March 19, 19621 2Fit width592Meeting of Board of Commissioners for the County of JohnstonMarch 19, 1962The Board of County Commissioners of Johnston County reconvened on March 19,1962, at 1100 A M, in the Commissioners Room, to sit as a Board of Equalizationand Review and in their capacity as the Governing Body of the County, with thefollowing members presentH M Johnson, Chairman, J D Bailey, Frank B Holding and R G GurleyAbsent Floyd C Price, SrThe following business was transactedBoard of Equalization and ReviewW H Britt, Auditor, reported that no complaints had been filed for theBoard to considerThere being no further business, the Board recessed to meet on April 2, 1962,to complete their work as the Board of Equalization viewnClericBoard of County Commissioners1 RoadsCommissioner R G Gurley moved that the State Highway Commission be requestedto add to the Johnston County Road System and maintain that certain road in ClaytonTownship, described as followsBeginning at a point approximately 2 miles west of Clayton on Highway70 and runs thence in a southern direction for a distance of approximately1 milePetition enclosed with this order For reference see Charles W Crone,Clayton, N CCommissioner J D Bailey seconded the motion, which was carried2 Agricultural AgentThe request of C W Tarlton, Agricultural Agent and Ed Foil, District Agent,for an increase in salaries for Don Williamson, Assistant Agricultural Agent, andothers, amounting to approximately 35000 for the remainder of the fiscal yearwas deferred for consideration when appropriations are made for the budget year1962 -633 Purchase of Lot from Mrs A H RoseCommissioner Frank B Holding moved that Johnston County purchase from MrsA H Rose, of Smithfield, one lot measuring 55; feet by 150 feet, located at thecorner of North and 7th Streets, Town of Smithfield, at a total cost of 815000Commissioner R G Gurley seconded the motion, which was carried4 Exchange of Lot - Johnston County Holding CompanyCommissioner R G Gurley moved that the lot purchased from Mrs A H Rose,located at the corner of North and 7th Streets, measuring 554 feet by 150 feet, Townof Smithfield, be exchanged for a lot measuring 55 feet on North Street, extendingback in a southerly direction 221 feet on one side and 182 feet on the other sidewith the Johnston County Holding Company, excepting in the conveyance by the Countytwo dwellings located on said propertyCommissioner J D Bailey seconded the motion, which was carried5 Amendment to General Fund Budget 1961 -62Commissioner R G Gurley moved the adoption of the following resolution593March 19, 1962 Cont ,Whereas, the Board finds that the general fund has received during this fiscalyear from the Clerk of the Superior Courts office 31,389 -97 from the distributionof funds from this office in com liance with a law passed by the 1961 GeneralAssembly designated in the 1961 laws as Chapter 612,Now therefore, this amount being unanticipated revenue and shown as surplus,it is hereby appropriated and ordered paid to the Agricultural Building FundCommissioner J D Bailey seconded the motion, which was carried6 Appropriation Agricultural BuildingCommissioner R G Gurley moved that 31,38997 received from the GeneralFund be hereby appropriated as an expenditure for the purchasing of land and thenecessary expense in the construction of Agricultural BuildingCommissioner J D Bailey seconded the motion, which was carried7 Grand Jury ReportWe the members of the Grand Jury have carefully considered and passed on allbills presented to us to the best of our knowledge and ability ,We have inspected all jails and places of confinement in Johnston County andfound all places to be well kept and in clean condition The inspection of theSmithfield jail found everything clean and well kept but in very bad need of equip-ment; especially mattressesOn October 24th, Grand Jury Report, it was recommended that Clayton ElementarySchool was in very bad need of a fire escape to the second and third floors Nothingto date has been done to correct this situation We continue to recommend thisactionWe have consulted with the Clerk of the Court, Mrs Nora P Southerland, withrespect to Justice of Peace and Guardian reports The Clerk stated that to thebest of her knowledge and ability everything was in orderWe wish to commend the Honorable Judge Clarence Wall, the Sheriffs Dept, theClerk of Court, the Solicitor, the Grand Jury Officer, Mr D H Stephenson, andothers for their cooperation rendered in receiving certain information needed inpassing on bills of indictmentZ V Stephenson, ForemanOn motion made, seconded and carried, it was moved that the meeting be recessedto meet at 800 P M on Tuesday night, March 20, 2962, at the Health Center
