Request for FranchiseJerry Bennett, Franchise Representative of South East I Cable System, Inc of Georgia,a regional company of C I Cable System of Toronto, Canada, appeared before the Board requestingconsideration for a cable franchise in two areas of Johnston County 1 In and around the areafrom north Cleveland Township near Swift Creek along NC 42 to Clayton and along SR 1556 east toBarber Mill Road; 2 In and around the section of southeast ONeals Township in the Stancils560May 7, 1990 ContinuedChapel area from NC 222 to near the Wilson County line It was noted these areas are alreadyfranchised to Channel Master Cable CompanyMr Bennett briefly outlined the cable services his company proposes to offer JohnstonCounty residents in these communitiesDuring discussion regarding the financial statement provided by South East I, inaccordance with Johnston County Cable TV Ordinance, Mr Bennett offered to furnish the Boardconfirmation letters from their bank guaranteeing the companys financial stabilityChairman Denning thanked Mr Bennett for his presentation and said the Board would takethis request under advisement9 Public Hearing - Comumity Development Block Grant Graytown Red HillAdvertised April 20, 1990 Time 1030 amThe Chairman opened the Public Hearing and invited anyone who wished to speak oncommunity development needs of low and moderate income residents of the CountyLula Sanders, who has contracted with the County to prepare and develop a CD blockgrant application, explained the County can apply for 600,000 CDBG money to revitalize twolocal communities She recommended Graytown in West Smithfield as the primary project, whichwould receive 850 of the grant money awarded, and Red Hill in Wilders Township as the localoption project which would get the remaining 15 Fred Dodd, Chairman of the Graytown Improvement Committee, spoke on behalf of the arearesidents asking the County to apply for GraytownLena Hunter, noting the County has previously applied and been unsuccessful in winninga grant for Graytown, asked the Board to try againThere being no further comments, the Chairman declared the Public Hearing closed10 Comamity Development Block Grant ApplicationUpon a motion by Commissioner Frank B Holding, seconded by Commissioner James W Cashand carried by unanimous vote, the Board authorized Lula Sanders to proceed with application fora Community Development Block Grant for Graytown Community in West Smithfield as the primaryproject, and Red Hill in Wilders Township as the local option projectA second and final public hearing is scheduled for Monday, May 14, 1990 at 730 pm11 Proclamation Mental Health Month, May, 1990Jean Stephenson, Executive Director of the Mental Health Association, met with theBoard asking they proclaim May, 1990, Mental Health Month with the theme Remember theChildrenUpon a motion by Commissioner James W Cash, seconded by Commissioner Jerry F Wood andcarried by unanimous vote, the Board adopted the following proclamationPROCLAMATIONMENTAL HEALTH MONTH, MAY 19901,4 D of DuT V DQ 4,- IDKV14TAS, there are seven and a half to nine and a half million childrenin this nation with mental or emotional problems,UNEREAS, research has been accumulating over several decades indicatingthat mental health services that are based in the communities, that involve thefamily at every level of decision making, and that wrap around each individualsneeds, represent the most effective approach to treating childrens mentalhealth problems,W EREAS, there are increasing numbers of public mental health serviceproviders that advocate this kind of mental health service system,NUEREAS, there are relatively few people in the community who are awareof the need for this kind of mental health service system, let it be herebyRESOLVED that MAY, 1990, be proclaimed MENTAL HEALTH MONTH in JohnstonCounty, andFURTHER RESOLVED that the Johnston County Mental Health Association, inconjunction with the National Mental Health Association and its affiliatedchapters and divisions nationwide, will endeavor to educate the citizens of thiscommunity, this state and this nation on the importance of a child -
