Meeting of the Johnston County Board of CommissionersFebruary 5, 1990The Johnston County Board of Commissioners met in regular session onMonday, February 5, 1990, at 10 oclock am in the Commissioners Room,Johnston County Courthouse Annex, Smithfield, North Carolina, with the followingmembers presentNorman C Denning, Chairman, Frank B Holding, vice Chairman, James WCash, John M Booker, DVM, and Jerry F Wood, DDSMembers Absent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, DeputyClerk to the Board, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following business wastransacted1 MinutesThe Chairman asked if there were any corrections to the minutes ofJanuary 5, 1990, and January 15, 1990, board meetings There being nocorrections, the Chairman declared the minutes stand approved as presented2 Proclamation - Love Our Children MonthCarolyn Ennis, Becky Renfrow and Frances Winslow, representing theDemocratic Women of Johnston County, appeared before the Board asking thatFebruary be proclaimed Love Our Children Month Mrs Winslow told the Boardthe Democratic Women of Johnston County are planning several events throughoutthe month to help parents and guardians become more aware of the increasingproblems of drug and alcohol abuse in Johnston CountyUpon a motion by Commissioner James W Cash, duly seconded byCommissioner Frank B Holding and carried by unanimous vote, the Board adoptedthe following proclamationPROCLAMATIONResolution forFebruary LOVE OUR CHILDREN MonthWhereas, the Democratic Women of Johnston County have greatinterest in alleviating Drug and Alcohol Abuse in Johnston County,and;Whereas, the Democratic Women of Johnston County arespearheading a program to help citizens become more aware of theincreasing problems of alcohol and drug abuse in Johnston County;andWhereas, the Democratic Women of Johnston County are strongsupporters of a drug free county; andWhereas, the Democratic Women of Johnston County havedeclared the month of February to be LOVE OUR CHILDREN Month forparents and guardians to plan activities that will perpetuategreater communication among youth and adults; andTherefore, be it resolved that the County Commissioners ofJohnston County proclaim February, 1990 as LOVE OUR CHILDREN MonthFurther resolve that the County Commissioners endorse andsupport the activities commemorating this special event3 Department of Transportation - Addition to the State Maintained System -Cleveland Heights Subdivision - Joy StreetRoss Hailey, DOT Maintenance Engineer, informed the Board the ClevelandHeights Subdivision has been determined, by existing deeds, to have been builtprior to 1975 According to State regulations, the subdivision streets with fouror more occupied homes, can now be considered for adding to the State MaintainedSystem by bringing the unpaved portions up to minimum construction standards andthe paved portions to minimum standards512February 5, 1990 ContinuedMr Hailey explained DOT has received a petition signed by propertyowners requesting Joy Street approximately 47 mile - 16 pave and 31 unpavedbe added to the State Maintained System He provided the Board with DOTsinvestigation report with remarks and recommendationsA total cost of 15,000 will be needed to bring the Street up toacceptable standards Property owners will provide a portion of the cost,5,000, and DOT is asking the County to concur in the allocation of 10,000 fromthe 1989 -90 unallocated Secondary Road Construction funds for the balanceCommissioner Jerry F Wood moved that Joy Street, Cleveland HeightsSubdivision, be added to the State Maintained System and that 10,000 ofunallocated Secondary Road Construction funds be appropriated as partial cost ofbringing this street up to minimum standardsvoteCommissioner James W Cash seconded the motion which carried by unanimousDiscussionCommissioner Frank B Holding noted this is the first time JohnstonCounty has been asked to participate by using unallocated Secondary Road fundson streets in subdivisions built prior to 1975 I recognize this is a variancefrom the past, Commissioner Holding saidChairman Norman C Denning questioned if this indicates a change in DOTpolicy, and if so, Board members might consider communicating with Department ofTransportation officials for additional clarification4 Department of Transportation - Deletion of SR 2524, Priority #2, andTransfer of Funds to SR 2527, Priority #3, on the 1989 -90 Secondary RoadConstruction ProgramRoss Hailey, DOT Maintenance Engineer, explained that the Department ofTransportation has been unable to obtain right -of -way on SR 2524, Priority #2,on the 1989 -90 Secondary Road Construction Program The State is requestingdeletion of this paving project from the Program and transfer of a portion ofmonies allocated for this project SR 2524 to fully fund priority #3, SR 2527Upon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried by unanimous vote, the Board approvedDOTs request to delete SR 2524, Priority #2, from the Johnston