the County holds a lien by virtue of Welfaregrants and bring them to a final conclusion where the cases warrant the same, asprovided under Sec 10 -30 -2 of the General Statutes2 Commissioner R G Gurley moved the adoption of the following resolutionResolution Designating the Boundaries of the Micro Fire DistrictWhereas at a special meeting of the Board of County Commissioners of JohnstonCounty, convened and held on Tuesday, September 19, 1961, the matter of fixing anddeclaring the boundaries of the Micro Fire District was duly presented to the Board;and it appearing to the Board that the Micro Volunteer Fire Department has compliedwith the provisions of resolution providing for the establishment of fire districtsin Johnston County, which was duly adopted by the Board of County Commissioners onOctober 3, 1955; has met the minimum requirement for personnel and equipment re-quired by said resolution, and is receiving financial assistance from the County,and the Micro Fire District Area having been fixed and established by metes andbounds, and duly submitted to the County Board of Commissioners for approval;Now, therefore, be it resolved that the boundaries of the Micro Fire Districtto be served by the Micro Volunteer Fire Department be officially designed and fixedas followsBeginning at a point at intersection of Pittman Road and Interstate 95 Highway,thence in a westerly direction about 14 miles to a point at the intersection ofInterstate 95 and the Capps Road, thence in a northerly direction to a point on U S301 Highway about 07 miles west of Intersection of the Sims Road and U S 301 High-way, thence in an easterly direction to a point on the Gaddy Road about 11 milesfrom the intersection of U S 301 Highway and the Gaddy Road, thence in a northerlydirection to a point on the Scott Road about 14 miles from the intersection of theScott Road and the Mozingo Road, thence in a northerly direction to a pointon theSelma Road about 03 mile west of intersection of the Nellons Road and the SelmaRoad, thence in a northerly direction to a point on the Wellons Road about 03 milenorth of the intersection of the Wellons Road and the Selma Road, thence in an east-erly direction to a point on the Flowers Road at the bridge on Buffalo Creek, thencein a northerly direction to a point on the Flowers Road about 01 mile west from theintersection of the Flowers Road and the Stancil Chapel Road, excluding propertyon the Flowers Road between this and the preceeding point, thence in an easterlydirection to a point on the Stancil Chapel Road at Little River Bridge about 01mile North of intersection of the Stancil Chapel Road and the Flowers Road, thencein a southerly direction to a point on the Flowers Road about 01 mile east of theintersection of the Flowers Road and the Stancil Chapel Road, thence in a southerlydirection to a point on the Shoe Heel Road about 04 mile North of intersectionof the Cash Corner Road and the Shoe Heel Road, thence in an easterly direction toa point on the Cash Corner Road about 04 mile from the intersection of the CashCorner Road about 04 mile from the intersection of the Cash Corner Road BEGINNINGCommissioner J D Bailey seconded the motion, which was unanimously adopted529September 19, 1961 Cont3 Commissioner Floyd C Price, Sr moved that W G Massey, Clerk, be directedto write Merrill Evans, Chairman, State Highway Commission, requesting that theHighway between Wilsons Mills and Selma be opened since the road had been closedfor months and months by the construction of bridge acre??,s Neuse River causinginconvenience to the travelling public and interrupted oi the main road arteriesin the CountyCommissioner R G Gurley seconded the motion, which was carried4 Upon investigation by W H Britt, Auditor, and recommendation of Daniel GMatthews, CPA, Commissioner J D Bailey moved that Item included under Sources ofIncome for Capital Outla Fund under the title NDEA participation of the schoolbudget in the amount of 415,000 be reclassified and shown as anticipated miscellan-eous incomeCommissioner R G Gurley seconded the motion, which was carried5 N H Hester and Frank B Cooper of Associated Surveys, of Greensboro, andIldr Jackson, of the Southern Appraisal Company, of Greensboro, explained the tech -nique, manner and system employed by their firms in the appraisal of real propertyfor tax purposesThey represented that it was not wise to have a revaluation of personal prop-erty and commercial firms A mapping program for the county was discussed and fromfigures mentioned, it was the concensus that such a program for the entire countywould be an expensive propositionAfter a thorough discussion of the program, Chairman H M Johnson directedWH Britt, Auditor and WR Britt, County Attorney, to draw up specificationsfor the revaluation of real and industrial property, excluding personal propertyand commercial firms, but including in the specifications, with the assistance ofWilliam Ragsdale, County Surveyor, definedareas of the towns and their outlyingareas, as well as the mapping of the entire county to be treated as alternates forbids, and that said specifications be presented to the Board at their next regularmeeting for study preparatory for advertising for bids6 Arrangements for making final plans for the lending of 500000 to the MoccasinCreek Drainage Project was deferred until the regular meeting in OctoberThere being no further business,the meeting was adjournedhairman ?
