motion, which was carried8 Johnston County Public SchoolsMr E S Simpson, Superintendent Johnston County Public Schools, presented onbehalf of the members of the Johnston County Board of Education the followingrequestMembers, Johnston County Board of CommissionersGentlemenIri order to partially meet the more urget needs for classrooms and other basicfacilities at several of our schools, we find that it is absolutely necessary to havemore money than would be available through the levy which has been provided forschools during recent yearsWe have reviewed the needs of the schools carefully and we find that the small -est tax increase that would be feasible would be approximately twenty centsRather than ask for twenty cents the Board of Education is unanimous in itsrequest for an additional ten cents to be added to the capital outlay levy andapproval of 50,00000 loan from the North Carolina Literary Fund This 50,00000carries an interest rate of 3 12 and would be paid back during the next 10 yearsin equal installments during the month of February each yearThe Board of Education has received only a two cents increase in the tax ratefor countywide school purposes during the past 10 years In recent years the TaxCollectors office has been receiving slightly in excess of the proceeds of two centswhich places us in the position of actually having the tax rate levy that is barelyequal to what the schools were receiving 10 years agoWe have given careful consideration to this matter, and we have curtailed ex-penditures in our current expense budget to the fullest extent possible which isconsistent with the operation of our schools on a minimum satisfactory level Thesefunds have been transferred to the capital outlay portion of our budget proposalYour approval of both the tax levy Sr and secondedby Mr R G GurleyResolved by the Board of County Commissioners of Johnston CountyElm_Iafay 7, 1962 Cont1 That for properly maintaining a six months school term in District No12, Smithfield Township, South Smithfield School, Mace, JohnstonCounty, as required by Article IX, Section 3, of the Coution of the State ofNorth Carolina, it is necessary that certain improvements be made therein of thefollowing character Here set out character of improvements as specified inapplication- 7 classrooms and toilets2 That in order to rovide said improvements it is necessary that the sumof Fifty Thousand Dollars 0,00000 be obtained by borrowing the same, to beused by the County Board of Education of Johnston County for said purpose3 That the Board of County Commissioners of Johnston County does herebyapprove of and authorize the application for, and procurement of, a loan for saidpurpose from the State Literary Fund of the State of North Carolina, establishedand operated under III, C S 5683 -5687, the same being Article 24, Chapter 136,Public Laws 123, and Chapter 115, Public Laws, 1937, and said Board does herebyauthorize and direct that all necessary steps be taken to procure said loan underthe terms of said statutes and the rules and regulations of the State Board ofEducation governing the making of loans from said fund, and the Chairman and theClerk to this Board are Ya eby authorized and directed to make application to TheLocal Government Commission for approval of the issuance of such notes4 That the Board of Commissioners of Johnston County hereby agrees tolevy, at the appropriate tax levying period in each and every year, upon all tax-able property in said county, ad valorem taxes at a rate sufficient to meet theinterest and principal payments on such part of the loan requested herein as maybe approved by the State Board of Education, and thereby provide the fundsnecessary each and every year to meet and repay the interest and principal paymentsdue on such approved loan, under the terms of the statute by authority of which thesaid loan is made, and in accordance with the rules and regulations of the StateBoard of Education governing installationof air conditioning unit at the Health Center, in order to receive bids at theearliest possible date13 Civil DefenseWilson Diggs Broadwell, Civil Defense Director, made a verbal report of theactivities of the Civil Defense Program, and -w- reported that his Department wouldask for no increase in the 1962 -63 budget, moreover that said budget would show aslight decrease in some items14 Itwas the concensus of Dr Jones and Mrs Strickland that the members of the WelfareDepartment shold be paid good salaries, in order to have qualified members workingwith the Department, which would in turn reduce the expenditures of that Department20 Health DepartmentDr Robert Phillips, Health Director, accompanied by Dr Donnie Jones, C HBeddingfield, and E S Simpson, members of the Johnston County Health Board, dis-cussed the program of the Health DepartmentDr Phillips brought to the Commissioners attention the Mental Health Serviceprogram, which had been discussed at a prior meeting with the considered saidPay Plans with special emphasis and thought on the effects that the same would haveon the Johnston County fiscal policy, tax rate, and other County appropriations andactivities, and relating the same to the taxable property in Johnston County, thebonded indebtedness of Johnston County, and any and all other matters affecting andpertaining to the financial soundness of the Johnston County Government;And Whereas, after such study and consideration, the Board finds that the generalpay levels in the Pay Plans adopted by the Merit Council as aforesaid to be effectiveJuly 1, 1962, are in excess of the financial ability and fiscal policy of JohnstonCounty;Now, therefore, be it resolved that, subect to the approval of the N C MeritSystem Council, and agreement by the proper
