Meeting of the Johnston County Board of CommissionersFebruary 12, 1990The Johnston County Board of Commissioner reconvened regular session onMonday, February 12, 1990, at 100 pm in the Commissioners Room, JohnstonCounty Courthouse Annex, Smithfield, North Carolina, with the following memberspresentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James WCash, John M Booker, DVM, and Jerry F Wood, DDSMembers Absent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, DeputyClerk to the Board, and W R Britt, County Attorney1 Bids Social Services AdditionCounty Manager, Richard Self, asked the Board to delay awarding bids onthe Social Services Addition and Renovation project He explained the bids wereopened on Tuesday, February 6th with thirty -one bidders participating They arecurrently being examined and should be ready for the Boards considerationwithin the next few days2 Budget Amendment - HealthUpon a motion by Commissioner Jerry F Wood, duly seconded byCommissioner Frank B Holding and carried by unanimous vote, the followingHealth Department budget amendment was approvedExpenditure Increase - Home Health10- 5935 -0200 salaries 1940Revenue Increase - Home Health10- 3519 -8251 DEH NR 19403 Economic Development Director - Position jChairman Norman C Denning asked for an update on filling the vacancy ofEconomic Development Director for the CountyThe County Manager reported the Industrial Development Board hasinterviewed several candidates and has a recommendation for the positionAfter discussion, Commissioner James W Cash moved the Board accept theIndustrial Development Boards recommendation for the position of CountyEconomic Development DirectorCommissioner Frank B Holding seconded the motion which carried byunanimous vote4 Recreation GrantCommissioner Frank B Holding moved the Board approve a 2,000 recreationgrant for Smithfield -Selma Middle School PTA, and that the proper budgetamendment be made from the contingency fundCommissioner James W Cash seconded the motion which carried by unanimousvote5 Moccasin Creek Drainage District - Request for AssistanceChairman Norman C Denning reported he has talked with Gordon Peedin,Chairman of the Moccasin Creek Drainage Board, and they are again requestingfinancial aid for maintaining Moccasin Creek He said Mr Peedin stressed thedesperate need for assistanceCommissioner John M Booker questioned whether or not the County has theability to assist the drainage district in this years budget He expressedconcern regarding the unexpended balance of the contingency fund and the fiscalresponsibility this Board hasAfter discussion, the Chairman deferred action on the Mocassin Creekrequest until the next board meeting519February 12, 1990 Continued6 County Districting DiscussedThe Commissioners discussed the possibility of the County being dividedinto districts It was agreed this is an issue that will need to be consideredin the near futureCommissioner Frank B Holding said it is his understanding districtingwould require legislation by the General Assembly and that he would support aresolution recommending they take the appropriate action to have the Countydivided into districtsChairman Denning said the Board, at present, is not in any violation,however, districts would be helpful in order for all areas of the County to feelequally represented He suggested a seven member board with five membersrepresenting districts and two members at- large; all to be voted on countywideCommissioner James W Cash agreed with the Chairman and remarked somepeople in the County might never have a board member from their area if theCounty doesnt go to districts, however, he stressed the importance of at -largevoting to insure that all commissioners are equally responsible to the entireCountyCommissioner Frank B Holding moved the Board present a plan fordistricting the County to the Johnston County members of the General Assemblyfor action at their earliest convenienceCommissioner James W Cash seconded the motionCommissioner John M Booker moved the motion be amended to recommend theCounty be divided into three districts with a board of three commissionersCommissioner Holding remarked he feels the people want morerepresentation, not less, and that he could not support such a motionCommissioner Bookers amended motion failed for lack of a secondThe Chairman called for a vote on Commissioner Holdings motionThe motion carried by the following voteYea James W Cash, Jerry F Wood, Frank B Holding, Norman C DenningNae John M Booker7 Solid Waste Compaction SiteSmithfield Attorney, Jimmy Narron, representing Peggy Daughtry ofClayton, met with the Board to discuss terms for lease of Mrs Daughtrysproperty located on Amelia Drive, Clayton, as a County solid waste compactionsite He said Mrs Daughtry has agreed to offer the County a seven year leasefor 100 per month for the first five years and 125 for the remaining twoyearsCommissioner John M Booker asked if the adjoining property owners areaware and agree to having a compaction site on this propertyIn discussion, Commissioner James WCashsaid he had talked with severalof the neighbors and as far as he knows, there is no problemCommissioner Jerry F Wood moved the County lease approximately 8 of anacre of land on Amelia Drive, Clayton, from Mrs Peggy Daughtry to serve as acounty solid waste compaction site, and that Attorney Narron be authorized todraw up the appropriate documentCommissioner James W Cash seconded the motion which carried by unanimousvote8 Update - Buffalo Creek - FloodingCommissioner Jerry F Wood asked if there has been any progress insolving the flooding problems in Buffalo Creek, caused partially by beaver damsThe County Manager told the Board the County is doing everythingpossible, working with the Corps of Engineers, NC and US Wildlife, Soil520February 12, 1990 ContinuedConservation, Department of Transportation and the towns of Smithfield andSelma He explained the area is considered wetlands and therefore under thejurisdiction of the Corps of Engineers and US Wildlife9 Forest Service - Request for Nev Facility jThe Forest Service has requested the Board contact State legislatorsconcerning a new facility in the County The present building is inadequate fortheir needs and a new building, through normal, expected appropriations wouldtake several yearsCommissioner Jerry F Wood moved the County endorse the local forestservices request for a new facility for Johnston CountyCommissioner John M Booker seconded the motion which carried byunanimous voteUpon a, motion by Commissioner John M Booker, duly seconded byCommissioner Jerry F Wood, the Board recessed until Friday, February 16, 1990,at 100 pm in order to consider awarding construction bids on the SocialServices addition and renovationJNorman C Denning, Chairman{ Joy H Ennis, Deputy Clerk
