andFrank B HoldingAbsent NoneThe following business was transacted1 Mr T S Simpson, Superintendent of Public Schools, accompanied by MessrsJames Ear p, E W Ellis, Harold Medlin and MrsDoe R Oliver, members of the JohnstooCounty Board of Education, reviewed the 1961 -62 school requirements Mr Simpsonexpressed his appreciation for the fine interest that had been manifested towardsthe school and stated that the same tax levy would prevail as it was last yearand that all the school districts requirements would be the same as last year Hefurther reported that the per diem rate for members of the Board attending specialmeetings had been increased to 750 -2 Dr Robert D Phillips, Health Director, reviewed in detail the budget require-ments for the Health Department Dr C W Sanders, Dr Donnie H Jones and MayorHugh Talton, members of the Health Board, urged the Commissioners to grant thebudget needs of the Health Department, as they felt that Dr Phillips had revitaliz -ad the Health Departments personnel and was in the process of inaugurating a spinn -did health program for the County and it would be money well spent Each expressedtheir faith in Dr Phillips doing a good job3 Sheriff B A Henry renewed his request for the Board granting the budgetrequests for his Department1} T L Upchurch, Tax Collector, appearedon behalf of his budget requests, urginSthat they seriously consider increases for all employees A discussion followedconcerning the operation of the machine soon to be installed in his office and alsothe purchase of an addressograph was discussed5 Permission was given Mr Upchurch to employ clerical help beginning Monday toassist him in the completion of notice to delinquent personal property tax payers6 H J Whitley, Forest Warden, reported that he had not received his budgetrequest from the State Department, but that he did not think it would vary much fromlast year with the exception of an increase due to the necessity for the purchaseof a new truck7 Wilson Jiggs Broadwell appeared before the Board to clarify accident andhospitalization insurance, which he had requested in his budget to cover 21 membersof the rescue vehicle squad, which would amount of 23000 per yearHe also stated that he would have to pay 62500 per mouth rent for the storage rof hospital equipment or also secure new quarters on a gratuitous basis8 L P Creech, Veterans Service Officer, presented his budget requirements forthe ensuing year9 J Narvin Creech, Treasurer, urged the Commissioners to grant salary increasesfor officials and employees of the County due to increase in work load, expense inrunning for office and the increase inliving cost, citing, in his opinion, whereseveral cases of inequalities existed and stated emphatically that adjustments werein order10 W R Britt, County Attorney, reported progress had been made in securing theenactment of certain legislation proposed by the BoardFollowing his presentment, Commissioner Frank B Holding moved that W R Britt4County Attorney, request the members of the General Assembly to enact necessarylegislation relieving the County from liability and payment of claims arising byloss of livestock, fowl, swine, etc killed by stray dogsCommissioner Floyd C Price, Sr, seconded the motion, which was carried11 In response to clarification of House Bill No 567 as contained in bulletinfrom Alex McMahon, General Counsel, N C Association of County Commissioners,whereby it was disclosed that the enactment of said bill would cost the countiesapproximately 0225,000 per year, Commissioner J D Bailey moved that W G Massey,Clerk, write or contact the members of the General Assembly requesting that theyhave Johnston County exempted from this bill and express to them that they wereopposed to the passage of this bill in any formCommissioner Floyd C Price, Sr seconded the motion, which was carried473May 22, 1961 Cant12 Commiasioner R G Gurley broached the subject of payment to W R Britt,County Attorney, for legal services rendered the Welfare DepartmentMr Britt explained the services that he had been rendering this department,and stated that he would be glad to accept the payment of 5000 per month for hisservices on a trial basis and he would obligate himself to that agreement for aperiod of one year13 W G Massey, Clerk,presented bids he had received from elevator companiesfor the installation of self- service elevator and which are as followstWestinghouse Electric Corporation, Elevator Division,Charlotte, N C 18,89000Otis Elevator Company, Greensboro, N C 22,80000Monarch Elevator and Machine Co, Greensboro, N C 18,34000No action was taken on the bids submitted14- W G Massey reported progress being made with the improvement of the greenways adjoining courthouse properties, stating that Mr John Dail, Street Commission-er of the Town of Smithfield, had offered full cooperation in improving these plots15 C V Tarlten, Agricultural Agent, presented the name of Roger Williford,Smithfield, N C for Assistant Agricultural AgentFollowing a discussion, he was requested to present Mr Williford to the Boardat their first meeting in JuneOn motion made, seconded and carried, it was moved that the meeting be recesseduntil Wednesday, May 24, 1961, in the basement of the Register of Deeds Office forcontinuing their study of the 1961 -62 budgeta
