541 Meeting of Board of Commissioners for the County of Johnston November 20, 1961 The Board of County Commissioners of Johnston County reconvened in special session in the A.uditorts Office, at 8 :00 P. M., November 20, 1961, for the purpose of completing plans for themapping and revaluation of real property, with the following members present: Chairman H. M. Johnson, Frank B. Holding, Floyd C. Price, Sr. and R. G. Gurley Absent: J. D. Bailey The following business was transacted: 1. Watershed Authorit It was brought to the attention of the members of the Board of certain articles appearing in the News and Observer calling attention to the citizens from Johnston County to Wayne County line lagging behind in their efforts in pushing the damming of Neuse River for drainage and other purposes. After a discussion of the matter, W. G. Massey, Clerk, was authorized and directed to write Mr. P. B. Stevens and Willie D. Gurley, of Smithfield, Route # 2, members of the Neuse River Watershed Authority, calling their attention to the articles that had appeared in the paper and offering them every assistance possible towards bringing this project to a successful conclusion. 2. Map Secondary Road Program Road map as present6dby Chairman H. M. Johnson showing improvements made to the secondary road program of Johnston County for the years 1959, 1960 and 1961 was ordered Tiled with W_. G. Massey, Clerk. 3. Audit Report Johnston Memorial Hospital Audit report of the Johnston Memorial Hospital, Smithfield, N. C., for the year ending September 30, 1961 was reviewed and ordered filed with W. G. Massey, Clerk. 4. Monthly Report Johnston Memorial Hospital The monthly reports of the Johnston Memorial Hospital for the months of Sept - tember and October 1961 were submitted and ordered filed with W. G. Massey, Clerk. 5. Improvement of Roads The letter of Herbert Q. Hocutt, of Clayton, relative to the improvement of certain roads leading from Road Ko. 1709 was reviewed and ordered filed with W. G. Massey, Clerk. 6. N A C 0 Letter from the Association of County Officials calling attention to the winter, meetings to be held In the various towns of the country was brought to the Board's attention. 7. Revaluation Contract A discussion ensued relative to the letting of contract for the appraisal of real property and the mapping of certain areas in the county in accordance with plans and specifications adopted, a copy of said specifications being on file with W. H. Britt, Auditor, and W. G. Massey, Clerk. Proposal of Associated Surveys to do the appraisal work and the mapping of five towns and surrounding areas was discussed and the approval of J. D. Bailey for letting the contract under the terms proposed by the said Company was given over the telephone. Subsequent to negotiations, Commissioner R. G. Gurley moved that the bid of Associated Surveys, of Greensboro, in the amount of $94,900 for real property appraisal and the alternate bids for mapping in the amount of X19,100 of the Towns of :Smithfield, Selma, Benson, Clayton and Kenly and their adjacent areas, making a total of 114,000, be accepted in accordance with plans and specifications sub- mitted, and that W. R. Britt, County Attcrney, be directed to prepare contract for execution between Johnston County and Associated Surveys on the first Monday in December. Commissioner Frank B. Holding seconded the motion, which was unanimously carried. There being no futther business, the meeting was adjourn
