to construct a 15 interceptor to SR 1902 and a iforce main to the existing Data General force main at a cost of approximately 830,000; addingthis plan gives option to future construction of an additional interceptor and a new wastewatertreatment plant on the Neuse River at a cost of approximately 13 million which would takepressure off the Town of Claytons treatment facilityThe Board discussed the feasibility and cost of these options at length Mr Broomeadded that cost of the wastewater collection facilities may be incurred by developersThe Board also discussed with much concernthe stress already on the existing sewerlines serving the Clayton industrial area and questioned if there are back -up pumps availablethat could be installed immediately should a pump go down In response, Robert Hyatt, ClaytonManager, stated there are no funds budgeted for a back -up pump He also emphasized that Claytonis concerned about providing existing industries with good reliable servicesAfter discussion and out of concern for the stress on the existing pumps serving theeast Clayton area, Commissioner Frank B Holding suggested that a committee be appointed by theChairman to develop a plan in case the pumps go outChairman Denning appointed the following committee and asked for a report at theSeptember Board meetingRichard B Self County Manager, Tim Broome Engineer, Haywood Phthisic PublicUtilities Director and Robert Hyatt Clayton Manager2 Loch Pharmaceutical StatusJohn McFadyen, who owns property east of Clayton in the industrial area, asked theBoard if Loch Pharmaceutical was going to open for operations Michael de Sherbinin, EconomicDevelopment Director, responded that company officials are negotiating with others about apossible merger, however, there are no definite plans at this time3 DGI Resolution - Camumications DepartmentUpon a motion by Commissioner James W cash, seconded by Commissioner Jerry F Wood andcarried, the following resolution was adoptedWHEREAS, the North Carolina Department of Justice State Bureau of Investigation,Division of Criminal Information plans to make available to law enforcement agencies and otherappropriate agencies of the State through the use of a centralized computer system variousinformation not available or to be developed essential to the efficient operation of saidagencies such as, but not limited to, information contained in the Department of Motor Vehiclesfiles, information contained in the National Crime Information Center, information contained inthe State Bureau of Investigations files, Department of Corrections files, and informationfrom local law enforcement agencies by the installation of a Division of Criminal Informationterminal in the Communications Center of Johnston County provided the County of Johnston agreesto furnish a proper site for installing such terminal, and the necessary personnel to operatesaid terminal, and further agrees to assume the usage cost of such terminal from the date ofinstallation; that said installation of a Division of Criminal Information terminal isconsidered to be most necessary to the preservation of law and order and the promotion of publicsafety within the County; andVVfiEIt M, the North Carolina Department of Justice, State Bureau of Investigation,Division of Criminal Information and this Municipality have agreed as followsA The North Carolina Department of Justice, Division of Criminal Information willinstall and maintain a video terminal and printer connected to the Division of CriminalInformation system and also train operators selected and paid by the County to operate suchterminalB The County shall furnish a proper site for installation of a Division of Criminal kInformation terminal and also furnishpersonnel to operate said terminaliC The County shall assume the usage cost which cost includes maintenance of theDivision of Criminal Information terminal in the amount of 30000 per month beginning fromdate of installationAugust 13, 1990 ContinuedNOW, 7H MEFORE, BE IT RESOLVED that the installation of a Division of CriminalInformation terminal be and it is hereby formally approved the Board of Commissioners ofJohnston County, North Carolina, and that the Chairman of the Board of County Commissioners orCounty Manager of this County be and they are hereby empowered to sign and execute the requiredAgreement between this County and the North Carolina Department of Justice State Bureau ofInvestigation, Division of Criminal InformationThis Resolution was passed and adopted the 13th day of August, 19904 School Funding - Capital ConstructionCommissioner Jerry F Wood spoke with the Board about future commitment of schoolcapital construction funds He stated he had spoken with School Board Chairman Dicky Parrish andthere seems to be some urgency so that architects can draw plans for new schools CommissionerWood advised the School Board had indicated a need for additional capital outlay funds beforecontinuing with plans for two new schools They are proposing two new schools over a three yearperiod5 DOT to Install Gates and Lights - Railroad Crossina at Powhatan RoadIn response to the Commissioners request, the County Manager reported the Departmentof Transportation will be installing signal lights and gates at the railroad crossing onPowhatan Road within the next year6 Garbage Disposal Task ForceCommissioner Frank B Holding moved the Chairman be authorized to work withCommissioner James W Cash in appointing a task force to work out new policies and proceduresrelative to county garbage disposal in accordance with Senate Bill 111Commissioner John M Booker seconded the motion which carried unanimouslyUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board adjournedNorman C Denning, ChairmaanEleanor N Creech, Clerk611DetailsAnnotationsEntry PropertiesModified11192013 115649 AMCreated3312003 83206 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date8131990Book18
