June 6, 19621 3Fit width617Meeting of Board of Commissioners for the County of JohnstonJune 6, 1962The Board of Commissioners of Johnston County reconvened in special sessionon June 6, 1962, at 7 30 P M, in the Auditor`s Office, for the purpose of adoptingthe 1962 -1963 budget, with the following members presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, RO Gurley andFrank B HoldingAbsent NoneThe following busim ss was transactedResolution1 Rayford Diver, Chairman, Board of Trustees, Carl Worley, Jr, Trustee, andLloyd Gilbert, Administrator, Johnston Memorial Hospital, presented the followingresolution adopted by the Board of Trustees of Johnston Memorial HogltalUpon motion by Dr Earp,,duly seconded by ter Medlin, the resolution herein-after set forth was unanimously passed by The Board of Trustees of Johnston MemorialHospitalWHEREAS The Board of Trustees are desirous of providing adequate beds andother necessary facilities to be able to meet the demands for hospitalization tothe people the Hospital is serving and thereby alleviate existing and overcrowdedconditions; andWHEREAS some of the ancillary facilities, namely, dietary, boiler plant,nursing stations, etc, need upgrading for the present 128 beds; andWHEREAS there are other physician specialists, namely, orthopedic surgeon,urologist, and ophthalmologist not now on the ,Active Staff, but believed to be need -`ad in the community, and it is not believed that this community can attract thesespecialists here without expanding the facilities to aecomodate more patients; andWHEREAS a Hospital Survey Report master plan has been prepared by an Arch-itect, Mr William Moore Weber A I A, Raleigh, North Carolina, outlining theHospitals utilization and developing a long range planning program; andWHEREAS the Board of Trustees are anxious to provide to this county thefacilities necessary for the best medical care possible;NOW, THEREFORE, BE IT RESOLVEDThat the Board of Trustees recommends to The Board of Commissioners, JohnstonCounty, that the present 128 -bed, general hospital be enlarged to a 200 -bed generalhospital, expanding and upgrading the existing facilities and to include out - patientclinic facilities, at an overall estimated cost of 2,600,00000, participatingwith The North Carolina Medical Care Commission under The Hill- Burton Act, as fundsare available, with the local share being 45 per cent of tital costs or 1,170,000It is proposed that the local share of the cost of the expansion project be financedby the issue of hospital bonds not to exceed Nine Hundred Seventy -five ThousandDollars 975,00000, and by use of One Hundred Ninety -five Thousand Dollars,4195,00000 from the operating fund of the hospitalThat the Board of Trustees further recomm Ends that an election be held inJohnston County,- on the 25th day of August, 1962, for the purpose of approving anorder authorizing an issue of hospital bonds of Johnston County in an amount notexceeding Nine Hundred Seventy -five Thousand Dollars, 4975900000The Board of Trustees requests the Board of Commissioners, Johnston County,authorize the Board of Trustees to make formal application or applications on orbefore June 30, 1L962 to The North Carolina Medical Care Commission, necessary toaccomplish this expansion program- -even if in stages -
