Jame 20, 1990The Johnston County Board of Commissioners reconvened regular session Wednesday, June20, 1990, at 730 pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield,North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to the Board,Joyce H Ennis, Deputy Clerk to the Board, and W R Britt, County AttorneyThe meeting was called to order and the following business was transactedChairman Norman C Denning welcomed everyone present, recognizing Dr Dicky Parrish,Chairman of Johnston County Board of Education, Dr James Ellerbe, Superintendent of Schools,the Honorable Lindell Nordan, Mayor of Benson, and Councilman Wesley Taylor, Benson He assuredeveryone they would have an opportunity to speak if they wished to do so1 Budget ReviewCounty Manager, Richardas instructed, and has been ablebalance2 Landfill FeesSelf, reported he has reviewed and amended the proposed budget,to revise cetain revenue line items in order to bring it intoIn reference to discussion concerning landfill fees at the June 18, 1990, Boardmeeting, Chairman Denning asked the County Manager to outline a proposal for chargingnon - municipal residents for solid waste disposalThe County Manager made the following proposalRURAL TIPPING FEESIf the desire of the Board of Commissioners is to charge rural landfill disposalfees in the 1990 -1991 fiscal year, there will have to be an abbreviated versionthe first year with a refinement during the second year when all manned boxsites are openThe Tax Office can distinguish between municipal and non - municipal only on thebasis of parcel ID numbers The data in our computer is not arranged to detectspecific dwellings since personal property is not taxable in this stateSpecific dwellings could only be determined by physically looking at every taxrecord and noting the ones with real estate Even under this process, barns andother buildings could be mistaken for a dwelling or a businessThe use of parcel ID numbers could be used to generate a bill for all parcelsoutside the town limits If a rate of 5 per parcel is used for the first year,it would generate enough revenues to cover the tipping fee The bill would beprinted on a post card which would be returned with payments If desired, thiscould be futher refined to allow each property owner to declare that the parcelwas vacant land, serviced by a private trash collector, or a dwelling and thenbase the charge on that premise, but the rate would need to be set at 10 toaccommodate thisThe Second Year could be handled in a fairer manner since all manned sites wouldbe in place Car stickers could be sold at a rate of 10 per household and 1June 20, 1990 Continuedfor each additional vehicle desired by the household If a car or pick up truckdisplayed the sticker, they would be allowed to dispose of their trash If avehicle did not display the sticker, one would be sold to them on the sitecheck only The sticker would be good to the end of the fiscal year In thismanner, municipal residents could also purchase stickers and use the sites Thewindow stickers could be sold at the tax office and possibly by each of thetowns for the 10 fee Sticker sales would need to begin in April or May of 1991in order to be ready for July 1 Only those households using the rural green boxsystem would be paying the feeIt is important to note that the only cost which is being considered in thisproposal is that of the tipping fee and not the operation of the green boxsystem itself The green box system is for the health and safety of the countyas a wholeIn general discussion, and in addressing questions concerning the rural tipping feeproposal, the Commissioners responded favorably saying the proposal seems fair and reasonableand agreed to give it due considerationWarren Grimes, private solid waste hauler, complemented the Board for their efforts inaddressing this problem and offered his assistanceWesley Taylor, Councilman, Town of Benson, discussed with the Board recent estimates ofrising cost in the area of solid waste management He added his support in the Countys effortsto divide landfill cost equitablyChairman Denning responded the solution to solid waste management must be a long -rangeplan, and the County will be in a better position by the end of the 1990 -91 fiscal year toevaluate expenses and expected revenues He noted several questions will need to be consideredincluding penalty or fees for out -of- county garbageExecutive SessionUpon a motion by Commissioner John M Booker, seconded by Commissioner James W Cashand carried by unanimous vote, the Board recessed regular session to meet in executive sessionfor the purpose of discussing acquisition of landRegular SessionUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board adjourned executive session and resumed regularsession3 Purchase of Land - Site for Water TankCommissioner Frank B Holding moved the County purchase a two and one -half acre tractof land located off Hwy 301 near South Johnston High School from Kirby Langdon for 37,500,subject to final negotiations, and authorized the County Manager to make the necessary budgetamendmentCommissioner Jerry F Wood seconded the motion which carried by unanimous vote4 Advertisement for Bids -