County SecondaryRoad Construction Program and transfer a portion of these monies to fully fundSR 2527, Priority #3, on the Program5 Road Maintenance - SR 1007 Brogden Road From I -95 to Hwy 301Commissioner John M Booker asked Ross Hailey to check on the maintenanceof a portion of SR 1007 Brogden Road from I -95 to Highway 301 CommissionerBooker said the road has heavy traffic from log trucks and other large vehiclesand is in bad conditionRoss Hailey agreed to check on this matter6 Report - Beaver Problems at Buffalo CreekThe County Manager told the Board, as instructed, he is actively workingon solving the beaver problems in Buffalo Creek He explained a meeting has beenheld with officials from Smithfield, Selma, the County Extension Service, SoilConservation, and the Department of Transportation The US Corps of Engineers,who control the Creek, has also been contacted to schedule a meeting The NCWildlife Resource Commission and the US Wildlife have also committed tohelping the County solve this problemCommissioner Jerry F Wood noted that property owners are havingincreasing problems with flooding due to the beavers dams, and urged attentionto this problem as soon as possible, if only temporary, until a permanentsolution can be foundCommissioner John M Booker explained the flooding is partly due to thenorth railroad culvert being too small for the Creek This causes only temporaryproblems when the water is free flowing, however, when dammed up by beavers, theflooding becomes seriousChairman Denning asked that the Board be given an additional update atthe next meeting15 Sewer Service - Highway 70 -W H H Suppliers, IncTom Moore, Chairman of Economic Development Commission, asked the Boardto authorize an engineering study to determine the feasibility and costestimates of extending sewer service to an area on the south side of Highway70 -W, across from Cutter Labs in Clayton Township where H H Suppliers arelocated He said H H plans to expand, and the area has great potential forindustrial growth Mr, Moore noted the County waterline is on the north side ofthe highway, and said the County might consider extending water to the southside to accommodate this future growth areaCommissioner Frank B Holding moved Ragsdale Engineers be asked toconduct a study and submit cost estimates for extending sewer service to thesouth side of Hwy 70 -W in Clayton Township in the vicinity of H H Suppliers,IncCommissioner James W Cash seconded the motionCommissioner John M Booker asked if there is a cost involved to theCounty for this studyAfter some discussion, the motion was withdrawn until the Board canconfer with Ragsdale Engineers16 Report - Four Oaks to Benson WaterlineCounty Manager,, Richard Self, reported the County has negotiated, withoutsuccess, with several property owners for a site in the vicinity of SouthJohnston High School to locate an elevated water tank for the Four Oaks toBenson Waterline project He explained the engineering for the entire line hasbeen done by Ragsdale Consultants, and the County has advertised for bids onPhase I Benson to South Johnston High School He indicated the project is at aroad block until a site for the elevated tank can be obtainedCommissioner Frank B Holding asked the County Attorney, WR Britt, tocommunicate with a Dr Johnson from Elizabethtown who oversees a piece ofproperty in the area that would be suitable for the elevated tank because of itshigh groundi516February 5, 1990 Continued17 Tax Management Associates - Tax Listing Audit ContractOn the recommendation of John Stott, County Tax Administrator,Commissioner Jerry F Wood moved the County enter into a month -to -month contractwith Tax Management Associates, Inc, Charlotte, to audit business personalproperty listings in the County Tax Management will charge the County aone -time, 25 commission on what they discoverCommissioner John M Booker seconded the motion which carried byunanimous vote18 Recycling Paper - Keep Wayne County Beautiful Celotex of GoldsboroCommissioner James W Cash requested the County consider negotiating acontract with Keep Wayne County Beautiful and Celotex of Goldsboro onrecycling paper He explained no one is currently recycling paper in the Countyand a collection box can be placed at the manned airport compaction siteCelotex will accept both wet and dry paper for recycling19 Solid Waste Ordinance to be ReviewedDue to recent complaints, Commissioner John M Booker raised the questionof what is being accepted at the new compaction sitesCommissioners Booker and Frank B Holding pointed out the need to bepractical and reasonable and use discretion in dealing with the public It wasagain suggested the Board study the Countys solid waste and containerordinances to consider ways to better serve the publicThe County Manager told the Board State laws have gone into effect andothers are scheduled to become effective soon which will limit what can beaccepted at the landfill The County will have to deal with finding