prisoners on several occasions, however, he has not respondedWe, the Grand Jury, recommend that arrangements be made for these prisoners to beexamined as early as possible, and that a proper cell be prepared in the Johnston CountyJail for confinement of these prisoners until they are transferredWe wish to commend the Honorable Judge Raymond B Mallard, the Sheriffs Department,the Clerk of the county -wide, two way radio network to include an emergency powersource3 That plans be made for an adequate, fallout protective, Civil Defense ControlCenter for Johnston County4 That a letter be sent to all agencies of the county government directing themto take immediate steps in planning for an emergency This will include protection ofpersonnel, property and vital records which will be necessary in an emergencyFollowing this request, Mr Broadwell was assured of the concern of the membersof the Board, but felt that no action should be taken at this time22 Youth Physical Fitness ProgramChairman H M Johnson presented Booklet Youth Physical Fitness as presented bythe Presidents Council on Youth Fitness July 1961, and also a letter from John SShallcross manifesting his interest in the program, urging that next years budgetinclude something to provide for physical education in our schoolsAfter consideration W G Massey was directed to deliver booklet to Mr Simpson,Superintendent of Schools, Commissioners of Johnston Countyto meet the necessary planning requirements of the North Carolina Medical Care Commissionfor the expansion of facilities of the Johnston Memorial HospitalPNow, therefore, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF JOHNSTON COUNTY1 a That the offer of participation to complete Stage I as outlined in letterof Mr Henderson, Executive Secretary, North County Commissioners of Johnston County and W J Stevenson, represent-ative of the North Carolina State Board of Health, met in special session at 230 P Mon November 5, 1962 in the Assembly Room of the Sharon Baptist Church for the purpose ofholding a public hearing in connection with the proposed establishment of a sanitarydistrict in West Smithfield as provided in Section 130 -124 of the General StatutesThe following business was transactedCommissioner R G Gurley introduced the following resolution and moved that, it beadoptedRESOLUTION IN CONNECTION WITH CREATION OF WESTSMITHFIELD SANITARY DISTRICTWhereas, a petition containing names of resident freeholders of a proposed sanitarydistrict was filed with the Board of Commissioners of the County of Johnston on October1, 1962, for the establishment of a sanitary district to be known as West SmithfieldSanitary District, under the provisions of Chapter 130, Article 12, of the GeneralStatubs of North Carolina, the primary object being to obtain a supply of raw or fil-tered water for the residents of the district for the preservation and procreation ofthe public health and sanitary welfare within the district, and to vest the Districtwith the powers outlined in North Carolina General Statutes, 130 -128And whereas, a map of the proposed district and an affidavit of a responsibleperson living within the proposed district stating that the signatures on the petitionconstitute fifty -one per cent 51;x or more of the resident freeholders in the Districtwas also filed along with the petitionAnd whereas, the Board of Commissioners of the County of Johnston, in compliancewith the provisions of the General Statutes of North Carolina, Section 130 - 124, directedthat a joint public hearing with the Board of County
