AuditorCommissioner Norman C Denning seconded the motion, which was carried2 Amendment to General Welfare BudgetUpon the recommendation of W H Britt, Auditor, Commissioner Jesse H Austin, Jrmoved that the 1962 -1963 General Welfare Budget be amended by transferring 21933 fromthe position of Welfare Director to the position of Public Welfare Worker held by RachelBarbour, in order to pay the increase in salary granted on November 5, 1962, effectiveDecember 12, 1962, as a result of her advancement in classificationCommissioner Norman C Denning seconded the motion, which was carried3 Payment 19532 Raeford Oliver, Sheriff, for automobiles and uniforms for hisdeputies, which he estimated would cost approximately 12500 per uniform, a part timeclerical helper with elimination of Bailiff of the Johnston County and Domestic Relat-ions Court, with one of his deputies filling that place, was deferred until the Februarymeeting12 Report Edgar Baugham, Tax CollectorEdgar Baugham, Tax Collector, reported that he was encountering difficulties incollecting Schedule B license tax from some of the established automobile dealers inthe county since he was not able to collect from itinerant or transient automobiledealers the deposit required by the county under resolution adopted by the Board onAugust 4, 195, as recommended by the Automobile Dealers Association of SmithfieldW R Britt, County Attorney, who has delved into the circumstances stated that theAttorneys representing the automobile dealers who could fall under that category asoutlined in the resolution objected to the county collecting the 30000 deposit on thegrounds that it was unconstitutionalW R Britt further stated that he could not get a concise ruling from the AttorneyGeneral on the question as to the constitutionality of the resolution and that it hadboiled down to the necessity of making a test case of the controversy which would provevery expensiveAt the request of the Board, Douglas Little and Audy Baggett, Smithfield AutomobileDealers, appeared before the Board and asked that the matter be deferred until thenext first Monday The request was granted, and as the Automobile Dealers Associationwere having a breakfast meeting the following day, W R Britt was requested to meetwith them and explain the legal status of the resolution13 Appointment of Deputy Tax CollectorEdgar Baugham, Tax Collector, raised the question as to the appointment of -a DeputyTax Collector to succeed Condary Stanley It was the opinion of the Board that theresponsibility of the employment of a Deputy Tax Collector and the discharging of samelay in the province of the Tax Collector since said Tax Collector was responsible forhis discharging his duties satisfactorily14 Request for Funds Negro Agricultural AgentL R Johnson, Negro District Agent, appeared before the Board with H F Palmer,Negro Agricultural Agent, requesting a higher percentage in funds allocated for theemployment of negro agricultural workers, as his department was finding it hard to findpersons to fill these positions He cited cases to substantiate this, stating that13 vacancies now existed in the State, with four being in his districtH M Johnson, Chairman, expressed the sentiment of the Board when he promised thesupport of the Commissioners in helping to alleviate the situation15 LibraryMrs Eleanor Hooks, Librarian, reported that the roof of the library needed re-placing, and that she had received several bids from contractors for putting a new roofon the buildingAfter talking with Mrs Hooks, she was