alternativesolutions for certain types of solid wasteCommissioner James W Cash again mentioned the County might look intoproviding wood chippers at the compaction sites to solve problems with largeyard limbs, etc, and also might need to consider more extensive recyclingmethodsChairman Denning said the County is currently dealing with solid wastedisposal by providing the manned compaction sites to replace some of the regularcontainers to better serve the public, however, we might need to do more, and itmight be time to re- evaluate the Countys ordinancesCommissioner Booker remarked he has received compliments on the new sitesand attendantsThe Board agreed to study the ordinances and decide if revisions areneeded20 Sewer Service - Highway 70 -W, H H Suppliers, IncFollowing discussion with Tim Broome, President of Ragsdale Consultants,Commissioner Frank B Holding moved the Board ask Ragsdales to provide theCounty with information and cost estimates to extend sewer service to the areaon the south side of Highway 70 -W to the location of H H Suppliers, IncCommissioner Holding further moved that Ragsdale investigate the possibility ofextending water, at the same time, to the south side of Hwy 70 -W and reportback to the Board at the next regular meetingCommissioner Jerry F Wood seconded the motion which carried by unanimousvote21 Kenly Water System ComplaintsCommissioner Frank B Holding said the Town of Kenly has expressedconcern about loss of water due to periodic overflows of their water tank Theyare also concerned about the possibility they are losing additional waterthrough a leak in the main waterline from Micro to Kenly More than 2,000,000gallons of water are unaccounted for, over a seven month period of timeI4iIi517Tim Broome responded concerning the tank overflow problem He explainedthe Town of Smithfield operates and maintains the equipment in the Countyspumping station which controls the water level in the tank The equipment forturning off the pumps is obviously not functioning properly and he suggestedSmithfield be asked to check on thisConcerning a possible leak in the main waterline, Mr Broome said thereare several meters along the line that have to be read to determine usage, andeach meter is maintained and calibrated by its individual bulk user town orsanitary district He stressed that Ragsdale Consultants strongly recommendsall County meters on water mains be annually calibrated and certified at thesame time, by the same companyCommissioner Holding commented this might need further considerationsince some towns derive more revenue from the lines, and subsequently investmore into maintaining the meters He noted the Town of Micro does not draw anywater off the line, therefore, receives no revenue or gain other than back -upfire protection Everyone on the line needs to feel good about what they arepaying for, Commissioner Holding saidAfter further discussion, the Board instructed the County Manager toobtain information on countywide calibration of water meters and report back tothe Board He was also asked to communicate with the Town of Smithfieldconcerning Kenlys tank overflow problem22 Countywide Twenty Year Water Study CompletedThe County Manager reported that Ragsdales has completed the 20 yearcounty water study authorized by the Board in July, 1988 He recommended a worksession to go over the information which has been compiled No meeting date wasset at this time23 Interagency Drug Alcohol Law Enforcement Committee ReportSheriff Freddy Narron informed the Board the Interagency Drug and AlcoholEnforcement Committee is presently looking at ways to apply for federal grantmoney which President Bush has allocated to help in the fight against drugsSheriff Narron and District Attorney, John Twisdale, have met withmembers of the Governors Crime Commission to discuss how to obtain fundingSheriff Narron said they have been advised that the chances of receiving grantmoney are better if we join a multi - county task force At present Johnston, Lee,Harnett and Sampson Counties are considering forming such a task force composedof the District Attorneys office, the four county sheriff departments, and thevarious police departments A meeting has been scheduled with Johnston CountyPolice ChiefsIf the four counties agree to work together, they have a chance ofreceiving funds, by July, 1990 Sheriff Narron noted the two -year grant moneyfor additional manpower and equipment would require a match of 25 , pro- ratedamong the various agencies and departments involved If the task force iseffective, there is a chance to extend the grant beyond the two yearsSheriff Narron told the Board he would keep them informedUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried by unanimous vote, the Board recesseduntil Monday, February 12, 1990, at 100 pm in order to consider bids for theconstruction of the Social Services Addition and renovationNorman C Denning, ChairmaJoyce Ennis, De uty erkDetailsAnnotationsEntry Properties
