47Meeting of Board of Commissioners for the County of JohnstonMay 24, lg6lThe Board of County Commissioners of Johnston County reconvened in specialsession on May 24, 1961, at 200 P M, in the basement of the Register of DeedsOffice, for the purpose of continuing the study of the 1961 -62 budget, with thefollowing members presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurley andFrank B HoldingAbsent NoneThe following business was transacted1 Commissioner Floyd C Price, Sr moved that bill in the amount of 980 aspresented by W G Massey for J B Wooten for repairs to plumbing at the ProduceMarket be paidCommissioner R G Gurley seconded the motion, which was carried2 Mrs Nora P Southerland, Clerk of the Superior Court, reviewed her budget Erequests for the ensuing year3 W R Britt, County Attorney, submitted a verbal opinion in connection withhospital requirements which had been previously discussed between the Trustees ofthe Hospital and the CommissionersMr R A Howell, Chairman of the Soil Conservation Committee, urged the`employment of the county of a full or part time secretary for the Soil ConservationDepartment5 Commissioner Frank B Holding moved that the Forest Fire Protection budget beset at 0600000 for the year 1961 -62, provided that the increase of 84000 fromlast years budget go for the purchase of a new truckCommissioner H G Gurley seconded the motion, which was carried6 Dr R D Phillips, accompanied by Rubert Barbour, Dog Warden, presented thebudget of the Dog Warden, stating that arrangements had been made with the CarolinaTelephone and Telegraph Company for telephone connection with his office in caseswhere the Dog Warden was absent from his office at a cost of 225 per month7 Mr A A Corbett, Attorney, Smithfield, N C, representing a committee ofthree appointed by the Johnston County Bar Association, protested certain fees asproposed by Mrs Nora P Southerland, Clerk of the Superior Court, and which feeswere approved by the BoardMr Corbett especially emphasized proposed docketing fee of Johnston Countyas compared to a lower fee in adjoining counties, citing that he had studied thefees being charged in Harnett, Sampson, Wilson, Pitt, Wayne and Cumberland Counties,lwhich were lower than that proposed by Mrs Southerland He also stated that hehad checked the fees of Forsyth County, the county from which Mrs Southerland hadpatterned her fee schedule, and that in his opinion that county did not come inthe same category as Johnston CountyHe also stated that fees in the Clerks office had been revised by the GeneralAssembly in 1943 and in 1955• He also cited the fees proposed to be paid jurors andcourt stenographer and remarked that the bill of cost would be excessive, contendingithat the fee schedule in the Clerks office should not be out of proportion toadjoining countiesCounty Attorney W R Britt reported that he had discussed these fees with Mrs,Southerland and that she had asked him to make certain chaBes in her fee billMr Corbett also brought out the proposal in the new bill of fees for auditingannual accounts of receivers, executors, etcFollowing a discussion, it was suggested that the members of Mr Corbettscommittee, W R Britt, County Attorney, and Mrs Southerland, Clerk of the SuperiorCourt, meet and work out a satisfactory solution in regard to the fees that shouldbe charged by her Department8 Commissioner Frank B Holding brought to the attention of the Board a proposedact which would make it permissive for counties to collect garbage and moved thatW R Britt, County Attorney, request the members of the General Assembly to exemptJohnston County from the operation of this actCommissioner J, D Bailey seconded the motion, which was carriedOn motion made, seconded and c rried, it was moved that the meeting be recessedto meet at 730 P M on May 25, 19bl, in the Auditors Office to contiAue study onthe 1961 -62 budget® Chairman
