proprietary group of employees was referred to W R Britt, County Attorney,for his study and recommendation15 Civil DefenseWilson Jiggs Broadwell gave a report of the Civil Defense activities in thecounty, which was followed by his resignation, effective September 1, 1963There followed a discussion in which Mr Broadwell cited the intangible value ofthe Civil Defense Program and recalled instances where he failed to get the cooperationi of the Board and that he thought it was to his best interest and that of the countyli that his resignation be acceptedThe Board praised him for the splendid work he had done as Civil Defense Directorand would not take any action on his resignation By mutual agreement, the matter wasdeferred until the first Monday in August16 Welfare and Health DepartmentsBruce Palmer, Acting Director of the Welfare Department, and Zr Robert D Phillips,Director of the Health Department, cited the dissatisfaction created among their employ -ees by the Boards reclassifying the positions in their departmentsMr Palmer stated that his employees considered it a slap in the face and thatit was creating an unsavory morale problemDr Phillips stated that he did not think the Boards action would meet theapproval of the State Offices and the Merit System CouncilMembers of the Board expressed their feelings in the matter, with the ccncensus1 being that it was the only method left to them in which to make the clerical salariesin these departments conform with the salaries being paid courthouse and county employ -ees17 Dog WardenFollowing a report by Rubert Barbour, Dog Warden, the question arose as to whatsteps the Haver -
