business was transacted1 Adoption of Schedule B LicenseCommissioner J D Bailey moved that the following resolution be adoptedWhereas, it is provided in Chapter 158, Public Laws of 1939 in an act entitledThe Revenue Act of 1939 , under Article II, Section B , License Taxes of saidChapter, as amended, that the counties of North Carolina or any of them may imposeand levy a county license or privilege tax for the privilege of carrying on thebusiness exercising the privilege of doing the act named therein, beginning June 1,1963 and ending May 31, 1964;Whereas, the County of Johnston, a body corporate and politic in the State ofNorth Carolina, by and through its Board of Commissioners desires to impose and levysaid license and privilege taxes in Johnston County for said tax year 1963 -64 instrict accordance with the provisions of said Article II, Schedule B , and to imposeand levy said taxes in amounts to the full extent and limit allowed and authorizedunder said Article II, Schedule B ;NOW THEREFORE BE IT RESOLVEDThat the Board of Commissioners of Johnston County do hereby impose and levyin and for the County of Johnston, North Carolina, for the tax year beginning June 1,1963 and ending May 31, 1964, the license and privilege taxes provided for andauthorized under the provisions of Article II, Schedule B of Chapter 158, PublicLaws of 1939, as amended, and which under said Article the Counties of North Carolinaare authorized and empowered to impose, levy and collect; and be it resolved furtherthat said Board of Commissioners does hereby impose and levy said license and privilegetaxes in amounts to the full extent and limit authorized under said Article II,Schedule B Commissioner Norman C Denning seconded the motion, which was carried2 Proposal Plumbing InspectionMr W J Baker, Plumber of Four Oaks, presented proposal that the County employa plumbing inspector, citing the advantages of such a program to the home owner,builder and to the plumbers He stated this operation would be covered by a statecode and would assure the home owners of securing adequate plumbing facilities Hepointed out that plumbing inspection was effectively employed in Cumberland CountyAfter a discussion, the matter was deferred for future consideration3 Welfare Department - Telephone SystemIn compliance with a request of the Board, Mr W- D Grimmer, Manager CarolinaTelephone and Telegraph Company, accompanied by Mr Ben Ward, representative of thecompany, reported that after a survey of the telephone needs in the Welfare Department,it was determined that one trunk line could be omitted in the telephone service asit was determined from their survey that none of the four lines going into theWelfare Department were in use at any one time In answer to a question as to whethertwo lines could be eliminated, Mr Grimmer stated that he thought it would be necessaryto have another surveyAfter a discussion, Commissioner Frank B Holding moved that Carolina Telephoneand Telegraph Company be directed to eliminate two trunk lines leading into theWelfare Department, and that the direct line to the Health Department be eliminated,effecting a savings to the county of 4503 per monthCommissioner Norman C Denning seconded the motion, which was carried4 Doors CourthouseMr L A Luke Weddington, Jr, representing Pritchard Paint and Glass Companyof Raleigh, presented sample of glass doors, which the County is contemplatingpurchasing to replace outside doors on the main floor and basement of the courthouseMr Weddington estimated the cost of the heavy glass doors would run approximate-ly 453400, the lighter doors running approximately 62500 lessAfter a discussion, the matter was deferred pending the courthouse and groundscommittee receiving proposals from other companiesd112August 5, -1963 Cont5 Salary, Clerk Register of Deeds OfficeCommissioner J D Bailey moved that the salary of Catherine Hill, employeeRegister of Deeds Office, be corrected from 21083 per month, which amount appearsin the budget, to 21500 per month to conform with salary adjustments made by theBoard at its meeting on July 1 1963, and that the Supply Account of the Registerof Deeds budget be reduced by 5000Commissioner Frank B Holding seconded the motion, which was carried6 Door Health DepartmentW H Britt, Auditor, presented on behalf of Dr Robert D Phillips proposalsfrom Smithfield Wholesale Builders Supply Company and Guy C Lee ManufacturingCompany for furnishing folding door at the Health Center at a cost amounting from47615 to 57615Action was deferred pending consultation with Dr Phillips in regard to thedoor7 Fuel Oil ContractW H Britt, Auditor, informed the Board that the fuel oil contract for furnish -ing fuel oil to the Courthouse