1, namely 10,000 Faithful PerformanceBlanket Bond covering all employees of Johnston County, exclusive of Tax Collector,Treasurer, or elected or appointed officials required to give individual bond inorder to qualify for office, a copy of which is on file with W H Britt, Auditor, beaccepted, and contract for said bond coverage be awarded to General Services Agency,Inc, Clayton, North CarolinaFurther moved that W H Britt, Auditor, work out details of contract, anniversarydate of bond and the time plan should go into effectCommissioner Norman C Denning seconded the motion, which was carried6 Suspension Dog VaccinationDr Robert D Phillips, local Health Officer, accompanied by Rupert Barbour,Dog Warden, apprised the Board of the unfortunate circumstances existing in thevaccination of dogs due to one lot of the anti - rabies vaccine No 553 being contamin-ated as liability might be a questionDr Phillips stated that approximately 2250 dogs had been vaccinated with thecontaminated vaccine, and that approximately one out of four dogs vaccinated would beeffected by the vaccineHe advised that Dr Martin Hines, Chief State Veterinarian and the company fromwhom the serum was purchased had been notified of the contamination and they werehoping to hear from the latter within a few daysHe reported that vaccination of dogs was being held up at this time until the-- - - - - -- situation could be remediedi?zMarch 1, 1963 ContHe also reported that two dogs had died and numerous complaints were coming infrom citizens reporting that their dogs had been effectedThe Board instructed him to give full publicity to the press of the situationexisting and to advise the owners of the dogs vaccinated what steps they should taketo save their dogs from fatal injury7 Establishment District Court in Four OaksMessrs Theodore Thornton and A B Starling, representing the Town Board ofCommissioners of Four Oaks, asked that the Board recommend the establishment of aDistrict Court in Four Oaks and further what territory would comprise the CourtAfter discussion of the matter, they were advised to think seriously whether themajority of the people in the township wanted the court as there seemed to be expressedfeeling contradictory to establishing the Court in that areaAction was deferred8 Welfare DepartmentBruce Palmer, Acting Director of the Welfare Department, reviewed in full theStatus of the cases of Jesse Parrish and Raymond Hood9 Resolution Fire CommissionCommissioner Frank B Holding moved that the following resolution of the FireCommission be accepted and that the Board be guided by the recommendations containedin said reportTo the Johnston County Board of CommissionersThe following resolution was passed by the Johnston County Firemens Associationon March 14, 1963 at SmithfieldResolutionThe Johnston County Firemens Association recommended that the number of firedepartments to be established in Johnston County not exceed twenty -five These areas following including nineteeen already operating at this time The Elevation Depart-ment, and West Johnston and one in Wilsons Mills, Thanksgiving, Bethany and one locat-ed between Smithfield and 50 -210 Department The location of the new stations for thesedepartments will be passed on by the Johnston County Fire CommissionThe above departments are not to be established until the communities have shownsufficient interest to warrant such actionCommissioner J D Bailey seconded the motion, which was unanimously carried10 Appointment of Committee to Study Care and Custody of CourthouseOn motion made, seconded and carried, it was moved that Jesse H Austin, Jr,Rayford Oliver, Sheriff, and WG Massey, Register of Deeds, be appointed as acommittee to study resolution adopted by the Board on April 4, 1960 pertaining to thecare and custody of the courthouse and grounds, etc, and to submit whatever recommend-ations they deemed necessary to supplement said resolution11 Subpoena Fees ChargedIn response to a request of the Board, W G Massey, Clerk, submitted a scheduleof subpoena fees charged in the Counties of Wayne, Wilson, Wake, Harnett and Sampson,which varied from 50¢ to 10012 Proposed Bond IssueChairman H M Johnson brought to the attention of the members of the Board arequest of Alex M McMahon, General Counsel, North Carolina Association of CountyCommissioners, asking that they answer the following questions relative to enablinglegislation for a 200,000,000 road bond issueAfter a discussion, WG Massey, Clerk, was authorized and directed to answerthe questions in the following mannerQuestion 1 Do you favor the proposed bond issueAnswer YesQuestion 2 Do you think any of the provisions of the proposed bond issue shouldbe changed, and if so, which onesAnswer No83-- March_1} 146 -Cont- - - - -- —_-Question 3 If the bond issue is submitted to the people later this year, willyou actively compaign for itAnswer YesThere being no further business, it was moved, seconded and carried that themeeting be adjournedChairman
