number of voters registered andqualified to vote at said election was 34,939•2 The number of votes cast at said election For the bond order authorizingW5,000 bonds to finance the alteration, enlargement, improvement and equipment of thepublic hospital facilities known as the Johnston Memorial Hospital, located in Smith-field, North Carolina, and a tax therefor was 2,006, and the number of votes cast atsaid election °AGAINST said bond order and tax was 576, and a majority of thequalifiedvoters of said County who voted at said election voted to approve said bond order andsaid proposed indebtedness3 A statement showing the number of votes cast for and against said bond orderand the indebtedness proposed thereby, the nLunber of voters qualified to vote at saidelection and declaring the result of said election, shall be urepared and signed byat least a majority of the members of the Board of Commissioners and delivered to theClerk so that such statement may be filed and recorded ELECTION HELD INTHE COUNTY OF JOHNSTON ON AUGUST 25,_1962WHEREAS, by direction of the Board of Commissioners of the County of Johnston, inthe State of North Carolina, the following question was submitted to the qualified votersof said County at a special election held in said County August 25, 19621 For the bond order authorizing 975,000 bonds to finance thealteration, enlargement, improvement and equipment of thepublic hospital facilities known as the Johnston MemorialHospital] located in Smithfield, North Carolina, and a taxtherefor2 AGAINST the bond order authorising 975,000 bonds to financethe alteration, enlargement, improvement and equipment of thepublic hospital facilities known as the Johnston MemorialHospital, located in Smithfield, North Carolina, and a taxthereforandsaid Board of Commissioners has duly canvassed the returns of the Registrars andJudges of Election appointed to hold said election and has determined the result ofsaid election to be as hereinafter stated, NOW, THEREFORE,Said Board of Commissioners hereby makes the following statement of the resultof said election, pursuant to the County Finance Act of North Carolina;1 The number of voters registered and qualified to vote ast said electionwas 34,939•2 The number of votes cast at said election for the bond order describedin said questions and for the indebtedness proposed to be resolution and moved thatit be adopted;Resolution in Connection with Creation of West SmithfieldSanitary District9hereas a petition containing names of resident freeholders of a proposed sanitarydistrict was filed with the Board of Commissioners of the County of Johnston on October1, 1962, for the establishment of a- sanitary district to be known as West SmithfieldSanitary District, under the provisions of Chapter 130, Article 12 of the GeneralStatutes of North Carolina, the primary object being to obtain a supply of raw or fil-tered water for the residents of the district for the preservation and procreation ofthe public health and sanitary welfare within the district, and to vest the districtwith the powers outlined in North Carolina General Statutes, 130 -128And whereas, a map of the proposed district, and an affidavit of a responsibleperson living within the proposed dItTictstating that the signatures on the petitionconstitute fifty -one per cent 51 or more,of the resident freeholders in the district,was also filed along with the petition;Therefore, be it resolved by the Board of Commissioners of the County of Jbhnstonas follows;1 In compliance with provisions TaxesC Stanton Costa discussed with the Board the failure of citizens in listing theirtaxes Mr Coats stated that there were hundreds of male citizens in the county who werenot listing their taxes, but no definite policy was arrived at to insure citizens listingtheir taxes other than the securing the cooperation of law enforcement officers in seeingthat people listed and paid their taxes13 Inspection Agricultural BuildingHarry K McGee, Architect, requested that the Board meet with him at 230 at theAgricultural Building to inspect the building and arrange for a final inspection at Department for their excellent work in ourcommunity, extend to them our appreciation and offer our whole- heartedsupport and assistance4 We solicit a better understanding by our law enforcement officers of theurgency of their presence in rural communities when they are called5 We sincerely believe that the illegal manufacture and sale of non -tax paidwhiskey can be eliminated if our officers will make a special effort to thisundertaking and we pledge to them our whole- hearted support6 We urge the Highway Patrol to have its patrolmen work all the county roadsat all hours day and night that they may if by no other reason then theirpresence curtail the careless, reckless speeding and drag racing on ourhighways7 We urge more severe penalties by the courts as punishment for repeat violationsof our laws, justly and fairly administered irrespective of the social standingof the violator8 We suggest that the County Commissioners explore the feaziability of a jurycommission for the purpose of screening prospective jurors9 We encourage serious thought be given for developing present school plantsnot used following consolidation into retirement homes for the aging10 We commend the County Commissioners on the work that has been done on theCounty Agricultural Building, yet we sincerely feel that progress needs tobe stepped up The need is great for an auditorium for meetings, curb
