of Schedule 1B LicenseUpon the recommendation of T L Upchurch, Tax Collector, Commissioner J DBailey moved that the following resolution be adoptedWhereas, it is provided in Chapter 158, Public Laws of 1939 in an act entitledThe Revenue Act of 1939 , under Article II, Section B , License Taxes of sitid Chap-ter, as amended, that the counties of North Carolina or any of them may impose andlevy a county license or privilege tax for the privilege of carrying on the businessexercising the privilege of doing the act named therein, beginning June 1, 1962 andending May 31, 1963;Whereas, the County of Johnston, a body corporate and politic in the State ofNorth Carolina, by and through its Board of Commissioners desires to impose andlevy said license and privilege taxes in Johnston County for said tax year 1962 -63in strict accordance with the provisions of said Article II, Schedule B , and toImpose and levy said taxes in amounts to the full extent and limit allowed andauthorized under sad Article II, Schedule B ;NOW THEREFORE BE IT RESOLVEDThat the Board of Commissioners of Johnston County do hereby impose and levyin and for the County of Johnston, North Carolina, for the tax year beginning June 1,1962 and ending May 31, 1963, the license and privilege taxes provided for andauthorized under the provisions of Article II, Schedule B of Chapter 158, PublicLaws of 1939, as amended, and which under said Article the Counties of North Car -olina are authorized and empowered to impose, levy and collect; and be it resolvedfurther that said Board of Commissioners does hereby impose and levy said licenseand privilege taxes in amounts to the full extent and limit authorized under saidArticle II, Schedule B Commissioner Frank B Holding seconded the motion, which was carried2 Champion Sales CorporationMr Annas, of Champion Sales Corporation, of Charlotte, North Carolina display-ed a sample of a map that his company could provide for the county, showing town-ships, fire districts, school districts, etc at a cost of 112500 for 75 copies,which would be distributed to the schools and various agencies in the countyThe company would then furnish the various commercial firma and others in thecounty a map at a cost of 1500Subsequent to a discussion, W G Massey, Clerk, was directed to notify MrAnnas that the county would not be interested in accepting his proposal3 Moccaslon Creek Water ShedIn response to request, E C Jones, Jr, Attorney, Selma, N C, appearedbefore the Board and discussed whether they would abide by order of September 7,1 -61 providing 500000 advancement to the Moccasion Dreek Water ShedMr Jones acquainted the Board in detail the plans on which the project willoperate and informed them that the petitioners requesting the establishment of thedistrict would be responsible for all costHe informed the Board that 75 of the property owners had petitioned for drain-age district and about 25 were responsible The law requires at least 60 of theproperty owners to be petitionersHe estimated the cost to be approximately 250,000 with the local cost amount-ing to 090,000 The funds for establishing the district will be borrowed from theFarmers Home Administration at a low rate of interest, and in answer to a questionfrom Chairman H M Johnson when the could would get their money back, he replied,when the loan comes through Commissioner Floyd C Price, Sr urged that they could afford to take a chancein getting their money backW R Britt, County Attorney, saw no legal objection to the County advancingthe money, which would be advanced for Commissionof an ordinance pertaining to the designation of main- traveled or through highwaysby the erection ofstop signs, a continued study of the needs for the designationsas set forth in said ordinance and for the need of additional designations of suchhighways by stop signal has been made by the engineers of the Commission, andbased upon these studies the Director has recommended certain changes in thedesignations of main- traveled or through highways by the erection of stop signs,such recommendations being set forth in the form of two 2 sheets, carrying thelegend in the upper right -hand corner Stop Sign Ordinance - enacted May 3, 1962,said sheets being by reference made a part thereof; andWhereas, it appears that certain changes and modifications should be madein the aforesaid
