transacted1 Request Mrs Winnie WatsonMrs Winnie Watson Johnson requested that no improvements be made to theroad upon which she resides, as she was very well satisfied with the present conditionof the roadMrs Watson was informed that the ultimate decision of improving or hard -surfacing a road lay with the State Highway Commission, and that before any improve-ments were effected she would be duly notified2 Awarding Fuel Oil ContractIn response to an advertisement published in the Smithfield Herald, W H Britt,Auditor, presented the following bids for the necessary quantity of # 2 fuel oil thatwill be required in the heating of the courthouse annex, the Health Center and theAgricultural Center for the winter season of this fiscal year July 1, 1963 to June 30,1964 These buildings are situated at different locations in the Town of SmithfieldIt is estimated that the required number of gallons will range from 15,000 to20,000The successful bidder will be required to check the tanks regularly and keepoil supplied at all timesSmithfield Oil Gin CompanyWe propose to sell the County of Johnston fuel oil at posted tankwagon prices less three and one tenth cents per gallonDenning- was carried3 Reduction in Valuation Property L F DaughtryUpon the recommendation of W H Britt, Tax Supervisor, Commissioner Frank BHolding moved that valuation of 280000 on 1 acres in Ingrams Township, owned byL F Daughtry be reduced for the year 1963 to a valuation of 1000 on account oferror in arriving at the valuation of this property and supported by statementsof three freeholders as to its valueCommissioner Norman C Denning seconded the motion, which was carried4 S C BattenS C Batten, Micro, requested a reduction in his taxes for the year 1963, statingthat the valuation appeared to be correct but that he thought he should have a reductionin his taxesNo action was taken on this request5 Negro Agricultural Director-I L F Palmer, Negro Agricultural Director, requested that the County pay to hisSecretary, who is being granted a leave of absence effective October 1, 1963 and beingreplaced by temporary help, 3111, representing the Countys share of accumulatedannual leaveAfter a discussion, the Board gave its approval to the Secretary being granteda lease of absence and his employing a temporary replacement, but deferred paymentof accrued annual leave, pending investigation Engineer, for investigation andstudyiC J I Lynch, District Engineer, mad his bi- monthly appearance before the Boardfor the purpose of discussing road problems confronting the Board and presented fortheir approval the 1964 -65 Secondary Road Programd Commissioner Jesse H Austin, Jr moved that the following resolution beadoptedResolutionWhereas, the Board of County Commissioners of Johnston County have reviewedthe1964 -65 secondary road program of Johnston County as presented by J I Lynch,District Engineer of the State Highway Commission, all of said roads being a partof the system of
