returns of thespecial bond election held on May 25, 1963, in the West Smithfield Sanitary DistrictAfter said returns had been canvassed, Commissioner Johnson introduced the followingresolution which was readRESOLUTION RELATING TO THE CANVASSING OF THERETURNS OF THE SPECIAL BOND ELECTION HELD INTHE WEST SMITHFIELD SANITARY DISTRICT ON MAY25, 1963BE IT RESOLVED by the Board of Commissioners for the County of JohnstonSection 1 The returns of the special bond election held on May 25, 1963, in theWest Smithfield Sanitary District, Johnston County, having been received from theproper election officers and the Board having canvassed the same, the following factsare hereby found and determineda That at a special bond election held in the West SmithfieldSanitary District on May 25, 1963, there was submitted to thequalified registered voters of said West Smithfield SanitaryDistrict the following propositionIssuing not exceeding 350,000 General Obligation Water Bondsfor the purpose of providing funds for the construction of awater system for the District, including storage, distributionand appurtenant facilities, and the acquisition of any necessaryland and rights of way, as authorized by a bond resolution adoptedby the Sanitary District Board of said District on March 27, 1963,and the levy of a tax for the payment thereofb That the Board believes that said election and the registrationtherefor were conducted in full compliance with lawc That the following schedule correctly showsthe designationof the polling place at which the election was held, the number ofvoters District who voted at said election voted for the approvalof the bond resolution adopted by the Sanitary District Board of the West SmithfieldSanitary District on March 27, 1963, authorizing the issuing of not exceeding 350,000General Obligation Water Bonds of said Sanitary District for the purpose of providingfunds for the construction of a water system for the District, including storage,distribution and appurtenant facilities, and the acquisition of any necessary landand rights of way, and the levy of a tax for the payment thereofSection 3 The Clerk of the Board of Commissioners be and he is hereby directedto transmit a certified copy of this resolution to the Sanitary District Board of theWest Smithfield Sanitary DistrictUpon motion of Commissioner Bailey, seconded by Commissioner Holding, the fore-going resolution entitled RESOLUTION RELATING TO THE CANVASSING OF THE RETURNS OFTHE SPECIAL BOND ELECTION HELD IN THE WEST SMITHFIELD SANITARY DISTRICT ON MAY 25, 1963was passed by the following voteAyes Commissioners Johnson, Bailey, Holding and DenningNoes Noneii113—__ May 27, 1963 Conti2 Employment Assistant Negro Agricultural AgentL R Johnson, Negro District Agent, accompanied by L F Palmer, Negro AgricultualIAgent, presented William H Clayton, of Person County, and recommended that he be app-ointed Assistant Negro County Agricultural Agent to fill the position vacated by H MRoyalsMr Johnson stated that Mr Clayton will graduate from A T College in Greensborothis year with degrees in Agricultural and Education, was 29 years of age, unmarried,and had served five years in the Army, attaining the rank of Sgt and was a former 4 -Hand NFA member, of a good family back ground, and is, in his opinion, qualified forthe positionCommissioner J D Bailey moved that William H Clayton be appointed AssistantNegro County Agricultural Agent to succeed H M Royals, effective June 1, 1963Commissioner Norman C Denning seconded the motion, which was carriedCommissioner Jesse H Austin, Jr jo ned- the Board at this time, thus constitutingthe Boards full membership3 Salary Assistant Negro Agricultural AgentFollowing the appointment of William H Clayton as Assistant Negro AgriculturalAgent, L R Johnson requested that the countys share of his salary be 260000, re-resenting an increase of 32500, making his total salary from state and county510000 per annumNo definite agreement could be reached as to his salary However, Mr Johnson wasassured that he could count on an annual salary for Mr Clayton of 500000 and thatit would be reviewed further when the budget was under consideration4 Tax MapsW H Britt, Auditor, presented letter from Stephen E Davenport, Community Planner,North Carolina Department of Conservation and Development, requesting copy of tax mapsof Selma and vicinity essential to his work as consultant to the Selma Planning BoardMr Britt requested that the Board adopt policy determining the cost to be chargedfor the maps on file in his office, which were prepared by William S Ragsdale, Jrunder the direction and supervision of Associates Surveys, Inc, who had contractedwith the county to furnish maps of certain areas in the countyAfter a discussion, Commissioner Frank B Holding moved that W HBritt, Auditor,be authorized and directed to establish fee to be charged by the County in furnishingtax maps to individuals and organizationsCommissioner Norman C Denning seconded the motion, which was carried5 RoadCommissioner Norman C Denning moved that the State Highway Commission be requestedto add to the Johnston County Road System and maintain that certain Street in SmithfieldTownship, designated as Stancil Street extension, being a distance of 350 feetPetition enclosed with this order For reference see James W Whitley, Route # 3,Smithfield, N CCommissioner J D Bailey seconded the motion, which was carried6 Salary Range -- Welfare and Health DepartmentsCommissioner Frank B Holding introduced the following resolution and moved thatit be adoptedResolutionWHEREAS, the Board of Commissioners of Johnston County having received copies ofpay plans for County Welfare Departments and County Health Departments adopted by theState of North Carolina Merit System Council to be effective July 1, 1963, has consider -ed with special emphasis and thought on the dfects that the same would have on theCounty fiscal policy, tax rate and other matters affecting the financial soundness andwise administration of the Johnston County Government;AND WHEREAS, after such study and consideration, the Board finds that the generalpay levels in the pay plans adopted by the Merit System Council, are in excess of thefinancial ability of Johnston County and will be detrimental to efficient administration;NOW, THEREFORE, be it resolved that, subject to the approval of the North CarolinaMerit System Council, and agreement by the proper State Agencies, Johnston County adoptpay plans for County Welfare and Local Health effective July 1, 1963, as followsf104- May 27_1963 Cont1 Annual and Monthly salary ranges assigned to variousclasses in the County Department of Health shall
