acres inPine Level Township, valued at 100000 for theyears 1956 -60Commissioner Floyd C Price, r seconded the motion, which was carried2 On a motion made by J D Bailey, seconded by Frank B Holding, it was movedthat the State Highway Commission be requested to add to the Johnston County RoadSystem and maintain that certain road in Smithfield Township, described as followsOn Cloverdale Drive, Sunrise Acres, located R #3, Smithfield,N C, and a part of the Henry H Whitley Development, NestSmithfield, being a distance of 514 feet A plat of saidproperty is recorded in Plat Book 10, page 15, Johnston Commission be requested to add to the Johnston County Road Systemand maintain that certain road in Cleveland Township, described as followsBeginning at J J Sanders Farm on the Smithfield - Cleveland C?} Upon explanation and request of Mr Norwood Vinson, Wayne County Fire Marshall,Commissioner R G Gurley moved that the Nahunta Fire District and the Oakland FireDistrict of Wayne County be allowed to extend theirfire districts from their firedepartments into Johnston County for a distance of four miles to insure the residentsin the area embraced of obtaining fire protection and lower fire insurance rates,provided that it does not overlap the fire districts of Kenly, Princeton, andBentonvilleCommissioner Frank B Holding seconded the motion, which was carried5 Commissioner Floyd C Price, Srmoved that the option executed by Mable BBroadhurst to the Board on January 7,1961 be exercised and that the County purchasefrom said Mable B Broadhurst that certain lot cornering on North Street and High-way No 301 at a purchase price of 15,00000Commissioner Frank B Holding seconded the motion, which was carried6 Following a submission of his monthly report, T L Upchurch, Tax Collector,was requested to furnish the Board with a representative list of 34 names, two fromeach township, with the understanding that the Tax Collector expend an all outeffort to collect from these tax payers the amount of taxes due Johnston CountyFurther to facilitate the collection of delinquent taxes, Commissioner Frank BHolding moved that T L Upchurch, Tax Collector, be authorized and directed toemploy for thirty days an additional clerical employee for the sole purpose ofbilling and notifying delinquent tax payers in stringent terms that their taxesare past due and collectibleCommissioner R G Gurley seconded the motion, which was carried7 Upon statement that error appeared in the Clerks certificate of deed fromJohnston County to Herbert Hocutt, recorded in Book 470, page 343, as representedby E W McCullers, Attorney, Commissioner R G Gurley moved that a deed of correct -ion be drawn by W R Britt, County Attorney, for execution by the Board of Comm-issioners with no charge for attorney and registration fees, provided that it meetswith the approval of W R BrittCommissioner Floyd C Price, Sr seconded the motion, which was carriedS After due advertisement for the purchase of accounting and acted as spokesman for a group of citizens,of Oneals and Wilders Townships composed of Mrs Will Barnes Fowler, and MrsJesse High, R #l, Wendell, Mrs Evelyn P Atkinson and Mrs Viola Smith of R #1,Zebulon and RevA D ParrishMrs Glover presented seven 7 petitions bearing the signatures of approxim-ately 162 people in the following formAttention Duly Elected Commissioners of Johnston CountyGentlemenWe the citizens of Wilders and North ONeals Township do request your helpin a matter of upmost importanceFor some unknown reason our Sheriff, Mr B AHenry, has called for theresignation of Mr Roy Richardson, who is a special deputy in our community Wefeel that Mr Richardson has been a very worthy officer, and has carried out hisduties as well as any person possibly could haveWe would like very much to retain Mr Richardson in his present position, andwould greatly appreciate your help in this most important matterSign Voters of Wilders and North ONeals Township itEach gave a favorable opinion of Mr Richardson and commended him for the wayhe had carried out his duties and would appreciate the Board conveying to them whySheriff Henry had requested his resignation They were advised that due consider-ation would be given their request when the matter could be discussed with SheriffHenry10 Jerry Barbour, R #3, Benson, wasrequested to file requisition in the Registerof Deeds Office for the loss of six pigs, weighing about 40 Its, which would betransmitted to Rubert Barbour, Dog Warden, for investigation11 Lulu k Jolliff, C W Tarlton and Captain William Wall brought the Board upto date with plans they had promulgated for the food distribution program andrequested clarification of certain phases of participation in the programMrs Jolliff estimated that approximately 1500 families would be eligiblefor the program and that machinery had been net up in her Department for thecertification of participantsCaptain Wall was requested to employ the necessary men at 100 per hour toassist in the unloading, packaging and distribution of the food and to work outdetails of payment with W H Britt, AuditorC W Tarlton reported that cold storage facilities had been worked out withJohnston County Frozen rood with storage charges amounting to 1¢ per lb per month,and that Frank B Holding had agreed to donate free of charge the facilities of theLittle Dixie Warehouse for d-ty storageW G Massey, Clerk, reported that the Board of Education would handle trans-portation at a cost basis455March 6, 1961_ Cont12 Conrad Stallings, of Smithfield, representing Captain Herman Vinson of Goldsboro,Head of the Smithfield Armory, made an impassioned appeal for funds with which toequip the new Armory at Smithfield citing that the annual income from the armorycomposed of 139 men is 60,000 The present need is for lockers, chairs, tables,refrigerator, stoves, desks