609Meeting of Board of Commissioners for the County of JohnstonMay 30, 1962The Board of Commissioners of Johnston County reconvened in special sessionon May 30, 1962, at 200 P M, in the Court Room, with the following memberspresent;H M Johnson, Chairman, J D Bailey, Floyd C Price,Sr, R G Gurley, andFrank B HoldingAbsent NoneThe following business was transacted1 Welfare DepartmentLulu Jolliff, Director County Public Welfare, Ara W B Strickland and DrDonnie Jones, members County Welfare Board, discussed at length the budget requestsof the Welfare Department, each stating in substance that the budget presented wasas good a budget as they could present to answer the needs of the Department Theystressed the need for increased salaries in the Welfare personnel, in order thatthe job could be done thoroughly and also deplored in some instances the seeminglywasteful expenditure of funds over which they had no control as they were governedby Federal and State regulationsThey were advised by the Board that their budget requests would be given dueconsideration2 Appointment to Welfare BoardIn compliance with Section 108 -11 of the General Statutes of North Carolina,Commissioner R G Gurley moved that Frank B Holding, Smithfield, N C, memberBoard of County Commissioners of Johnston County,be appointed to serve as a memberof the County Welfare Board for a period of three years, effective July 1, 1962Commissioner J D Bailey seconded the motion, which was unanimously carried3 Health_ DepartmentDr Robert D Phillips, Health Officer, and Mayor Hugh C Talton and Dr DonnieJones, members of the Health Board, discussed in length the Health Department budgetand urged the Commissioners to answer the needs of that department4- Payment to William R Britt, County AttorneyCommissioner Frank B Holding moved that William R Britt, Attorney, be paid11290, representing professional services in title search of the property of MrsA H Rose and Johnston County Holding Company, preparation of deeds,, and closingof urchase and transfer of title of the Agricultural Building property, amountingto 10000 and revenue stamps in the amount of 1290Commissioner R G Gurley seconded the motion, which was carriedOn motion made and seconded, the meeting was recessed to meet May 31, 1962, at730 P M for a further study of the 1962 -1963 budget requestschairmanClerk
