transacted1 Mental Health ServiceDr Robert D Phillips informed the Board that the Mental Health Service of WakeCounty was now under the sole authority of the Board of Commissioners of Wake Countyand that they were requesting a contribution of 1200000 from Johnston County forMental Health Services, which would entail a 100000 increase in the countys shareof the payment However, should the county not begin its participation in theprogram until October 1, 1963 the amount appropriated in the 1963 -64 budget wouldbe sufficientThe matter was referred to Dr Phillips to work out2 War Veterans AgencySubsequent to the request and proposal of L P Creech, Veterans Service Officer,relating to increasing the salary of his secretary, it was ordered that the salaryof his secretary be increased from 277500 to 283500, and that the Directorssalary be decreased from 452000 to 449000, and extra help be decreased from107100 to 1041003 Forest WardenSubsequent to a discussion with H J Whitley, ForestWarden, relative totentative budget appropriations for forest fire protection as submitted by the State,Commissioner Frank B Holding moved that the amount tentatively set at 610600be increased to 773000 per annum or an increase of 162400, and that the generalfund anticipated surplus account be increased by 162400Commissioner Norman C Denning seconded the motion, which was carried4 Motorola Communications and Electronics IncMr James R Boggan, representing Motorola Communications and Electronics Incdiscussed the best method to follow in carrying out provisions of contract awardedto his company for fire radio equipment and installation in the CountyAfter a discussion, Commissioner Jesse H Austin, Jr moved that Norman CDenning, Fire Commissioner, M J Oliver, Secretary Firemens Association, andW R Britt, County Attorney, be appointed as a committee to serve in an advisoryand consultative capacity and perform any functions necessary on behalf of theBoard in the installation of said radio equipment and the maintenance thereof bythe Motorola Communications and Electronics IncCommissioner Frank B Holding seconded the motion, which was carried5 Motorola Communications and Electronics IncW G Massey, Clerk, was authorized and directed to officially inform MrJames R Boggan, Zone Sales Manager, Motorola Communications and Electronics Inc,Raleigh, N C that the Board at their regular meeting on July 1, 1963 acceptedtheir proposal for the equipping, installation and maintenance of the JohnstonCounty Radio System and that they are hereby authorized to proceed with the workaccording to plans and specifications6 Negro Agricultural AgentH F Palmer informed the Board that due to an error in the blue print planof the post office building, it would entail additional time and expense inreaching the sewer line thereby increasing the cost in the renovation and equippingof the offices in the basement of the post office for use by the Negro AgriculturalAgents, amounting to between 90000 and 110000Commissioner Frank B Holding moved that the amount provided in the tentativebudget for the renovation and equipping of the offices in the basement of the postoffice be increased from 60000 to 110000, and that the Rural Fire ProtectionFund be decreased by 50000Commissioner Jesse H Austin, Jr seconded the motion, which was carried7 Board of EducationMr N B Grantham, Vice- Chairman of the Johnston County Board of Education,accompanied by Mr E W Ellis, member, Board of Education, and Mr E S Simpson,124July -17,, 1963__Cont___Superintendent Schools, acting pursuant to a discussion held between the Board and MrSimpson relative to acquiring more space for the Tax Collectors Office, informed theBoard that after an investigation of the problem they had decided that the Abellproperty, located on 3rd and Church Streets, would temporarily meet their require -ments, and that if purchased they would be able to make the office now occupied bythe schools on the first floor of the court house available for the Tax CollectorMr Grantham presented proposal of Mr W L Israel, Jr stating that theowner of the property would sell the property to the county at a purchase price of17,40000, plus attorneys fee involved in the transfer of the deed, and that theywould accept t a principal payment of X740000 upon the conveyance ance of t h e deed and d abalance of 10,00000 payable one year laterat 4 interestMr Grantham informed the Board that the Board of Education had unanimouslyadopted a resolution to purchase said property, subject to the approval of the Boardof County CommissionersAfter a discussion of the tentative plans for the building and its desirablelocation, Commissioner J D Bailey moved that the Board approve the purchase ofsaid property by the Board of Education, measuring 135 feet on Church Street and 229feet on Third Street, subject to the approval of the Town Zoning BoardCommissioner Norman C Denning seconded the motion, which was passed by thefollowing vote Ayes Commissioners Bailey, Denning and HoldingNayes Commissioner AustinMr Austin explained his negative vote on the grounds that he was not sufficient -ly familiar with the property to cast an affirmative voteMr Bailey, with the consent of the other members, withdrew his motion, andthe matter was deferred until the next regular meeting of the Board in August inorder for Mr Austin to examine the property, School BudgetW H Britt, Auditor, presented revised tentative school budget, which reflectedthe actual cash balances in the school fund as of July 1, 1963 instead of the anticip-ated cash balances, as was originally presented, which met the approval of the Board9 Amendments to Budget 1Ordered that the tentative budget be amended by increasing the salary of Lucy 0 lToole, Negro Home Economics Agent, from 214000 to 217000 per annum, the salaryof Sarah Ann Sasser, Home Economics Agent, from 32000 to 331000 per annum thesalary of Mary Alice Thomas, Assistant Home Economics Agent, from 34000 to 351000, jand that the Rural Fire Protection Fund be decreased by 9000 to provide for saidincreasesCommissioner Frank B Holding moved that the Civil Defense budget as presentedby Wilson Jiggs Broadwell amounting to 959600, or an increase of 371600 fromthe tentative amount set by the Board on June 25, 1963, be approved end that theRural Fire Protection Fund be decreased by that amountCommissioner Jesse H Austin, Jr seconded the motion, which was carried10 Mapping of TownsUpon the recommendation of W H Britt, Auditor, Commissioner Jesse H Austin,Jr moved that William Ragsdale, Jr, County Surveyor, be employed at a contract priceof 310000 to map the towns of Micro, Princeton, Four Oaks and Pine Level, con -stituting the balance of the incorporated towns of the County not mapped under thesupervision of Associated Surveys, Inc, and further moved that W R Britt, CountyAttorney, be authorized and directed to draw up contract for execution between
