at 11 00 A, M, in the Commissioners Room, with the following imembers presentH Y Johnson, Chairman, J D Bailey, Floyd C Price, Sr, R G Gurley, andFrank B HoldingAbsent NoneThe following business was transacted1 Representatives of Dillon Supply Company, Raleigh, N C, and Water EquipmentCompany, Smithfield, N C, represented the nine inch stroke pump at the BoardingHome was not functioning satisfactorily due to the low supply cf water in the welland stated that the cost of repairing this pump would not justify keeping itIW E Britt, Auditor, verified the fact that this pump was proving expensiveAfter a full discussion of the matter, Commissioner Frank B Holding movedthat a two horse power submersible pump and a 530 gallon tank be purchased from theWater Equipment Company and completely installed by said company at a purchase priceof 105000, including the old pumpCommissioner J D Bailey seconded the motion, which was carried2 T L Upchurch, Tax Collector, presented his report covering tax collectionsin his department, which showed that he had collected through December on the 1160levy 6859 and approximately 94 on the 1959 levyA discussion ensued with Mr Upchurch concerning the tax collections in hisdepartment, especially the collection of delinquent taxesT L Upchurch was requested to submit a monthly report of his department tothe BoardIt was the concensus of the members of the Board that an improvement could bemade in the tax collections and a better method devised for encouraging the paymentof taxes as well as the keeping of the records After a lengthy discussion partic-ipated in by,all members of the Board, Chairman H M Johnson, upon the recommend-ation of the members, named the following persons; T L Upchurch, Tax Collector,W H Britt, Auditor, ri, R Britt, Acting County Attorney, and Dan G Matthews,Accountant, to serve as a committee in making a study of the Tax Collectors office,visit adjoining Tax Collectors Offices, and submit concrete recommendations thatwould improve the tax procedures and the efficient collection of xes, the committeeto submit their report at the earliest possible date3 C W Tarlton, County Agent, reported that he had entered into an agreementwith Edwin Hugh Johnson for him to have and remove the two old barns at the CountyHome property in exchange for his setting out about 10,000 pine treesMr Tarlton further report that approximately 4210000 had been raised for theBarrow flog and Show Sale4 Sarah Ann Butts, Home Demonstration Agent, made a verbal report and receivedpermission to install cabinets in the room being prepared for her in the basementof the courthouse5 Upon the recommendation of the Executive Committee of Elevation Township,Commissioner Frank B Holding moved that Harvey C Barbour be appointed Constableof Elevation Township to fill out the unexpired term of his father, Ben H Barbour,deceasedCommissioner Floyd C Price, Sr seconded the motion, which was carried6 J 1 Lynch, District Engineer, reported that the Highway Commission was work-ing on revising the road priorities and the result would be known sometime beforeJuly lstMr Lynch was requested to consult with the following on connection with eertairkroad problems;David Denning BensonH J Beeker Four OaksNeedham S Stevens Jr Smithfield R#r27 The trustees of the Pleasant Grove Community Building composed of Donnie Step-henson, Elbert Stephenson, J J Lee, Mrs W S Marcorr and Mrs Harvey Parrishsought the aid and counsel of the Commissioners for rebuilding their community build»ing, which was destroyed by fire on December 12, 1960 The trustees seemed to beof the opinion that they best means available for rebuilding was to levy a tax forthat purposeij,436January 3, 1961 ContAfter a discussion with the Board, it was brought out that many communitieshad built their own buildings on a voluntary basisChairman H M Johnson stated that the Attorney General had ruled that itwould require an Enabling Act of the General Assembly if a tax was levied, theAttorney General holding that it was not a necessary expense The trustees werepromised all cooperation possible by the Board and it was brought out during themeeting that the Commissioners were in agreement with turning over the X600000insurance which was recovered from the loss of the building, and which had beencarried by the county The trustees stated that a meeting would be called in thetownship at an early date and that they would report back to the Board the outcomeof that meeting The Commissioners were invited to attend the meeting8 The following report was submitted by M W Knott, Electrical InspectorA report to the Johnston