May 16, 19611 2Fit widtheMeeting of Board of Commissioners for the County of Johnstonweofmay 16, 1961?IThe Board of County Commissioners of Johnston County reconvened in specialsession at 200 P M, may 16, 1961, in the Commissioners Room, for the purposeof reviewing the budget requests for 1961 -62, with the following members presentH M Johnson, Chairman, J D Bailey, R G Burley, Floyd C Price, Sr andFrank B HoldingAbsent NoneThe following business was transacted1 Mrs Lulu A - Jolliff, accompanied by D C Poole, of Clayton, member of theWelfare Board, presented in detail her budget requirements for the year 1961 -62explaining the departments plans in carrying out provision of Senate Bill No 12recently enacted by the 1961 General Assembly Mrs Jolliff 13ointed out the passage,of the above bill and the anticipated passage of House Bill No 567 would increasethe work load in her departmentShe also stated that 4500 per month would be recommended for Boarding HomeCareNo action was taken on Mrs Jolliffs recommendation to establish schedule ofthe Welfare Department under the normal range schedule minus 1 as provided by them6rit SystemMrs Jolliff made a verbal complaint about the janitorial services being ren-dered, and also complained about the cock - roaches In reply to the latter, she wasadvised to secure the services of an exterminating concern2 Mrs Willye Wright, Assistant County Librarian, and Mrs J J Boyette, Chair-man Johnston County Library Board, gave an itemized account of the budget needsof the library3 Sheriff B A Henry urged that his annual request for office clerk be granted,,Se also stressed the need for uniforms for his deputies, but stated that he haddeferred making request for these items at this timeIn response to a complaint as to the services being rendered by the janitor,he reported that the janitor was not doing so badly and had no complaint to makeof his work; moreover he was rendering services beyond his call of duty4 Wilson Jiggse Broadwell submitted his annual requirements for the ensuingyear and said that he had made investigation for providing an underground CivilDefense Control Center in the proposed agricultural building mearusing about 40 x60 feet, and that if considered, the government would pay one -half of the cost andwould provide storage facilities for county records as well as providing otheradvantagesHe also brought to the attention of the Board that none of the men participat-ing in the rescue squads of the Civil Defense Program were covered by accident in-surance or workmens compensation insuranceMr Broadwell notified the Board that he would continue td serve as CivilDefense Director if it met with their approval5 W G Massey was directed to submit plans for top soiling greenway between aidewalk and retaining wall around courthouse property and for providing brass railingon front steps of the courthouse6 C W Tarlton, H F Palmer and Sarah Ann Butts, Agricultural Agents, submitt-ed their budget requirements for the coming yearMr Tarlton reported that with the beginning of the fiscal year that the Senior4 -H Clubs would operate on a service community club basis, with the Junior 4 -H Cluboperating as heretoforeMiss Butts reported that Mrs Conrad Stallings was planning to submit herresignation, and that plays were being made to replace her7 The following letter was submitted to the members of the Board by Chairman,H M JohnsonMr W H Britt, County AuditorJohnston County CourthouseSmithfield, North CarolinaRe Passenger ElevatorJohnston County CourthouseSmithfield, North CarolinaDear Mr Britt471may 16, 1961 ContWe have a report by our Elevator Inspector, Mr Herbert H Sheets, advisingthat on May 3, 19b1, he made a compliance inspection of the subject elevatorThe inspectors report indicates that nothing has been done in the way ofcomplying with the previous recommendations Just in case you have misplaced therecommendations we are mailing to you a copy which has been on our files sinceaugust, 1960I It appears that you have had ample time in which to make corrections, and Itrust that this will be done before a serious, if not a fatal, accident occurs bythe use of the elevatorYours very truly,ILewis P SorrellDeputy Commissioner Following a discussion of the contents of the above letter, W G Massey, Clerk,was requested to write Westinghouse Electric Corporation and Monarch Elevator andMachine Company, and request that if they were still interested in the installationof a self service elevator that they submit their bids as early as possible8 Commissioner Frank B Holding moved that 3500 be appropriated from the con -tingent fund and transferred to the County Attorney Fund for the purpose of paying4 R Britt, County Attorney, 3500 for legal services rendered in connection withthe rebuilding of the Pleasant Grove Community BuildingCommissioner Floyd C Price, Sr seconded the motion, which was carried9 Commissioner Frank B Holding moved that 720900 be appropriated from thecontingent fund and transferred to the miscellaneous fund for the purpose of payingBurroughs for accounting and cash control equipment for the Tax Collectors OfficeCommissioner J D Bailey seconded the motion, which was carried10 Upon the recommendation of Archie Taylor, Solicitorial District, CommissionerFrank B Holding moved that L Austin Stevens be appointed Assistant Solicitor forthe Johnston County Superior Court at a salary of 150000 per year, effectiveJuly 1, 1961Commissioner R G Gurley seconded the motion, which was-carried11 W G Massey was requested to notify W R Britt, County Attorney, to presentto the members of the General Assembly immediately what bills he had prepared inconnection with recommendations of the Board and further that he be instructed toemploy what help he deemed necessary in carrying out these measures12 Commissioner J D Bailey moved that Commissioner Frank B Holding be authoriz-ed and directed to proceed with the repairing of the floor at the Johnston CountyBoarding Home by replacing the according to recommendations made verbally by MrHolding to the BoardCommissioner R G Gurley seconded the motion, which was carried13 Chairman H M Johnson brought to the attention of the Board an invitation fromKermit L Guthrie, Colonel, Infantry, Commanding, Fort Bragg, North Carolina, for theCommissioners to attend a part of the summer field training of the 30th InfantryDivision of the North Carolina Army National Guard during the period 11 -25 June 196114 W G Massey, Clerk, brought to the attention of the Board that the state High-way Commission would hold a public hearing on important road matters in JohnstonCounty in the courthouse at 10 A M to 12 noon on Friday, May 26, 1961On motion madei seconded and carried, it was moved that the meeting be recessed;until 730 P M on Monday, May 22, 1961 for the purpose of continuing the study ofthe 1961 -62 budgethairma
