Commissioner Frank B Holdingmoved that the salary of Raymond Gardner, who was recently appointed Welfare CaseWorker Supervisor, be increased from 425-00 to 46900 per month, effectiveJanuary 1, 1964Commissioner J D Bailey seconded the motion, which was carried3 Welfare Department- Appropriation of FundsIn view of depletion in funds budgeted for doctors and drugs and general assist-ance of the Welfare budget, and upon the recommendation of Mrs Edith Park, WelfareDirector, Commissioner Frank B Holding moved that X150000 be appropriated from thecontingent fund and of this amount 50000 be Dismantle and thoroughly clean low water fuel cutout and drain2 Pipe feed water to enter return pipe rather than bottom of frontsection10 Purchase of Property by Johnston County Board of EducationUpon the recommendation of N B Grantham and E S Simpson, representing theJohnston County Board of Education, Commissioner J D Bailey moved that the purchaseby the Johnston County Board of Education of the Marian Crayton house and lot andadjacent lot of Nellie Arant, corner of Third and Rose Streets, for a total priceof 10,76242 to be purchased from funds of the Smithfield School Committee and repaidby the Board of Education in two years, be approvedCommissioner Jesse H Austin, Jr seconded the motion, which was unanimouslyadopted11 Amendment 1963-1964 School BudgetUpon the recommendation of W H Britt, Auditor, Commissioner J D Bailey movedthat the 1963 -1964 school budget be amended by appropriating 10,76242 to the properaccount, which amount is to be received by the Board of Education from funds of theSmithfield school committee for the purchase of the Crayton and Arent property,located at the corner of Third and Rose Streets, and to be repaid by the Board ofEducation in two yearsCommissioner Norman C Denning seconded the motion, which was carried12 Extension of Time for Listing TaxesUpon the recommendation of W H Britt, Tax Supervisor, Commissioner J D Baileymoved that the tax listing period be extended through February 8, 1964Commissioner Jesse H Austin, Jr seconded the motion, which was carried13 Archer Lodge Fire DistrictCommissioner Jesse H Austin, Jr moved that the following resolution be adoptedResolutionWhereas, a petition had been presented by Jimmy Dykes Barnes, Edward Johnson,Clinton Boyette, Shorty Horton and Bobby Jones, bearing the names of free holders inthe Archer Lodge Fire District, in excess of the required 15 of free holders residingin the district, petitioning that an election be held in the district for submittingto the qualified voters the question of levying and collecting?a special tax on alltaxable property in said district of not exceeding 15¢ on the 10000 valuation ofproperty for the purpose of providing fire protection in the district,And whereas, the Board deems the petition to meet the requirements as set outin Article 3 -A, Chapter 69 of the General Statutes,Now therefore, be it ordered that a special election be held in the Archer Lodge1?s8February 3, 1964 ContiFire District to determine the will of the voters in said district as to the levyingof said tax,Further ordered that W R Britt, County Attorney, be DefenseWilson Diggs Broadwell, Civil Defense Director, made a verbal report of theactivities of the Civil Defense Program15 Johnston County Boarding HomeIn view of discussions and correspondence relative to repairs at the JohnstonCounty Boarding Home to meet minimum safety requirements of the State Insurance Depart-ment and further as to the status of the future of the Home as outlined by the StateWelfare Department, Commissioner Frank B Holding moved that W R Britt, County Attorney,be authorized and directed to draw up lease to be executed by the County and MrsLouise McGregor renewing the lease of the Boarding Home for an additional year, as ofNovember 1, 1963, and further that a clause be inserted in said lease directing MrsMcGregor to gradually decrease her patient load to 35 through process of demise and notaccepting any new patients, and also to utilize the two story building as much aspossible as said building comes nearer to meeting safety standardsCommissioner Frank B Holding moved that the following citizens be appointed to theLibrary Building Planning Committee to represent the County in the planning of a librarybuilding to be built by the Town of Smithfield and the County17 Resolution Bonds HospitalCommissioner Frank B Holding moved the following resolution be adoptedWHEREAS, the Local Government Commission of North Carolina has informed the Boardof Commissioners that it has sold in the manner prescribed by law the 530,000 PublicHospital Bonds, Series A, of the County of Johnston, dated December 1, 1963, authorizedto be issued by a resolution adopted by the Board of Commissioners on January 13, 1964,and that the contract of sale contemplates that said bonds shall be of the denominationand shall bear interest as hereinafter providedNOW, THEREFORE, BE IT RESOLVED as follows 1 Said ponds shall be of thedenomination of 5,000 each and shall be numbered from 1 to 106, inclusive, in theorder of their maturity 2 Said bonds shall bear interest as follows a bondsnumbered 1 to 8, inclusive, 450¢ per annum b bonds numbered 9 to 16, inclusive,4; per annum, and c bonds numbered 17 to 106, inclusive, 35 per annumCommissioner Jesse H
