motion, which was carried2 Department of Archives and HistoryA M Patterson, of the Department of Archives and History, acquainted theBoard with the procedure and necessity for the repairing, inventoring and micro -filming of official records, and informed the Board that his crew of men were onhand to institute this work in the county Chairman H M Johnson wlecomed him tothe County and offered the support and cooperation of the Board3 T L Upchurch, Tax CollectorT L Upchurch, Tax Collector, was instructed to intensify his work in thecollection of delinquent taxes and authorized and directed his field deputies tocommence immediately to serve levies for the collection of taxesCommissioner J D Bailey moved that T L Upchurch, Tax Collector, be auth-orized to continue for an additional month temporary employees now employed in hisdepartment for the purpose of sustaining the collection of delinquent personalproperty taxesCommissioner R G Gurley seconded the motion, which thisdevelopmentJ I Lynch, District Engineer, filed his report on the road request of B WBooker and Ray Cobb for a connecting road between two state maintained roads inCleveland and Elevation Townships, estimating the cost of this addition to be asfollowsNew Bridge, 620,250, grade and stabilize X12,750, making a total of 33,000Report filed with W G Massey, ClerkUpon the recommendation and request of the Town of Kenly as adopted by the TownBoard of Commissioners of Kenly on January 1, 1962, Commissioner J D Bailey moved°that the State Highway Commission be requested that a cross -over be placed in frontof Nelsons Good Foods and Hornes Restaurant on Highway No 301, just north ofwhere Highway 301 and I -95 intersectCommissioner Frank B Holding seconded the motion, which was unanimously adopted]5 Drainage ProblemThe drainage problem of Henry Lucht on the Devils Race Track road was referredto J I Lynch, District Engineer65January 2, 1962 Cont6 Board of EducationE S Simpson, Superintendent of Public Schools, and members of the Board ofEducation spoke on the proposed consolidation of the Pine Level, Kenly, Micro andGlendale Scriools, as the leaders in these districts had agreed to consolidate andhad selected a site near Oak Grove Inn for the erection of a school buildingMr Simpson also stressed the need that existed in other schools in the countyHe advised the Board that a meeting would be held at 745 P M in the court-room on January 18,1962 for the various school districts in the county to presenttheir needs and invited the members of the County Commissioners to be present atthis meeting, in order that they could better understand the problems confrontingthe Board of Education7 Civil DefenseJiggs Broadwell reported on the activities o the Civil Defense Program, statingthat an intensive program was planned for law enforcement officers8 Welfare DepartmentLulu Jolliff, Director of the Welfare Department, reported on the status ofliar budget, which was termed satisfactory by Mrs Jolliff, as she was operatingwithin her budget with the exception of one or two minor itemsThe request of Lulu Jolliff for the installation of a telephone exchange inher department, which would, in her opinion, increase the cost of telephone serviceby approximately 5000 per month, met the approval of the members of the BoardHowever, action was deferred in this matter, pending further investigation by MrsJolliff and Commissioner R G GurleyRequest of Mrs Jolliff to eliminate air coming through the windows where airconditioning units are installed was referred to W H Britt, AuditorUpon the recommendation of Lulu Jolliff, Director Welfare Department, Commission-er Frank B Holding moved that funds be made available for the installation of adumb- elevator in the Thornton BuildingCommissioner J D Bailey seconded the motion, whichwas carried9 Re- wiring CourthouseW G Massey, Clerk, was authorized and directed to notify R C Browning,Consulting Engineer, to defer presentment of plans and specifications for the re-wiring of the courthouse until April or May, 196210 Health DepartmentTar R D Phillips informed the members of the Board of the dental care pro -gram to be carried on for the benefit of the school children in the County, whichmet the unanimous approval of the BoardCommissioner J D Bailey moved that G E Jackson, Sanatarian, be paid at therate of 3000 per month, effective as of November 1, 1961, in addition to hisregular salary of 28000 per month to partially reimburse said G E Jackson forexpenses incurred in furthering his educational qualificationsCommissioner Frank B Holding seconded the motion, which was carried11 Johnston County Agricultural AgentUpon the recommendation of C W Tarlton, Johnston County Agricultural Agent,Commissioner Floyd C Price, Sr moved that C W Tarlton, Agricultural Agent, beauthorized to transfer Walter Pippin to the Tobacco Specialist Position and employa new 4 -H Club Assistant Agricultural AgentCommissioner J D Bailey seconded the motion, which was carried12 Nahunta Volunteer Fire DistrictUpon the request of Norwood Vinson, Wayne County Fire Marshall, Goldsboro,North Carolina, Commissioner R G Gurley introduced the following resolution andmoved its adoptionResolved that the following described area as it embraces Johnston County bedefined as an area of the Nahunta Volunteer Fire District No 1 for the sole purposeof enabling property owners residing in said area to receive fire insurance benefits,subject, however, to recision should a fire district be department is now eligible to receive said pay-ments in accordance with resolution of the Board adopted at its meeting on October 3I+1955Commissioner J D Bailey seconded the motion, which was carried14 Quit -Claim deeds - Emma Tomlinson and Heirs of J W BlackmanWhereas, it has been determined by the investigation of Rhetta Martin, TaxAttorney, that the County foreclosed for the non - payment of taxes 135 acres, Cleve-land Township, owned by Emma Tomlinson and 150 acres, Selma Township, owned by J INBlackman,And whereas, the tax records show that payment was made by J W Blackman forthe years 19? 3 -1940 in the amount of 65149 and by Emma Tomlinson for the years1928, 1930 -34 in the amount of 37500, representing the years in which the taxeswere in arrears and covered by foreclosure,And whereas, it appears that no orders were made by the Board of County Commissioners reconveying said property to the owners nor is there of record a deed of re-conveyance;Now therefore, in consideration of the amounts paid and in order to remove cloudfrom titles, Commissioner R G Gurley moved that quit -claim deed be made to EmmaTomlinson conveying 135 acres, Cleveland Township, F R that the meeting be recessed until 430 P M on January 11, 1962 forthe purpose of considering bids for the construction of an Agricultural Building°Chairman
