452Meeting of Board of Commissioners for the County of JohnstonFebruary 21, 1961The Board of County Commissioners of Johnston County reconvened in specialsession on February 21, 1961, at 11 00 A M, in the basement of the Register ofDeeds office, for the purpose of discussing the distribution of surplus food tothe needy as outlined by the North Carolina Department of AgricultureThe following members were present H MJohnson, Chairman, J D Bailey,Floyd C Price, Sr, R G Gurley, and Frank B HoldingAbsent NoneThe following business was transacted1 Subsequent to a thorough discussion of the Plan of Operation for the Distrib-ution of United States Department of Agriculture Donated Commodities to Needy Peop-le in Family Units, in which the various phases and aspects of the program wereconsidered, Commissioner J D Bailey moved that the Board of County Commissionersof Johnston County apply to Mr Jay P Davis, Director,Commodity Distribution Pro-gram, North Carolina Department of Agriculture, Raleigh, North Carolina for immed-iate participation by Johnston County in the program of commodity distribution asoutlined by the North Carolina Department of Agriculture for a sixty day periodCommissioner R G Gurley seconded the motion, which was carried2 To carry out the provisions of the program Captain William Wall of the Salvat-ion Army at Smithfield, North Carolina was appointed to supervise the distributionof the commodities with the authorization to employ additional help, if needed, inthe discharge of this operation, and that C W Tarlton, County Agricultural Agent,secure dry and cold storage facilities and transportation, and assist Captain Wallin an advisory capacity; further that Mrs Lulu Jolliff, Superintendent of theWelfare Department, be authorized to employ an additional carical worker and caseworker on a sixty day basis for the receiving of applications and certificationof families eligible to participate in the programThere being no further business, the meeting adjourned
