approved as presented2 Board of Education Request for Water Sewer to Proposed Clayton Middle SchoolCounty Manager, Richard Self, reported the Board of Education has requested theCounty provide water and sewer services to the proposed Clayton Middle SchoolCommissioner Jerry F Wood moved the Board authorize the County Manager tonegotiate with the Town of Clayton on providing water and sewer to the proposed ClaytonMiddle SchoolCommissioner Frank B Holding seconded the motion which carried by unanimous vote3 North Carolina Department of Transportation - Additions to State Maintained SystemThe Board reviewed petitions presented by North Carolina Department ofTransportation requesting the following streets be added to the State Secondary Road systemfor maintenance1 Shadow Lake Drive, Shadow Lakes Subdivision, Pleasant Grove Township2 Lakeside Circle, Shadow Lakes Subdivision, Pleasant Grove Township3 Spring Valley Drive, Spring Valley Subdivision, Clayton Township4 Extension of SR 2403, Project No 98043726, 98043727, Smithfield TownshipFollowing the review, Commissioner Frank B Holding moved North Carolina Departmentof Transportation be requested to add these streets to the State Maintained SystemCommissioner John M Booker seconded the motion which carried by unanimous vote4 Employee Presentation Request Salary and Pay Plan StudyOn behalf of the non - nursing staff at Johnston County Health Department, JaniceLofton, Data Processing Coordinator, made the following presentation requesting revision andimplementation of pay plan for County employeesDue to recent problems concerning salaries of county employees anda recent salary adjustment made mid -year, we ask the County Commissionersfor help in alleviating some of the inequities of the , present pay plan It isour concern that many employees have been discriminated against, withvarious disciplines receiving pay increase without any recognition given tosome disciplines that have been more deserving In order to alleviate theseproblems, we would like to request that you conduct a personnel classificationand pay plan study for the county, and in doing so implement a new payplan based on the analysis of the classifications and pay plan study If sucha study is conducted and implemented, will you assure the County employeesthat this can be implemented by July 1, 1991We feel that such a study will alleviate many of the inequities that weare facing on an annual basis, and as well, provide additional motivation forCounty employees Chairman Norman C Denning reported the Johnston County Board of Health, of whichhe serves as Chairman, has also recommended a pay plan and classification study for allCounty employeesNovember 5, 1990 ContinuedUpon a motion by Commissioner James W Cash, seconded by TownshipAdvertised October 5, 1990 - The Smithfield HeraldOctober 9, 1990 - Clayton News StarNotices posted at location Certified letters mailed on October 4, 1990, to adjoiningproperty ownersThe Chairman opened the public hearing and invited anyone who wished to addressthe Board on the following rezoning caseRezoning Request #008 - Danny Ray Barbour, 2 acres, SR 1525, Cleveland TownshipARR-40 to Community Business CB-2Jeff Coutu, County Planning Director, presented a map and pointed out the area inquestion noting the zoning of adjacent propertyDanny Ray Barbour informed the Board he and his family propose to have an AAcertified day -care center for up to 80 children He stated the facility would be a familyoperated business with emphasis on infant care, and a well -kept, attractive building andgroundsDonita Small Brown, adjacent property owner, opposed the rezoning stating she didntwant a business so close to her home, with a septic tank near her well She also voicedconcern for childrens safety due to increased trafficDanny Barbour responded that Mrs Brown was told of the plans at the time theproperty was surveyed, and at that time showed no objectionsIMrs Brown explained she originally did not realize how close the business would beto her home and feels the value of her property would decrease She questioned what othertypes of business the rezoning would allow if the business was soldJeff Coutu reported the Planning Board would like to hold another hearing, at whichtime they would consider special use rezoning to limit the types of business that couldoperate at the site He recommended the Commissioners refer this rezoning back to thePlanning Board to be reconsidered at the November 27th meetingThere being no further comments, the Chairman closed the Public HearingUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James WCash and carried by unanimous vote, the Board agreed to send rezoning request #008 backto the Johnston County Planning Board for further consideration6 Proclamation - Diabetes MonthUpon a motion by Commissioner James W Cash, seconded by Commissioner Jerry FWood and carried by unanimous vote, the following proclamation was adoptedPROCLAMATIONWHEREAS, there are more than eleven million diabetics in the UnitedStates and the number of people developing diabetes is increasing; andWHEREAS, Diabetes and its complications are the third leading causeof death by disease in our country; andWHEREAS, the North Carolina Affiliate of the American DiabetesAssociation is seeking to aid in finding a cure or prevention of diabetes, aswell as conducting research, education and community service programs herein North CarolinaNOW, THEREFORE, DO WE THE JOHNSTON COUNTY BOARD OFCOMMISSIONERS, PROCLAIM NOVEMBER fifteen new employees; however, they need access to County water and sewerTo assist in extending water and sewer lines to the industrial property, the County iseligible to apply, on behalf of COUNTYS APPLICATION FOR fCOMMUNITY DEVELOPMENT BLOCK GRANT FUNDSFOR UTILICON, INCORPORATEDWHEREAS, the Board of Commissioners of Johnston County hereinafterreferred to as the Board has previously indicated its desire to assist inEconomic Development efforts within Johnston County; and643November 5, 1990 ContinuedWHEREAS, the Board has held two public hearings concerning the proposedapplication for Community Development Block Grant funds for Utilicon,Incorporated; andWHEREAS, the Board wishes the County to pursue a formal application forCommunity Development Block Grant Funds for Utilicon, Incorporated,NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of theCounty of Johnston thatThe County of Johnston is authorized to submit a formal application to theNorth Carolina Department Johnston has been requested to submit a CommunityDevelopment Block Grant application on behalf of Utilicon, Inc of Smithfield,North Carolina, andWHEREAS, This Economic Development Grant would cause to extend an 8 inchdiameter water main, a 2 inch diameter force main and a lift station for sewerservice, and WHEREAS, The 70 -A corridor from Selma to Wilson Mills represents a majorgrowth area for future development and offers the County of Johnston anopportunity to loop the existing 16 inch diameter water main at Wilsons Millswith this extension,NOW THEREFORE LET IT BE RESOLVED That the County of Johnston doeshereby agree to contribute up to 98,000 towards the over sizing of this 8inch diameter water main to a 16 inch diameter water main subject to theterms and conditions of the pending