annex, Health Center and Agricultural Center expiredJune 30, 1963Commissioner J D Bailey moved that W H Britt, Auditor, be authorized anddirected to advertise for bids on an annual basis July 1, 1963 to June 30, 1964to supply fuel oil to the Courthouse annex, Health Center and Agricultural Centerfor the consideration of the Board at their next regular meetingCommissioner Frank B Holding seconded the motion, which was carried8 JailUpon the recommendation of Sheriff Rayford Oliver, Commissioner Frank B Holdingmoved that the cost of meals in the jail be increased from 40¢ to 50¢ per meal, andthat meals served a prisoner from the date he is sentenced until the time he isreleased by the payment of his fine and cost be added to his bill of cost, subjectto the approval of W R Britt, County Attorney, as to its legalityCommissioner J D Bailey seconded the motion, which was carried9 Commutation of Time of PrisonersUpon the suggestion of Judge E Maurice Braswell, erstwhile Presiding Judgeof Johnston County Superior Court, Sheriff Rayford Oliver brought to the attentionof the Board the need of the adoption of a schedule in conformity with GS 14 -263Commissioner Frank B Holding moved that W R Britt, County Attorney, beauthorized and directed to draft a schedule classifying prisoners and providing forthe commutation of their sentences in accordance with GS 14 -263Further moved that said schedule be incorporated in the minutes of the Boardand a copy of said schedule be posted on the bulletin board in the courthouseCommissioner Jesse H Austin, Jr seconded the motion, which was carried10 Purchase and Maintenance Car Sheriffs DepartmentA proposal was made by Sheriff Rayford Oliver to reimburse his deputies fromthe proceeds of the sale of confiscated property in an amount of 11940 paid bysaid deputies in the purchasing and repairing of a 1953 model Mercury automobile tobe used by his department in the hauling of confiscated property, title to said carnow in the name of a deputyFurther proposed that the maintenance of said car be paid from proceeds derivedfrom the sale of said confiscated property before proceeds are turned over to theBoard of EducationProposal was referred to W R Britt, County Attorney, for his study andrecommendation11 Audit Contract Johnston Memorial HospitalCommissioner Frank B Holding moved that the action of the Johnston MemorialHospital Board of Trustees at their regular meeting on July 19, 1963 in awardingcontract to Koonce, Wooten and Haywood, Certified Public Accountants, of Raleigh,North Carolina, for the fiscal year ending HospitalCommissioner J D Bailey moved that the Board concur in the action of theBoard of Trustees of Johnston Memorial Hospital at their regular meeting on July 19,1963 in approving the contract drawings and specifications of the firm of Holloway -Reeves and Associates for Stage 1 and Alternates G -1 through G -5 of the hospitalexpansion projectCommissioner Frank B Holding seconded the motion, which was carried13 Civil DefenseWilson Jiggs Broadwell gave a verbal report of the activities of the CivilDefense Program14 Care of Retarded ChildrenChairman H M Johnson brought to the CountyBoarding Home and to represent the Board of County Commissioners at meetings of theBoard of Trustees of the Johnston County Library and in a consultive and advisorycapacity for the courthouse, courhouse annex and grounds for the months of July,August and September17 Tax SupervisorAfter a discussion with W H Britt, Tax Supervisor, Commissioner J D Baileymoved that approval be given to W H Britt, Tax Supervisor and any assistantsnecessary, in examining the tax returns of individuals, firms and corporations ofthe county on file with the State Department of Revenue to obtain a fair andimpartial listing of personal property, in accordance with Section 203, paragraph 6of the Machinery ActCommissioner Jesse H Austin, Jr seconded the motion, which was carried18 Board of EducationOrdered that W G Massey, Clerk, be directed to inform Mr E S Simpson,Superintendent of P ublic Schools, that the Board, after examining the Abell property,located at the corner of Third and Church Streets, found no objection to the Boardof Education purchasing this property as outlined by Mr Grantham at a prior meetingof the Board However, before final approval is given, they would like for MrSimpson to call to the attention of the Board of Education the property of MrsMarian Grimes Crayton, located on the corner of Third and Rose Streets, which, not-withstanding the smaller size of the lot, the house, in their opinion, is in bettercondition and besides offering potential value for local school purposes, can bepurchased at a lower price19 ReportsThe following reports were filed
