Meeting of the JohnstonBoard of CommissionersJune 11, 1990The Johnston County Board of Commissioners reconvened regular session Monday, June 11,1990, at 700 pm, in the Commissioners Room, Johnston County Courthouse Annex, Smithfield,North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, Jerry F Wood, DDSMembers Absent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to the Board,Joyce H Ennis, Deputy Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 Solid Waste Collection and Disposal Landfill FeesWarren Grimes, owner of Trash collection Service, a private hauler, appeared before theBoard to discuss his perception of problems with solid waste collection disposal and landfillfees He outlined the different public and private services offered in the County, and noted, ifa per -ton landfill fee is established, customers of private haulers and municipalities would paydouble charges He said everyone in the County should pay some fair share of the cost ofdisposing solid waste, and asked the County to try to base landfill fees as equitable aspossible to all users He also asked the Commissioners to re- activate the County Solid WasteTask Force and increase the membership to include rural residents and industrialrepresentativesWayne Wall who operates a sanitation business in Johnston and Wake Counties, spoke tothe Board concerning landfill fees He noted that Wake County has increased their fees from10 ton to 21 ton in the last six months He asked the Commissioners to establish a fee whichwill not be changed for at least one year He concluded he had no problem with a landfillcharge, however, the total cost should not be passed on to private haulers; all users shouldhave to pay a fair percentageThe Board assured Mr Wall any fee implemented would be for the entire 1990 -91 fiscalyearCommissioner John M Booker commented the County is faced with new stringentregulations mandated by the State and Federal governments on the management and disposal ofsolid waste These new regulations will greatly increase the cost of operating a landfill, andthe County has no alternative but to figure the fairest method possible to finance solid wastedisposalCommissioner Frank B Holding concurred saying the County must come to grips with thisproblem; there is no way to put off making a decision He noted fees for solid waste disposalwill have to be a compromise, and a compromise is not always equitableCharlie Barefoot from K R Edwards Tobacco Company, asked the Commissioners if therewould be a different charge for different types of waste, noting the tobacco company has a largeamount of dirt in the form of fine dust which has to be disposed The Commissioners respondedthat it would be very difficult to establish different fees for different types of wasteChairman Norman C Denning voiced concern that as the citizens cost of solid wastedisposal continues to increase, the County will be faced with more roadside dumpingCommissioner James W Cash pointed out if Johnston County doesnt implement a landfillfee, we will get more and more solid waste brought in from surrounding counties He noted thegeneral public needs to be educated concerning the problems the County is facing in the area ofsolid wasteCommissioner Jerry F Wood commented he dislikes to see any fees imposed on JohnstonCounty citizens, however, the County has no choice when regulations are being mandated, andother surrounding counties are imposing feesUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board set a 1500 per ton landfill user fee to be implemented assoon as scales are installed at the County Landfill The County Manager noted the scales shouldj be in place by August 15, 1990Commissioner Frank B Holding remarked the Commissioners welcome any public input orsuggestions concerning problems the County is facing in the area of solid wasteThe Commissioners discussed plans to encourage countywide recycling, and noted what isalready being done at the manned compaction sites County Manager, Richard Self, said the Countywill continue to look for markets for recycled products, especially those which will soon beillegal to dispose of at the Landfill582June 11, 1990 Continued2 Budget Amendments ApprovedUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board approved the following budget amendmentsA Mental Health DepartmentExpenditure IncreaseContracts, Grants, Other Subsidies 38,435Revenue IncreaseBlock Grant Women 29,345Contributions 1,200Contracted Services Revenue 500Medicaid- Cap -MR 4,000NC Child Food Program 3,390Total 38,435Expenditure IncreasePersonal Services2,000Supplies Materials2,000Fixed Charges Other Expenses250Capital Outlay500Contracts,Grants,Other Subsidies80,500Total85,250Revenue IncreaseMedicaid- CAP -MR85,250B Health DepartmentExpenditure Decrease - Maternal Health10- 5925 -0421 Rural OB Care 1,140Revenue Decrease - Maternal Health10 -3519 -823 DEHNR ROCI Funds 1,1403 Fireworks Display Town of Pine LevelCommissioner Frank B Holding moved the Town of Pine Level be granted permission tohold a fireworks display on July 4, 1990, at the Sam Godwin Recreation Park in Pine Level, inaccordance with General Statutes 14 -410 -415Commissioner John M Booker seconded the motion which carried by unanimous vote4 South Johnston High School State AAA Baseball ChampionsUpon a motion by Commissioner John M Booker, duly seconded by Commissioner Frank BHolding and carried by unanimous vote, the Board moved the following certificate of recognition,which was sent to the South Johnston High School Baseball Team following their State Class AAABaseball Championship Victory, be made an official act of the Board and spread upon the minutesof this meetingCertificate of RecognitionJune 6, 1990With great pride and pleasure the JOHNSTON COUNTY BOARD OF COMMISSIONERSwish to express to all the members of the 1990 South Johnston High SchoolBaseball Team, on behalf of the citizens of JOHNSTON COUNTY, our sincerecongratulations on winning the STATE CLASS AAA BASEBALL CHAMPIONSHIPThis has been an exciting, hard- fought, and successful baseball season,and we are proud of the record you have earned and the fine publicity you havebrought to our county by your inspired team playWe are pleased to publicly commend the 1990 SOUTH JOHNSTON HIGH SCHOOLBASEBALL TEAM for your tremendous efforts and excellent abilities;