and typewriters, and floor buffer, the cost amountingto approximately 500000, with the funds amounting to only 22500The concensuz of the members of the Board was that trey did not have the moneyon hand to contribute to this cause and in fact felt that it was not their respon-sibility to furnish the armory; sharing the view that the contribution of 250000was made by the Board in the 1960 -61 budget ended further donations to the armoriesin the County13 C W Tarlton, Agricultural Agent, reported that the 4 -H group were being sep-arated from the schools and by September 1, 1962 would be on a community basisHe further reported that arrangements were underway for treatment of all cowsin the county for Bangs and T B diseases with the exception of dairies furnishingmilk to the public14 Commissioner Frank B Holding moved that the resignation of Ed Yancy, effectiveApril 1, 1961, be accepted with regret and expressed for the Board their appreciationfor the conscientious and splendid services he had rendered the CountyCommissioner J D Bailey seconded the motion, which was carried15 Commissioner R G Gurley moved that the following resolution be adoptedChange in County RoadWhereas, the State Highway Commission has filed with the Board of Commissionersof Johnston County a map designated as 824168 - Route SR -1560 showing a proposedrelocation of a section of a county road; andWhereas, it appears that this relocation is for the best interest of the roadsystem of the said county;Now therefore, the proposed change and relocation as shown on the said map ishereby approved and ratifiedCommissioner J D Bailey seconded the motion, which was adopted16 J I Lynch and J V Walters of the Otate Highway Commission conferred withthe Board relative to road problems of the County17 W G Massey, Clerk, presented the Board with a copy of map denoting the 1960annual average daily traffic volurrm on non hard-surfaced roads of the County, whichwas reviewed by the Board and ordered filed with W G Massey, Clerk18 Wilson Diggs Broadweli gave a verbal report of the activities of the CivilDefense Program and in addition submitted to each member of the Board a bound volumeof Johnston County Civil Defense Agency Reception and Care PlanA strong appeal was made by Mr Broadwell for the County to share with theFederal Government as provided in Public Laws 85606, the cost of employing a fulltime Training Officer and Secretary, for without this personnel he could no longerafter July 1, 1961 serve as Civil Defense Director19 Lulu 4 Jolliff, Superintendent of the Welfare Department, brought to the atten-tion of the Board the installation of buzzer system in Building No 1 and the repairof the floors in the same buildingAs a result, Chairman H M Johnson appointed W H Britt, Commissioner Frank BHolding and himself as a committee to investigate said problems and present a formalIlan for the solution20 Nora P Southerland, Clerk of the Superior Court, requested the endorsement ofthe Board in increasing the cash deposit for petitions in civil actions from 1250to 1500, said cost to remain in her office and that litigants or their Attorneyspay directly to the Sheriff fees involved in the actionThe request was referred to W R Britt and Nora P Southerland for a formalrecommendation21 L P Creech, Veterans Service Officer , acquainted the Board with the increaseqof activities in his department, complaining about the assistance his office wasforced to give Class q allottments, which he deemed not a duty of his A ene , T uest-ing that his Secretary be granted an increase in salary or he would be face wlthe possibility of losing her as she had an offer of another job at a salary of30000 per month456March 6, 1961 CoptNo action was taken on this request22 The request of A M Noble, Attorney, for a refund of 21366, representingin his opinion an amount due the Estate of Charlie Talton on account of doublelisting of lot in the Town of Selma in the name of Charlie Talton 190-60 wasdenied with an understanding reached with MrNoble that he would consult his clientto determine if she would accept a refund on a five year basis, namely 1956 -6023 Dr Donnie Jones, erstwhile Health Director and member of the Johnston CountyBoard of Health, discussed with the assistance of Chairman H M Johnson theproblem confronting the Board of Health of securing a full time Health Director,as well as the present cost of the operation of the Health DepartmentIt was the feeling of the Board to undergo the employment of Miss CarolineCallison until the Board of Health had an opportunity to interview other prospectsA verbal agreement was reached whereby the Board would support in the newbudget increased payments to insure the employment of the right person as HealthDirector24 In view of the difficulty arising in the handling of budgeted funds in theHealth Department, Commissioner R G Gurley moved that for the year 1961 -62 thatthe receipts and disbursements of the Health Department funds be placed under thesupervision and control of W H Britt, Auditor, if he deemed this practicefeasible25 In order to establish conformity in the office hours of the various CountyDepartments and Agencies receiving financial assistance from the County, Commiss-ioner R G Gurley moved that the daily office hours in said Departments andAgencies be fixed at 830 A M to 500 P M from Monday through Friday and from830 A M to1200 Noon on SaturdayCommissioner J D Bailey seconded the motion, which was carried26 W G Massey, Clerk, presented on behalf of Sheriff B A Henry his requestthat the Board recommend to the menb ers of the General Assembly the drawing offorty -six 46 names per week for jury duty instead of forty W as previouslyrecommended for jury dutyAfter discussion, this measure met with the approval of the BoardW G Massey, Clerk, was directed to inform
