H M Johnson, Vice- Chairman J DBailey presidedThe following business was transacted1 Favorable reaction was given to the request of Miss Rhetta Martin, Tax Attorney;askin that she be paid 4500 in foreclosure cost of tax suits instead of the pre-sent 9250 fee she is now receiving For the information of the members Miss Martincited what the Tax Attorneys were receiving in the adjoining counties, which weremore than she received in Johnston CountyShe was advised that her request was included in the proposed fees of theClerk of the Superior Court, which the Board had endorsed for enactment by theGeneral Assembly2 In accordance with agreement with A M Noble, Attorney for Miss Ellen Talton,Commissioner R G Gurley moved that Miss Ellen Talton be refunded five years backtaxes on property in Selma Township, listed in the name of Charlie Talton on accountof double listingCommissioner Frank B Holding seconded the motion, which was carried3 Upon the recommendation of T L Upchurch, Tax Collector, Commissioner Frank BHolding moved that the following resolution be adopted;Whereas, it is provided in Chapter 158, Public Laws of 1939 in an act entitledThe Revenue Act of 1939 , under Article II, Section B , License Taxes of said Chap-ter, as amended, that the counties of North Carolina or any of them may impose andlevy a county license or privilege tax for the privilege of carrying on the businessexercising the privilege of doing the act named therein, beginning June 1, 1961 andending May 31, 1962;Whereas, the County of Johnston, a body corporate and politic in the State ofNorth Carolina, by and through its Board of Commissioners desires to Impose andlevy said license and privilege taxes in Johnston County for said tax year 1961 -62in strict accordance with the provisions of said Article II, Schedule B , and toimpose and levy said taxes in amounts to the full extent and limit allowed andauthorized under said Article I1, Schedule B ;NOW THEREFORE BE IT RESOLVEDThat the Board of Commissioners of Johnston County do hereby impose and levyIn and for the County of Johnston, North Carolina, for the tax year beginning June 11961 and ending May 31, 1962, the license and privilege taxes provided for andauthorized under the provisions of Article II, Schedule B of Chapter 158, PublicLaws of 1939, as amended, and which under said Article the Counties of North Car-olina are authorized and empowered to impose, levy and collect; and be it resolvedfurther that said Board of Commissioners does hereby impose and levy said licenseand privilege taxes in Agricultural Agent,for an increase in salary of his secretary6 In response to a memorandum from Jay P Davis, Director Commodity DistributionProgram, North Carolina Department of Agriculture, W G Massey, Clerk, was author-ized and directed to notify Mr Davis that the County does not feel at the presentthe need for a further distribution of government surplus food, but should theoccasion arise -H Club and the people of JohnstonCountyCommissioner R G Gurley moved that the resignation of Mrs Peggy Stallingsbe accepted, effective July 1, 1961Commissioner Frank B Holding seconded the motion, which was carried96 Miss Lorna Langley, District Home Economics Agent, was introduced by MissSarah Ann Butts, Home Economics Agent, who expressed her appreciation to MrsStallings for the splendid work she had done, and recommended Mrs Mary Alice BattyThomas to succeed Mrs Stallings Miss Langley gave a brief summary of the life ofMrs Thomas, citing her capabilities and experience, and recommending her appoint -mentCommissioner Frank B Holding moved that Mrs Mary Alice Batty Thomas be appoint-ed Assistant Home Economics Agent to succeed Mrs Peggy Stallings at the same salarypaid Mrs Stallings, effective July 1, 1961Commissioner R G Gurley seconded the motion, which was carried10 Mr E L Norton, District Agricultural Agent, appeared with Mr C W Tarlton,Agricultural Agent, recommending the appointment of Mr Roger Williford, of Smith-field, to succeed Mr Ed Yancey as Assistant Agricultural AgentMr Norton highly recommended Mr Williford for the position and cited thesplendid work he had done especially in swine and poultry, recommending him as afeed specialist He also stated that he had investigated Mr Willifords presentactivities in operating a poultry farm and warranted that this side -line would inno way interfere with his duties as Assistant Agricultural AgentMr Williford spoke briefly to the Board certifying to the latter statement11 Commissioner R G Gurley moved that Roger Williford of Smithfield be appointedAssistant Agricultural Agent succeeding Ed Yancey at the same salary paid MrYancey, effective June 6, 1961Commissioner Floyd C Price, Sr seconded the motion, which was carried12 W R Britt submitted abstract of title covering the property of Mrs MabelBroadhurst of Smithfield under consideration for purchase by the County as anAgricultural Building siteJames A Wellons, Jr,Attorney for Mrs Broadhurst, discussed with the Boardthe limitation Mrs Broadhurst wished to be inserted in the deed from her to theCountyA discussion followed concerning this restriction with the concensus of amajority of the members deeming it fair and in accordance with prior agreement madewith Mrs Broadhurst, since it was indicated that once the Agricultural Building orother government agency building was commenced that Mrs Broadhurst would conveyto the County a quit -claim deed for the propertyCommissioner Frank B Holding moved that James A Wellons, Jr Attorney beauthorized