Carl Bagley,Malcolm Smith, Glenn Pierce, Bill Sauls and others, asked the Board to call a countywide vote to determine the establishment of ABC stores in the CountyMr Peedinstated that in his opinion the people of the entire County should begiven the opportunity to vote in the liquor referendum His opinion was concurred inby the group as well as Adam J Whitley, who was prevented from attending the Commissioners,I would like to convey the feeling of the large majority of the people wh o haveexpressed themselves to me about their feelings in regard to the proposed town referen-dums on the sale of alcoholic beverages The rural people seems to resent the factthat if the towns are given a special act to permit this, that it would if carriedI,April 1, 1963 Contimpose the liquor traffic on the rural people without they themselves having a chanceto express themselves by ballot Without expressing themselves either for or againstlegal sale, they say that if we are going to have a referendum lets have a countywide vote Then the rural people would have had a chance to express themselves by voteon this important matteriMay I say that I agree with their feeling in regard to this matter and hope thatyou will consider calling a county wide referendum so all the people may express them-selves I feel it is my duty to represent all the people in Johnston CountyIThe question arose as to whether the Farm Bureau was represented by the presenceof Mr Wade H Stephenson, President of the Farm Bureau Mr Stephenson arose todisclaim that he was representing the Farm Bureau in any way and outline the processeswhich the Farm Bureau followed in honoring or refuting a propositionMayors Hugh Talton, of Smithfield, Howard Benton, of Benson, and Edmund Attayek, ofSelma, gave an expression of their views and the number of petitioners in their townswho had requested an ABC referendum, and how they had arrived at a 50 -50 share of profitswith the county Each declared that they had no quarrel with the people in the countyand had no objection to a- county wide vote, but in so doing they did not want the townsto be denied the privilege of voting on the question in case it failed to carry countywideAfter a discussion, the groups were advised that the Board would take the requestfor calling a county wide ABC vote under consideration5 Forestry Service RenderedMr Henry Forsyth, Forester, assigned to Johnston and Wayne Counties apprised theBoard of the many services available to land owners in the treatment and marketing oftheir woodlandC W Tarlton, Agricultural Agent, who was present when Mr Forsyth made his report,was urged and directed by the Commissioners to publidze the services available throughthe Division of Forestry of the Department of Conservation and Development, to ata satisfactory settlement of wages due Lucy George for the month of March6 ResolutionCommissioner Frank B Holding introduced the following resolution and moved thatit be adoptedRESOLUTIONWHEREAS, M B Wilson, Johnston County business leader, has apprised the Board ofCommissioners of Johnston County of proposed legislation in the form of relief frommanufacturing inventory tax on unfinished products to existing and new industry inNorth Carolina, participated in over a period of five years by local and state govern-ments, and at the end of the fifth year the burden resting upon local governments; andWHEREAS, the Board of Commissioners of Johnston County are aware of the recommend-ation of industrial development engineers and industry promoters in North Carolina thatinventory tax relief on unfinished products to existing and new industry would payhandsome dividends to our state; andWHEREAS, the Board of Commissioners of Johnston County fully realises the valueand potency of new industry to the economic growth of our state and the necessity forplacing our State on a more competitive basis with adjoining states in the securing ofnew industry; andWHEREAS, since it manifestly appears that local government benefits would applyonly to counties getting new industry and actual loss of revenue could be experiencedby local counties who did not receive new manufacturing industry, the said Board is ofthe opinion that provisions for exempting manufacturing inventories from taxationshould be made on a state level and not on a local level;NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of Johnston Countydoes hereby concur in the recommendation of the industrial development engineers andindustry promoters in North Carolina that inventory tax relief on unfinished productsto existing and new industry should be granted and that said Board does hereby re-commend and endorse legislation which would allow existing and new industry to deduct,on a net basis, raw and unfinished materials inventory tax payments to local govern-ments from their income in computation of their state income tax, attaching a receiptfor payment of such taxes that have been paid to local governments; andIT IS FURTHER RESOLVED that a copy of this resolution be mailed to HonorableClyde Harris, Chairman, Finance Committee, House of Representatives, Honorable Adam JWhitley, N C Senate, Honorable W R Britt, House of Representatives, Mr LeslieBranson, Development Engineer Carolina Power Light Company, Raleigh, N C, MrAlex McMahon, General Counsel, in deed from Otis L Duncan,Commissioner, to Johnston County, recorded in Book 401, page 343, Johnston County Regis-try, subject, however, to the Board of County Commissioners of Johnston County reservingthe right to reject or accept said bidCommissioner Jesse H Austin, Jr seconded the motion, which was carried8 Industrial ReappraisementJames A Wellons, Jr, local attorney, informed the Board that he had been request-ed by a local industrial firm, which was one among 80 selected by the tax appraisers tore -value their property, in order to arrive at a taxable basis for all industrial firmsin the county, that they be treated equally with other industrial firms not selected,so that the tax burden would be shared impartially9 Recommendations to Amend_ Johnston_ County Peace Officers Relief Association ActCommissioner Frank B Holding moved that the following recommendations to amend theJohnston County Peace Officers Relief Association Act as submitted by Sgt G A Stewartof the State Highway Patrol be recommended to the Johnston County Representatives in theGeneral Assembly for enactment into lawRecommendations to amend the Johnston County Peace Officers Relief Associationas Established under HB 813, Chapter 861, Page 785, Session Laws 1957 andAmended by HB 546, Chapter 406, Page 563, Session Laws 1961Section 2 Peace Officers as used in this Act shall be deemed to include allState, county and municipal law enforcement officers in Johnston County or in anymunicipality therein, who are duly sworn and are full time, salaried law enforcementofficers, actively engaged in the performance of the duties of peace officers Any parttime or non- salaried peace officer who is a member of the Johnston County Peace OfficersRelief Association, in good standing at the time of ratification of this amendment,,shall remain a member of this Association and receive all benefits provided as Song ashis tenure in office is continuousSection 9 The last two sentences in section 9 of HB 813 and HB 546 shall be delet-ed Six months after the end of each fiscal year the Association shall refund to theCounty of Johnston the surplus funds accumulated by the Association during said fiscalyear not including iniation fees and annual dues The funds thus returned shall beplaced in the general fund of the county receiving the sameSection 10 In section 10 of HB 813, the clause together with any refund to bemade shall be deleted The section shall then read as follows The treasurer andexecutive board of the Association shall make a report of all receipts and disbursementsof the preceding year at each regular annual meeting of the membership of said Associat-ion, and shall send a copy of such report to the board of commissioners of said countyNew Section Before approving the application of a new member to the Johnston CountyPeace Officers Relief Association, the executive board of said Association shall requirea physical examination of said applicant by a medical doctor approved by the executiveboard of said Association The expense of the medical examination shall be borne by theapplicant The executive board shall make a final determination as to the a report from Dr Robert D Phillips, local health director, as tothe current situation of the dogs which had been vaccinated by contaminated vaccinesupplied by Haver - Lockhart Manufacturing Company and being advised by Dr F A ODonnell,representing the Haver - Lockhart Manufacturing Company, that his firm would not replacethe unused vaccine unless administered by a veterinarian, but would replace
