Boarding Home, 26370Commissioner Jesse H Austin, Jr seconded the motion, which was carried2 Roadsa Commissioner Norman C Denning moved that the State Highway Commission be requestedto add to the Johnston County Road System and maintain that certain road in ClaytonTownship, described as followsRoad, Lakewood Acres, beginning on Highway 70 -A, approximately 1i miles West ofClayton, being a District Engineer, State Highway Commission represents thatthe Commission has been able to secure right of way agreements from all freeholders onS R 1536 for the paving of said road, with the exception of William Johnson,And whereas, the property owners on SR 1536 have agreed to sign an indemnity bondprotecting the state from any damages that might be incurred by virtue of the road beingpaved across the property of William Johnson,Now therefore, be it resolved that the recommendation of the Board to the StateHighway Commission on March 2, 1964, requesting the paving of SR 1536, Priority No 17,be reaffirmed and that said road be located according to plan and survey as presentedby J I Lynch, District Engineer, on this dateCommissioner Norman C Denning seconded the motion, which was carried3 Industry Appreciation WeekCommissioner J D Bailey moved that the following proclamation be adoptedProclamation Designating Industry Appreciation WeekWhereas, the industries of Johnston County make a substantial contribution to theeconomic well being of the county, by employing citizens of the county, by buyingitems grown or produced in the county, and by paying taxes to help support countyservices, andWhereas, the efforts to encourage the location of additional industry in the countyat times may appear to overshadow the contributions now being made by existing industries,andWhereas, Terry Sanford, Governor of North Carolina, has designated the week ofApril 12 to 18, 1964 as Industry Appreciation Week throughout North Carolina,NOW THEREFORE BE IT PROCLAIMED by the Board of County Commissioners of JohnstonCounty that the week of April 12 to 1, 1964 be Industry Appreciation Week in JohnstonCounty, thereby providing an opportunity for all officials and in the vaccination of cattle for T B and Bangs diseasesCommissioner J D Bailey seconded the motion, which was carried5 Neuse River Watershed AuthorityCommissioner Jesse H Austin, Jr moved that the following resolution, as presentedby Mr Adam J Whitley, Jr, member of the Neuse River Watershed Authority, be adoptedResolutionWHEREAS, even though the water resources of the Neuse River represent a majornatural resource of the basin area, floods of record for 100 years have caused exceed -ing damage and loss of property and agricultural crops; andWHEREAS, the U S Army Corps of Engineers through its District Office at Wilming-ton has completed a study and recommended a plan for the comprehensive development ofthe Neuse River Basin, and recommends as the initial step the construction of a damat the Falls of the Neuse, and this recommendation has been concurred in by the DivisionEngineer of the U S Army Corps of Engineers and the Board of Engineers of Rivers andHarbors, and it is anticipated will be concurred in by the Chief of Engineers, U SArmy Corps of Engineers, and forwarded to the Congress for its consideration; andWHEREAS, the reservoir would immediately produce benefits in the followingareas1 Flood control2 Water supply3 Water quality control4 Recreation5 Conservation and improvement of wildlifehabitatandWHEREAS, the U S Census Bureau projects a population growth in North Carolinafrom 4,500,000 in 1960 to 8,803,000 in the 40 -year period to the year 2000, and thistremendous population growth, including the Neuse River Basin, it is estimated willresult in almost doubling municipal water needs, and more than trebling agriculturalwater needs; Now Therefore, be itRESOLVED That the Board of Commissioners of Johnston County in official sessionthis the 6th day of April, 1964, hereby endorses the comprehensive plan of the NeuseRiver Basin Development as prepared by the United States Army Corps of Engineers;endorses the initial recommended step of establishment of a reservoir by the construct -ion of a dam near the Falls of the Neuse, and encourages and respectfully requests themembers of the North Carolina congressional delegation to support this project and toseek to secure initial funds for engineering purposes in the 1965 Federal Appropriat-ions Act, if at all possible, and to lend their support to the funding of this projectas early as possible, and instructs the Secretary to transmit a copy of this resolutionto the Governor of North Carolina, the North Carolina Department of Water Resources,the District Engineer of the Army Corps of Engineers, and the members of the con-gressional delegation of North CarolinaCommissioner J D Bailey seconded the motion, which was unanimously adopted6 Payment to M W KnottCommissioner further analysis11 Johnston County - Smithfield LibraryIMr Wallace Ashley, Chairman Johnston County Library Board, reported that thebuilding fund of the Johnston County - Smithfield Library had beenincreased by a300000 contribution from Fieldcrest11 Welfare DepartmentMrs Edith Park, Director of the Welfare Department, reported that the FederalGovernment was expecting re- imbursement of funds expended by the County toMassengill, Agent for12 Civil DefenseWilson Diggs Broadwell gave a verbal report of the activities of the CivilDefense Program13 Produce MarketCommissioner Jesse H Austin, Jr moved that the Produce Market tract consistingof 10 acres, located on Highway 301, be cataloged and submitted to the North CarolinaDepartment of Conservation as an available Industrial SiteCommissioner J D Bailey seconded the motion, which was carried13 Newspaper Stand CourthouseW G Massey, Clerk, representing Rev Billie Ray Norbert, Smithfield, NC,requested permission of the Board for Mr Norbert to place a paper stand in thecorridor of the courthouseAfter discussion, it was the concensus of the Board that the returns from sucha newstand would be negligible and that it would not be feasible for Mr Norbert tocarry out this project14 Pay to RegistrarsIt being brought to the attention of the Board of the additional duties involvedby the voting registrars in securing a complete new registration, Commissioner J DBailey moved that the precinct registrars be paid in addition to their regular com-pensation a fee of 10¢ for every eligible voter registered by themCommissioner
