn Highway 210, measuring 350 feet x 533 feet upon which is located twomajor brick buildings and minor brick buildings, subject to lease of Mrs LouiseMcGregor, expiring October 31, 1964Further moved that provision be made for the bid to remain open for ten days forraise of bid with the final bid with the final bid of sale being subject to the rightof acceptance or rejection by the BoardCommissioner calling a special election for the216June 1 3964 Contpurpose of submitting to the qualified voters of said area the question as to whetheror not there shall be levied in said area an annual tax, not to exceed fifteen 15¢cents on the One Hundred 10000 Dollars in valuation of all properties, real andpersonal, for the purpose of providing fire protection in said district, said electionbeing held pursuant to the provisions of Article 3A of Chapter 69 of the GeneralStatutes of North Carolina, and returns having been filed with the Board of Commission-ers by the officers holding the
