transacted1 Resignation of R W BraswellJames A Wellons, Jr, Attorney, presented letter of resignation from R W Braswell,a member of the West Smithfield Sanitary District Governing Board, requesting that MrBraswells resignation be accepted and recommending the appointment of Malcolm B McLeod,a resident of the District to replace himCommissioner Norman C Denning moved that Malcolm B McLeod, a resident of WestSmithfield, Route # 3, Smithfield, N C, be appointed a member of the West SmithfieldSanitary District Governing Board to succeed R W BraswellCommissioner J D Bailey seconded the motion, which was carried2 Librarya Mrs Eleanor Hooks, County Librarian, presented a 10 year plan for theJohnston County Library for improvement in county wide service for the study and con-sideration of the BoardMrs Hooks stated that this 10 year plan is to accompany application for Statefunds and is to be approved by the State Library Boardb Mrs Jack Young, Chairman, Smithfield Library Trustees, appeared before theBoard to determine if they had reached a decision in joining with the Smithfield Boardof Trustees in building a library building to serve as headquarters for the town ofSmithfield and the County She was informed by the Board that the matter had beenunder discussion but that they had not reached a definite decision in connection withthe projectMrs Young stated that the Smithfield Trustees had on hand at this time 32,586in cash, plus a •250000 contribution that the Town of Smithfield made annually MrsYoung stated that more contributions were expected from various sources and that, in heropinion, that if the county and town would enter into this undertaking that it would bea means of securing larger contributionsMrs Frank Barnes, who accompanied Mrs Young, also stated that in her opinionthat this joint project would prove of benefit and value to the County and TownSubsequent to a further discussion, Commissioner Austin was requested to notifyMrs Young that Collector withMr Simpson moving his offices to the Municipal Building, which would be rented at avery reasonable amountMr Simpson stressed the importance of Education and the need for accessibility tohis office, stating that if any changes were absolutely necessary that he preferredmoving to the third floor, east wing, of the courthouse for temporary headquartersuntil more adequate space could be providedMotion was deferred pending further study8 Home Economics Agent Resignation Mrs Earline WalkerMrs Sarah Ann Sasser, Home Economics Agent, presented the resignation of MrsEarline Walker, who is moving to Raleigh to accept a position as Assistant Home EconomicsAgent of Wake CountyCommissioner Frank B Holding moved that the resignation of Mrs Earline Walker,Home Economics Agent, be accepted, effective July 1, 1963Commissioner Norman C Denning seconded the motion, which was carried9 Appointment of Mrs Lillian Moore, Assistant Home Economics Agent 1Mrs Lillian Moore, of Havelock, was presented by Mrs Sarah Ann Sasser to replaceMrs Earline Walker, Mrs Sasser stated that Mrs Moore was a native of Pitt County,had a rural background and was formerly a 4 -H member Was a graduate of East Carolinaand was highly recommended that Mrs McAllister, District Home Economics AgentCommissioner Frank B Holding moved that Mrs Lillian Moore be appointed AssistantHome Economics Agent, hospital propertyand access drive from their property to road running from North Street to the HealthCenter, shown by diagram presented by MrJohnsonCommissioner Frank B Holding moved that the Board of Commissioners of JohnstonCounty enter into an agreement with Mr Creech and Mr Johnson whereby the county wouldlease to them that certain area and driveway as shown on drawing, and which is locatedon the west side of drive -way leading between the offices of Dr Poteat and Dr Whartonfor a period of ten years at a nominal price of 100 per year, provided that norestrictions are made on the parking area prohibiting use by hospital personnel, itspatients and visitors, subject, however, to the county reserving the right to revokesaid lease when they deem it detrimental to the operation and year, and expressed the appreciation on behalf of her membersfor the work that had been doneChairman H M Johnson informed the ladies that an effort would be made in thiscoming years budget to complete the laboratory12 Civil DefenseWilson Jiggs Broadwell made a verbal report of the activities of the CivilDefense Program13 ASC OfficeMr Benton E Jones, Administrative Assistant ASC, appealed on behalf of the ASCcommittee for more space for the local ASC staff and employees saying that due to in-stallation of mechanical office equipment the department had outgrown its spaceHe was advised that at the present time that the building they now occupied offeredthe best facilities available14 Zoning Area Between Sandy Run and Woodall Heights ExtensionW R Collins, Principal of Johnston County Training School, brought to theattention of the Board the need for the zoning of a certain area between Sandy Run andWoodall Heights Extension, which might fall under the countys responsibility, providedthat the Town of Smithfield did not annex this area Then in that event it would bethe responsibility of the Governing Board of the Town15 JailA discussion was held with Sheriff Oliver relative to the care