County Board of Commissioners in regard torepairing the outside lighting at courthouseAfter investigating the condition of the wiring in this building, I find thefollowingFirst, The circuits to the outside lights are connected to circuits with theinside lights, which makes it impossible to have a master control for the outsidelightsSecond, I found the wiring to the outside lights, some of which is openedcircuited, which will have to be replacedThird, Some of the circuits of the Building are badly overloaded, to theextent that some of the switches are far above normal temperatureFourth, Wiring for the outside lights should fit in with plans for total re-wiring of this building In view of Mr Knotts recommendation, W G Massey, Clerk, was directed towrite Mr R C Browning, Consulting engineer, and request him to be at the nextregular meeting of the Board to discuss plans and specifications for the rewiringof the courthouse9 Mrs Louise Bullock, Supervisor of Nurses at the Health Department, reportedthe following repairs and service needed at the Health Center,which are enumeratedas follows Janitorial service at the Health Center, stating that in some countiesthat the hospital was responsible for the janitorial service at the Health Centera temporary secretary or clerical worker, renovating and painting the inside of theHealth Center, repairs to roof, and also for an adjustrm nt of the furnace, as theNovember and December heating bill amounted to approximately 38100 She alsoacquainted the Commissioners with the closing of the Health Clinics in Kenly,Princeton, and noted that the Department was not covered by Workmens CompensationInsuranceSubsequent to her report, she was requested to call Jesse Smith in connectionwith the furnace, J P Rogers Construction Company in connection with the roof,and W G Massey and D R Clifton were authorized to utilize the services of ajail inmate and proceed with the painting at the Health Center and that the Boardwould approve the employment of a temporary clerical helper and that she work outarrangements with W H Britt, Auditor10 Lulu Jolliff reported that a meeting had been arranged on January 17, 1961 forthe purpose of evaluating services being rendered at the Johnston County BoardingHome and apprised the members of the Board that an amount of only 4494199 remainedon hand for boarding home care, but that the other funds in the budget were workingout as anticipated11 H M Johnson was appointed Supervisor of the Johnston County Boarding Homeand to represent the Board of County Commissioners at meetings of the Board ofTrustees of the Johnston County library and in a consultive and advisory capacityfor the courthouse, courthouse annex and grounds for the months of January, Februaryand March12 The report of W H Britt relative to the preservation and distribution ofrecords in the basement of the courthouse was deferred for further study13 The statement of Glenn 0 Womble, Sheriff of Nash County, for the committmentto the State Hospital of Margaret Elizabeth Wilson and mileage in the amount ofW50 based on the premises that said Margaret Elizabeth Wilson was a resident ofJohnston County was referred to W R Britt, Acting County Attorney, for an opinionas to the liability of the county in rewiring of the Thornton Building17 W G Massey, Clerk, was directed to contact the Chairman of the Board ofTrustees of Bentonville Community Building and advise him the amount of insurancecarried by the county on their community building and suggest that he consider withhis Trustees the advisability of taking out at their expense additional insurance18 Commissioner J D Bailey moved that membershi and service fee for JohnstonCounty for the calendar year 1961 in the amount of 36500 to the North CarolinaAssociation of County Commissioners, at 205 Lennox Building, Chapel Hill, NorthCarolina, be paidCommissioner Floyd C Price, Sr seconded the motion, which was carried19 Upon the recommendation of Commissioner R G Gurley, Commissioner Frank BHolding moved that William R Britt, Attorney, Smithfield, N C, be paid 010000for professional services rendered in connection with Welfare cases to December 31,1960Commissioner Floyd C Price, Sr seconded the motion, which was carried20 Commissioner Frank B Holding moved that the State Highway Commission be request -ed to add to the Johnston County Road System and maintain that certain road inWilders Township, described as followsExtension of Road No 173, or that certain road that leads fromRoad No 1700 to Road No 1003, being a distance of one mile inlengthPetition enclosed with this order For reference see W T Barham,
