December 2, 1963 - Regular1 9Fit width_MeetiW_of_Boardof Commissioners for the Count of JohnstonDecember 2, 1963The Board of Commissioners of Johnston County met in regular session on December 2,1963, at 1100 A M, in the Commissioners Room, with the following members presentH M Johnson, Chairman, J D Bailey, Frank B Holding, Jesse H Austin, Jrand Norman C DenningAbsent NoneThe following business was transacted1 Soil Conservation DepartmentAn invitation was extended to the members of the Board by Mr Harold Peedin,representing the Soil Conservation Department, to attend a Soil Conservation DistrictRally in Louisburg, North Carolina at 630 P M on December 2, 19632 Johnston County Farm BureauMr Wade Stephenson, President of the Johnston County Farm Bureau, expressed hisappreciation to the members of the Board for salary increases granted Extension Depart-ment workersMr Stephenson also brought to the attention of the Board the amendment to be votedon January 14, 1964 relative to representation of counties in the General Assembly Heexpressed the opinion that if the Board felt disposed, he would appreciate their passing,a resolution endorsing the Little Federal Plan of representation of counties, as it wasworking successfully with the Federal Government, and provided a means of checks andbalances in said Government Otherwise, it would mean that 1 or 19 counties wouldhave control of the StateAfter a discussion of Mr Stephensons request, Commissioner J D Bailey movedthat the Board go on record as favoring the Little Federal Plan, urging that the peoplein Johnston County endorse this programCommissioner Frank B Holding seconded the motion, which was carried3 Cleveland Township Volunteer Fire DepartmentMessrs, B W Booker and Rudolph Wells, representing the Cleveland TownshipVolunteer Fire Department, requested permission to carry our provisions of Chapter 19,Session Laws of N C 1963Commissioner Frank B Holding moved that the Cleveland Volunteer Fire Departmentbe authorized and directed to advertise and sell, according to law, that said tractof land in Cleveland Township, deeded to Cleveland Township and that the proceeds fromsaid sale be turned over to the Cleveland Volunteer Fire Department in accordance withlaw adopted by the North Carolina General AssemblyCommissioner Norman C Denning seconded the motion, which was carried4 Johiistoxt -Co-ij tyDrainage DistrictMr E C Jones, Jr, Secretary, Mr Floyd C Jr, Trustee, and W B Oliver,Trustee, Johnston County Drainage District and Mr Floyd C Price, Sr requested thatthe Board waive payment of 500000 loaned to the Johnston County Drainage Districtfor the purpose of enabling said district to complete preliminary work in connectionwith the establishment of the DistrictEach of the representatives spoke briefly in connection with the request, statingthat the cost of the project was greater than they had anticipated and they thoughtthat the benefit the drainage area would mean to the County would justify the Countyin granting their requestAfter due deliberation and discussion, it was the concensus of the Board that inview of the circumstances in which the loan was granted, and too, if the request wasgranted, that they would be setting a precedent and open the door for other sectionsof the County to demand the same treatment Therefore, on a motion made by CommissionerJ D Bailey, it was maed that the money advanced to the Johnston County DrainageDistrict No 1 be paid backCommissioner Jesse H Austin, Jr seconded the motion, which was carried5 Boarding HomeMr T 0 Mullins, Jr, representing State Insurance Department, discussed withthe Board recommendations he had made in connection with the repairing of BoardingHome No 1 and No 2, in order that these buildings might meet a satisfactory safetystandard- -
