and his department, be made available to the Bar Associationfor library headquartersAction was deferred on this request10 Road ProblemsMr J I Lynch, District Engineer, made his bi- monthly appearance and discussedthe following road problemsHenry Cross, Selma, in connection with SR 2126Mr A 0 Radford, R #2, Princeton, in connection with right of way of SR 232111 Civil DefenseWilson Diggs Broadwell made a verbal report of the Civil Defense activities andpresented copies of resolution adopted by the Board of Commissioners of Guilford County,for the Commissioners to study Mr Broadwell requested that a similar resolution beadopted by the County, which would provide for emergency interim Local Governmentexecutive succession for Johnston County officialsAction was deferred pending further study of this requestMr Broadwell also asked permission to solicit private funds to provide a CivilDefense Control Station, which he estimated would cost several thousand dollars Herequested that the Commissioners give him an answer to this plan as soon as possible12 Welfare DepartmentMrs W B Strickland, Chairman local Welfare Board, appealled for salary increasesfor the personnel of the Welfare Department, stating that in her opinion salary increaseswere warranted to assure a well staffed and efficient departmentNo action was taken on her request13 Sale of Drugs to Mental Health ClinicUpon the request of Dr R D Phillips, Commissioner J D Bailey moved thatJohnston Memorial Hospital be authorized to sell drugs to the Mental Health Clinic, ,Isubject to the approval of the Board of Trustees of Johnston Memorial HospitalCommissioner Norman C Denning seconded the motion, which was carried14 Mental Health Advisory BoardUpon the recommendation of the Mental Health Advisory Board, as presented by DrR D Phillips, Health Officer, Commissioner J D Bailey moved that the County becommitted to a 600000 appropriation for the Mental Health Clinic program for thebudget year 1964 - 1965Commissioner Frank B Holding seconded the motion, which was carried15 Johnston County LibraryMrs J E Young, accompanied by members of the Trustees of the Smithfield Libraryand staff members of the Johnston County Library, presented proposal for the financingof a joint library building for the County and the Town of SmithfieldMrs Young stated that the Town of Smithfield and the Johnston County LibraryTrustees had approved the proposal and that the building would cost approximately150,000 It was brought out that both the County and Town had a certain amount offunds on hand to help meet their committmentsAfter a discussion, Commissioner Jesse H Austin, Jr moved that the followingproposal as presented by Mrs Young, be acceptedThat, assuming that the total cost cf the building will be NorthCarolina, hereinafter referred to as the Contractor , party of the second partWITNESSETHTHAT WHEREAS, Contractor has heretofore submitted a proposal to map the Townof Micro and adjacent areas, the Town of Pine Level and adjacent areas, the Town ofPrinceton and adjacent areas, and the Town of Four Oaks and adjacent areas; andwhereas, the County desires that all of said towns and adjacent areas be mapped inaccordance with the specifications herein contained, and subject to all of the terms,conditions and provisions of said specifications, as follows1 Scope of WorkThe Contractor shall furnish plant, labor, materials, supplies and theperformance of all work required for the completion and delivery of ownership mapsand fly leaf numerical index system as specified herein and as directed by the Countythrough its Tax Supervisor2 General Mapping ProcedureOwnership mapping shall be accomplished through coordination of existing maps,surveys, or field investigations and use of of accuracy3 Map Size and LayoutA All maps shall be line drawn maps on all properties within areas to bemapped, drawn on Imperial tracing linen, or equal, with black india inkB Overall map size will be 20 x 24C Natural barrier such as roads, streets, railroads, streams and propertylines shall be used as outline limits of maps where possible This is toavoid having portions of individual ownership shown on more than one mapD Scale of maps shall be as follows1 Commercial and industrial property in towns and adjacent areas111-1-60, or l 01r2 All other property in towns and adjacent areas 1 01, 1 100or 1 2004 Deed Research and UseThe Contractor shall make a thorough search of recorded deeds and plats, ifnot available, to determine descriptions of various property ownership boundariesTranscripts or abstrants shall be made of sufficient number of current ownership deedsin the areas to be mapped to provide complete boundaries for all parcels5 Property information on Ownership MapsA All property and lot lines shall be shownB The dimensions of each property or the area of each property, shall beclearly indicated, and for properties lying partly within and partly
