School Administrative Unitare not adequate for the maintenance of the public schools for the nine monthsschool term prescribed by lawTHEREFORE, Be it resolved by the Board of Education of the Johnston CountySchool Administrative Unit as follows1 The Board of Education of Johnston County School Administrative Unit hasascertained and hereby determines that it is necessary to erect in theJohnston County School Administrative Unit several new buildings to beused as school houses, school garages, physical education and vocationaleducation buildings, teacherages and lunchrooms and other school plantfacilities, and reconstruct and to enlarge, by the erection of additions,several existing buildings located in such unit and used for such purposes,and to acquire land and furnishings and equipment necessary for such new,or enlarged buildings, in order to enable the County of Johnston, as anadministrative agency of the school system of the State of North Carolina,to maintain public schools in the Johnston County School AdministrativeUnit for the nine months school term prescribed by Law, and that it willbe necessary to expend for such purposes not less than one million with several ofthe Commissioners feeling that it was too soon after the bond referendum on November7, 1961, which was defeated, in calling the bond referendum However, after hearingarguments from Mr Simpson and members of the Board of Education for the urgent needto call the bond referendum, the Board acquiesced in their requestCommissioner J D Bailey introduced the following bond order which was readat lengthBOND ORDER AUTHORIZING THE ISSUANCE OF 1,250,000 SCHOOL BONDS OF THECOUNTY OF JOHNSTONWHEREAS, the County Board of Education has determined that existing schoolplant facilities in the Johnston County School Administrative unit are not adequatefor the maintenance of public schools for the 9 months school term prescribed bylaw, and has requested the Board of Commissioners to provide the sum of 1,250,000to finance additional school plant facilities such as are described in Section 1of the Bond Order and which said County Board of Education has determined arenecessary to enable the County of Johnston, as an administrative agency of thepublic school system of the State of North Carolina, to maintain public schools inthe Johnston County School Administrative Unit for the 9 months school term pre-scribed by law; NOW, PHEREFORE,BE IT ORDERED by the Board of Commissioners of the County of Johnston asfollowsSection 1 The Board of Commissioners of the County of Johnston has ascertain-ed and hereby determines that it is necessary to erect in the Johnston County SchoolAdministrative Unit several new buildings to be used as school houses, school garages,physical education the meet-ing of the Board of Commissioners held on February 5, 1962, and the Board of Comm-issioners desires to provide for the holding of a public hearing thereon as required by the County Finance Act; NOW, THEREFORE,BE IT RESOLVED, by the Board of Commissioners of the County of Johnston,asfollows1 The public hearing upon said bond order shall be held on the 21 day ofFebruary 1962, at 2 oclock PM, at the regular meeting room of the Board ofCommissioners at -the Court House in Smithfield, North Carolina2 The Clerk of the Board of Commissioners is hereby directed to cause acopy of said bond February 5, 1962; NUN, THEREFORE,BE IT RESOLVED as follows1 The Chairman and Clerk of the Board of Commissioners are hereby authorizedand directed to file with the Local Government Commission of North Carolina an app-lication for its approval of said bonds, on a form prescribed by said Commission,and to state in such application such facts and to attach thereto such exhibits inregard to such bonds