to insert in the deed conveying the property to Johnston County thefollowing covenantThis property is to be used solely and exclusively by the Grantee herein, forthe purpose of- erecting thereon a County Agricultural Building or Office Buildingfor use by the County for its Agricultural Agencies, and other agencies and Depart-ments of the CountyCommissioner R G Gurley seconded the motion, which was carried13 Commissioner Frank B Holding moved that the State Highway Commission be re-quested to investigate the hard- surfacing of the following described road in OnealsTownshipr in SelmaTownship, which is described as followsRoad runs from Selma -Archer Lodge Road to Live OakChurch and is known as the Live Oak Church Road,being a distance of 1 milePetition enclosed with this order For reference see Albert B Sullivan, R#1,Selma, N CCommissioner Floyd C Price, Sr seconded the motion, which was carried15, W R Britt, County Attorney, reviewed in detail the objection of the BarAssociation as to the proposed fee bill of Mrs Nora P Southerland, Clerk of theSuperior Court, stating that the main features of the bill which the Bar Associationhad objected to had been eliminated, and recommended its submission to the membersof the General AssemblyThere being no objection by the Commissioners, Mr Britt was requested to notifyMr Thomas, Member of the House, that the bill met with the approval of the membersof the Board16 Senator Adam Whitley reported that the fee bill introduced, by the Board regul-ating fees in the Register of Deeds Office had met with objection by the farm loanorganizations as being excessive to them A discussion ensued with W G Massey,Register of Deeds, explaining how he had arrived at the fees and that in his opinionhe deemed them fair, and that the rate set out in the bill as pertaining to thesegroups were on a par, if not lower, than those in the adjoining agricultural countiesThe members of the Board stated to Senator Whitley that they had studied thebill, and that they found it to be fair and recommended its passage by the Senate17 Winnie Watson Johnson of near Micro philosophized on the general trend of ex-penditures of the Welfare Department and the schools Mrs Johnson stated that shewas vehemently opposed to the 23 millions additional funds granted to the WelfareDepartment, the employment of additional personnel in the local office and express-ed her doubt that the millions being ranted to the schools would produce qualityeducation She was very much in favor of liquor stores for Johnston County as ameans of producing revenue, and expounded on the distribution of funds by the Wel-fare Department, which in some cases were squandered on liquor18 The letter of John A Wallace to Chairman H M Johnson as to the intent andpurpose of the Board as to the postponement of revaluation was left with Mr Johnsonto discuss with Mr Wallace19 The request of C W Tarlton asking for an increase in salary for Mr CliftonNoodlief, Assistant Agricultural Agent, was deferred for consideration at a laterdate20 Lulu A Jolliff Director of the Welfare Department, recommended that the Board-ing Home Care go to J4500 No objection was made to thisMrs Jolliff discussed the pay raises granted the members of her Department,with the exception of Miss Arah Lee Mrs Jolliff cited the experience and qualif-ications of Miss Lee, urging that she be granted a salary increase, which could begranted by her assuming Mrs Dwight Youngbloods place, who intended to resign onJuly 1, 196121 Commissioner Floyd C Price, Sr moved that 12000 be transferred from thefunds appropriated for Mrs Dwight Youngbloods salary to the salary account of MissArah Lee, effective July 1, 1961Commissioner Frank B Holding seconded the motion, which eight air conditioningunits at the Johnston County Boarding HomeCommissioner R G Gurley seconded the motion, which was carried28 W H Britt, Auditor, reported that Dr Robert D Phillips wished to installfour air conditioning units at the Health Center, which would necessitate theinstallation of these units in the walls of the building; the funds for the install-ation of these units to be supplied by the Health Department since Dr Phillips hadagreed to dispeneewith the employment of an additional nurseAs a result of the discussion, W G Massey was directed to write Mr WmMoore Weber, Architect of the Health Center, and ascertain from him whether provis-ions had been made when the oil furnace was installed at the Health Center forlater installing a central air conditioning unit to supply the entire building29 W H Britt, Auditor, submitted a bid he had received for the installation ofan oil boiler in the courthouse annex building He was requested by the Board tosecure at least two more bids for the installation of a boiler and present them attheir next regular meeting30 On motion made, seconded and carried, it was moved that 30400 be appropriatedfrom the contingent fund and transferred to the Veterans Service Officer clericalaccount for the purpose of defraying additional expenses incurred in that account31 On motion made, seconded and carried, it was moved that 58375 be appropriatedfrom the contingent fund and transferred to the Treasurer clerical account for thepurpose of defraying additional expenses incurred in that account32 On motion made, seconded and carried, it was moved that 150892 be appropriatedfrom the Welfare contingency fund and transferred to the Boarding Home Care forchildren account for the purpose of defraying additional expenses incurred in
