Meeting of the Johnston County Board of CommissionersMay 24, 1990The Johnston County Board of Commissioners met in special session on Thursday, May 24,1990, at 1100 am in the Commissioners Room, Johnston County Courthouse Annex, Smithfield,North Carolina, with the following members present riNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Deputy Clerk to theBoard, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transacted1 Solid Waste ManagementCounty Manager, Richard Self, discussed with the Board the projected cost associatedwith meeting the new State requirements in the area of solid waste management He explained thatin approximately three years, when all requirements of NC Senate Bill 111 and Federal SubTitle D become effective, our present landfill operation will be obsolete New laws require thatthe County obtain a State permit before any work can be done in preparing land for a newfacility, and permits take approximately eighteen to twenty -four months to obtainFollowing discussion on this unusually long delay, Commissioner Frank B Holding movedthe County communicate, in the form of resolution, with State officials in the Governorsoffice, legislators, and the Association of County Commissioners, seeking assistance and supportin seeing that the response time for issuing landfill permits be reducedCommissioner Jerry F Wood seconded the motion which carried by unanimous vote2 Solid Waste Management Landfill FeesThe Board discussed the possibility of establishing landfill fees to help offset theincreasing cost of solid waste disposal The County Manager explained user fees could be basedon weight or volume, however, he noted that by July 1, 1991, the County will be required, bylaw, to have landfill scales and weigh all solid waste before disposal He commented that feescould also be used as an incentive for recycling, with credit for proper sorting of garbageWarren Grimes, owner of Trash Collection Service, a commercial trash hauler, waspresent and recommended that if the County establish fees, they be based on tonnage instead ofvolumeFollowing further discussion, Commissioner Jerry F Wood moved the County immediatelypurchase landfill scales for 65,000 and begin weighing solid waste at the landfill as soon aspossibleCommissioner John M Booker seconded the motion which carried by unanimous vote3 Resolution In Memoriam - Wilson Diggs BroadwellUpon a motion by Commissioner John M Booker, seconded by Commissioner Frank B Holdingand carried by unanimous vote, the Board adopted the following resolution in memory of WilsonJiggs BroadwellRESOLUTION IN MEhMIAMVffEItEAS, on May 17, 1990, the life of our beloved Wilson Jiggs Broadwell came to aclose causing great loss and grief to the people of Johnston County; andVVHEREAS, the JOHNSTON COUNTY BOARD OF COMVIISSIONERS recognize this loss, along with hismany friends and associates; as he served faithfully as the Countys first Civil DefenseDirector; andVffEMEAS, he demonstrated and practiced with much concern the safety of every humanbeing as he serviced the needs of the County and State through the organization of volunteerrescue squads and emergency preparedness; andVim, he leaves behind a memorial of good citizenship, at all times courteous,gentle, and considerate of the welfare of others, a person who showed much love for his familyand fellowman ; andMay 24, 1990 ContinuedWHEREAS, he has a long record of public service and has earned the respect, admirationand high regards of all with whom he came into contact, and this community has sustained a greatloss in his deathNOW, THEREFORE, BE IT RESOLVED that the JOHNSION COUNTY BOARD OF COMMISSIONERS herebyextend to the members of his family this expression of sincere regret and sympathy in this timeof bereavement, and the hope that they may be consoled by the memories of his fine life ofachievementsBE IT FURTHER RESOLVED that this RESOLUTION IN MEMORIAM be entered as a part of thepermanent record of the JOHNSTON COUNTY BOARD OF CONMIISSIONERSThis the 24th day of May, 19904 State Distribution of Local Sales Tax RevenueCommissioner Frank B Holding brought to the Boards attention recent literatureconcerning the method the State uses in distributing local sales tax revenue He noted the gapis widening between urban and rural school systems, largely due to the amount of sales taxrevenue made available for spending If Johnston County received their portion based onpopulation, the County would get 15 million more per year in revenue, Mr Holding saidCommissioner James W Cash concurred saying, Without equal funding, we cant haveequal schoolsUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner James WCash and carried by unanimous vote, the Board agreed to forward copies of the literaturepresented by Commissioner Holding to all members of the N C General Assembly and request, inthe form of a resolution, that they initiate and support legislation to change the method ofdistribution of local sales tax revenue to equal funding based on population The Board furtheragreed to send copies of this literature to the Governors office, County Commissionersstatewide, and local newspapers5 Airport Hangar LeaseDiscussion was postponed on the Johnston County Airport Hangar lease as the documentswere not completed at this time6 Special Meetings to be Held at NightCommissioner John M Booker requested the Board hold special called meetings at night,if at all possibleUpon a motion by Commissioner John M Booker, seconded by Comnissioner Frank B Holdingand carried by unanimous vote, the Board adjournedNorman C Denning, ChairmanJoy H Ennis, Dep ty Clerk571DetailsAnnotationsEntry PropertiesModified11192013 24429 PMCreated3312003 80953 AMTemplateMinutesFieldsMinutes - TypeSpecialMinutes - Date5241990Book18
