Meeting of the Johnston County Board of CommissionersJune 6, 1990The Johnston County Board of Comnissioners reconvened regular session Wednesday, June6, 1990, at 730 pm in the Commissioners Room, Johnston County Courthouse Annex, Smithfield,North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Eleanor N Creech, Clerk to the Board,and Joyce H Ennis, Deputy Clerk to the BoardThe Chairman called the meeting to order and the following business was transacted1 Board of Education Budget RequestDr Dicky Parrish, Chairman, Johnston County Board of Education, met with the Board ofCommissioners to review the 1990 -1991 school budget request Concerning the Capital Outlaybudget, Dr Parrish thanked the commissioners for the additional funds previously committed Heasked that the Board look at the Current Expense budget request very carefully explaining thepercentage of increases requested is due to inflationary times, as evidenced in utility bills,increased cost of instructional supplies and updated textbooks, and 6 salary increases He alsoasked the Board to consider establishing a contingency fund for emergency school needs, such asthe Four Oaks fire and the asbestos problems in ClaytonDr Parrish stated his Board needs clear, defined direction from the Commissioners on1 attendance boundaries; 2 small community schools; and 3 instructional supplies books,etc He emphasized a need for better communication between the two boards, as both share thesame objective - to work for the safety and welfare of the childrenHe presented a letter requesting 569,800 additional capital outlay funds forcorrecting some fire and safety hazards at existing school facilities which were identifiedthrough recent inspections He noted action on these items are not required, but they arerecommended by State and County inspectorsSchool Board members Glenda Hales and Deacon Jones concurred with Dr Parrishscomments, and expressed confidence the Board will look at the school needs as openly as possibleand do the best they can from the resources availableChairman Denning thanked the Board of Education members and school staff for coming andassured them the Commissioners will give much consideration to their requests2 State Reimbursement Funds to Compensate for Lost Inventory Tax RevenueThe Board discussed correspondence from the NC Association of County Commissionersregarding a Senate bill proposing a 10 cut in reimbursements going to cities and counties ascompensation for revenues lost because of repeal of the taxes on inventory and intangibleholdingsUpon a motion by Commissioner Frank B Holding, seconded by Commissioner Jerry F Woodand carried by unanimous vote, the Board instructed the County Manager to draft a resolution tobe sent to local State representatives expressing opposition to this proposal3 South Johnston High School in State AAA Baseball Championship GameIt was noted that at the time of this meeting, South Johnston High School is playingfor the State AAA Baseball ChampionshipChairman Denning instructed that if South Johnston wins, an appropriate resolution ofcongratulations and appreciation be sent to the team4 Airport Lease AgreementUpon a motion by Commissioner James W Cash, seconded by Commissioner Jerry F Wood andcarried by unanimous vote, the Board ratified a lease agreement between the Johnston CountyAirport Authority and Melex, USA, Inc The lease is on a portion of land at the Johnston CountyAirport which accommodates a hangar5 Budget ReviewThe Commissioners discussed the landfill budget and possible user fees Concerns wereexpressed that some citizens would be charged more than othersJune 6, 1990 ContinuedCommissioner John M Booker pointed out there are two different systems involved 1collection and transportation and 2 disposal at the landfillComnissioner Frank B Holding said in his opinion, in order to be as fair as possible,the Commissioners should give serious consideration to continued funding from the tax base forsome of the cost of sanitation and landfill operationsHaywood Phthisic, Director of Public Utilities, was present and answered questionsabout current landfill operations and fees He informed the Board the recently`authorized scalescould be installed as early as August 15thCommissioner Holding reported that Warren Grimes, owner of Trash Collection Services,commercial hauler, has asked to address the Board before a decision is made on landfill userfeesThe Board asked the County Manager to schedule Mr Grimes for Monday, June 11, 1990, at700 pm and further instructed the County Manager and Public Utilities Director to obtain asmuch information as possible on how other counties are handling similar situations6 Solid Waste Greenbox Container SiteAs soon as the Hwy 4239 solid waste compaction site in ONeals Township is opened, theBoard instructed Haywood Phthisic to close the nearby Buck Adams greenbox container, clean andlevel off the land, and post notices directing the public to the new siteExecutive SessionUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board recessed regular session to meet in executive sessionfor the purpose of discussing the acquisition of real propertyRegular SessionUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board adjourned executive session and resumed regularsessionUpon a motion by Commissioner John M Booker, seconded by Commissioner Jerry F Woodand carried by unanimous vote, the Board recessed until 700 pm, Monday, June 11, 1990Norman C Denning, ChairmanJoyce Ennis, Deputy Clerk0DetailsAnnotationsEntry PropertiesModified11192013 21206 PMCreated3312003 81410 AMTemplateMinutesFieldsMinutes - TypeRecessedMinutes - Date661990Book18
