by T L Upchurch as to the status of a person peddling carsat various filling stations and the responsibility of an employer in collectingtaxes from garnishment process was referred to W R Britt, County Attorney2 T L Upchurch discussed with the Board the setting up of his ledger accountsVila the Board memberstreing under the impression that -aach ledger account wouldshow in full the amount of taxes a tax payer owed, disregarding where the propertywas locatedIn the final analysis Mr Upchurch was requested to work with W H Britt,g Auditor, in formulating plans for each ledger account showing in full taxes assess -ed against the individual, and was authorized to continue the employment of addit- `Tonal help to assure a thorough billing of taxes due3 William Ragsdale, County Surveyor, reiterated his request to map the Countyfor revaluation purposes, stating that he had in his possession complete 1papsof the Town of Smithfield and Benson and would do the mapping for the County ata savings of 15 to 204 Commissioner Floyd C Price, Sr moved that 5000 be appropriated from thecontingent fund and transferred to the County Agents Account for the purpose ofpaying 05000 on the expenses of G W Tarlton, Agricultural Agent, in attendingthe National County Agricultural Agents Association in New York from September10-14-Commissioner Frank B Holding seconded the motion, which was carried5 Proposals were heard from Mr Walter H Bade of Monarch Elevator and MachineCompany; Mr G F Shaw and Mr Taylor of Otis Elevator Company, and Mr DouglasForbes of Westinghouse oration Elevator Divisiongh Electric Corporation, ,After discussing these proposals with the representatives of the aforemention -,I,,ed companies, it was the consensus of the Board that a competent person should beemployed to draw up plans and specifications for the self- service elevator in thecourthouse and submit to the companies for bids, after due advertisement according Iito law6 Mr George Brannan and Mr Thomas Jordan, representing the Junior Chamber ofCommerce, requested permission from the Board to generally improve and beautifythe Virginia Williamson lot located on First Street between the Legicn Hut and thePrimitive Baptist ChurchMr H M Johnson, Chairman, apprized the representatives of the legal posit-ion of the lot, but the Board gave their approval for them to proceed with thebeautification and improvement of said property7• Mr D Worth Joyner, Commissioner Fourth District, State Highway Commission,accompanied by Mr E P Koonce, Division Engineer, and J I Lynch, DistrictEngineer, appeared before the Board in connection with road matters pertainingto the CountyMr Joyner, who was recently appointed Commissioner of the Fourth District byGovernor Sanford, stated that a policy had been inaugurated by the Commissionwhereby the secondary roads would be broughtcloserto the people, and that theCommission would work as far as possible with the Commissioners in determiningwhat roads should be paved; and that the pointsystem would be used as a guide,but not as a slide rule to determine what road should be paved, and that theCommissioners would not be bound by the point system and that the decision ofwhat roads should be paved would be a matter for the Commissioners to decide;subject, however, to the approval of the CommissionMr Joyner further pointed out that Johnston County had 606 miles of unpavedroads, and that the amount allocated to the County for the year 1961 -62 amountedto 345,060509August 7, 1961Mr Joyner recommended that the Commissioners appoint a member of the Boardto serve as a liason officer between the Board and him; and further recommendedthat they proceed to start the program immediately in spending 80 of the moneyallocated for paving and stablization of roads, leaving 20 for contingencies8 M C Hooks, Emmit Cole and others of Clayton Township appeared before theBoard in connection with the paving of Road No 1573 Mr Koonce, Division, Engineer,who was present when the petition was made, stated that he would investigate thehistory of this road, since Mr Hooks stated that it had been up for pavement severalyears back, but for some unknown reason it was never paved9 Wilson Jiggs Broadwell presented the Board with underground emergency controlcenter for the Civil Defense Agency to be located under the auditorium of the pro-posed Johnston County Agricultural Building, urging that immediate plans be made tobuild this shelter Mr Broadwell estimated that the Center would cost 80,000with the County sharing 1f2this expense He further presented them with a pressrelease issued by the White House on July 20, 1961 and other data showing the urgentneed for strengthening our position in Civil Defense, and reiterated his requestthat the Commissioners take prompt action in formulating plans to provide an emer-gency control centerMr Broadwell was advised that the matter would be considered when plans weremade for the building of the Agricultural Building10 Mr Ed White and L P Creech, of Pine Level, appeared in connection with thepaving of Road No 2516 and urged that this road be recommended to the State HighwayCommission for improvement Action was deferred on this request11 Mrs Willye Wright recommended the appointment of Mrs Harold Medlin as Trusteeof the Johnston County Library to succeed Mr Harvey Mashburn and the reappointmentof Mrs Paul Keller as Trustee of the Johnston County LibraryAction was deferred in these appointments12 Mrs Lulu Jolliff gave a verbal report of matters pertaining to the WelfareBoard, stating that progress was being made in the elimination of clients drawingdouble pensions, and that the Johnston County Medical Association through itsPresident was cooperating closely with the Welfare Department in establishing amedical team for the reviewing of applicants and clients asking and receiving aidon account of physical disability13 Commissioner Floyd C Price, Sr moved that 016500 be transferred from the-adjustment fund of the Health Department to Salary Account HA -7 to provide forincreasing the salary of Durwood Stallings, Sr Sanatarian, from 39000 per monthto 40500 per month, effective August 1, 1961Commissioner Frank B Holding seconded the motion, which was carried14 Commissioner Frank B holding moved that the Institute of Government, ChapelHill, N C, be paid stationbuilding located on the Broadhurst property recently purchased by the County, request-ing separate bids for each building, with the provision that the successful bidderbe allowed sixty days in N Crelative to preparing plans and specificiations for a self - service elevator in thechourthouse, and the plans for agricultural building, the following motions wereadoptedCommissioner J D Bailey moved that Harry McGee, Architect, of Smithfield,N C be employed at the rate of 800 per hour, not to exceed ten hours, to drawplans and specifications for the installation of self - service elevator to replacethe present elevator in the courthouse, and to advertise for bids according to law,1 Commissioner Frank B Holding seconded the motion, which was carried18 Commissioner R G Gurley moved that Harry McGee, Architect, of Smithfield,N C be employed to draft preliminary plans preparatory for final plans andspecifications for an agricultural building to be built on the Broadhurst
