September 6, 19601 3Fit widthMeeting of Board of Commissioners for the County of JohnstonSeptember 6, 1960The Board of County Commissioners of Johnston County met in regular sessionon September 6, 1960, in the Commissioners Room, at 1100 A M, with the followingmembers presentH M Johnson, Chairman, R G Gurley, Floyd C Price, Sr, J D Bailey andFrank B HoldingI Absent ,NoneThe following business was transacted1 Commissioner R G Gurley moved that the State Highway Commission be requestedto add to the Johnston County Road System and maintain that certain road in BeulahTownship, described as followsTilghman Street in Macedonia, being a distance of 25 miles, Petition enclosedwith this order For reference see L C Wilkinson, Kenly, N CCommissioner J D Bailey seconded the motion, which was unanimously carried2 Commissioner Floyd C Price, Sr moved that the State Highway Commission berequested to hard- surfaee that certain road located between Micro and Pine Leveland is designated as Road No 2366Petition enclosed with this order For reference see Mrs Annie Garner,Selma, N CCommissioner Frank B Holding seconded the motion, which was unanimouslycarried3 Subsequent to a discussion with Nora F Southerland, Clark of the SuperiorCourt, relative to her request for salary adjustments among her personnel in which fshe contended that salaries paid her employees were reduced from the 1959 salary kjschedule, Commissioner J D Bailey moved that effective September 1, 1960 MrsBillie Jones, Deputy Clerk, be paid up to 20000 per month; Mrs Jo Burgess DeputyClerk, be paid up to 20000 per month; and Mrs Carol Dale be paid up to lA500per month; and that provision be made to pay up to 017500 per month for an unfilled,clerical positionCommissioner Floyd C Frice, Sr seconded the motion, which was carried 34 The claim of Mabel Sanders, Box 117, Four Oaks, N C for injuries sustainedfrom dog of Sarah Stanley was disallowed and J L George, County Attorney,wasrequested to notify Mabel Sanders in regard to same5 Upon approval and recommendation of R C Browning, Consulting Engineer,Commissioner J D Bailey moved that Berger- Jones, Inc, of Wilson, NC be paid9,64700 for furnishing and install_ng air conditioning system for Johnston CountyCourthouse, Smithfield, N C in accordance with engineers plans and specifications#with the provision that sellers warranty commence on September 6, 1960sCommissioner R G Gurley seconded the motion, which was unanimously carriedCommissioner J D Bailey moved that Robert C Browning be paid 17383,balance due for plans and specifications and supervision of air conditioning incourtroom and 42500 in connection with installation of new elevator electricalservice, making a total of 19883Commissioner R G Gurley seconded the motion, which was carried7 After a discussion with Robert C Browning, Consulting Engineer, relative tosupplementary agreement for new electric wiring of the courthouse annex ThorntonBuilding and upon the receipt of a bid by the D C Electric Company, of Benson,In the amount of 299000 in accordance with the new plans and specificationsprepared by Mr Browning, Commissioner R G Gurley moved that the D C ElectricCompany, of Benson, NC be awarded the contract for the new electrical wiringof the Thornton Building at a contract price of 299000, with the understandingthat the wiring of the building commence within the next few daysCommissioner J D Bailey seconded the motion, which was carried8 Upon representation by Lulu A Jolliff, Superintendent of the Welfare Depart -ment, that the California Welfare Board would not disburse funds from the JohnstonCounty Welfare Department for the benefit of Betty Yarn, who recently moved fromJohnston County to California, Commissioner J D Bailey moved that the WelfareDepartment be authorized and directed to pay directly to said Betty Yarn 7500in 2500 monthly installments within the months of September, October and NovemberCommissioner Floyd C Price, Sr seconded the motion, which was carried418September 6, 1960 Cont9 After a discussion with Mrs J J Boyette, Chairman Johnston County Board ofLibrary Trustees, end Evelyn Bishop, Librarian, relative to the deletion of 0550000from the 1959 -60 appropriation, Commissioner Floyd C Price, Sr moved that 50000 be appropriated from the contingent fund and transferred to the Library Fund forthe purpose of assuring the library of receiving their usual basic allocation of400000 from the State of North Carolina, as outlined in letter dated August 17,1960 from the Johnston County Board of Library TrusteesCommissioner R G Gurley seconded the motion, which was carried10 The following recommendations of Lewis P Sorrell, District Deputyy Commissioneryin connection with the elevator in the courthouse was presented by W H Britt,County Auditor1 Remove excessive lost motion in car guide shoes2 Put broken weight back in line with counter - weights3 Provide new hoistway doors and entrances at all floorsPresent ones are in a worn condition11 After reviewingg the aforementioned recommendations of Mr Sorrell, W H Britt,Auditor, and W G Massay, Clerk, were requested to secure bids from elevatorconcerns for carrying out the recommendations, and present same to the Board attheir next meeting12 Joseph R Overby requested that the Aoard consider the appointment of a medicall,physician, preferably the county physician, as Coroner, stating that, in his opin-ion, that an stopsy should be performed in a lot of the deaths that occurred, andthat having a person connected with the undertaking business as coroner was unfaircompetition He further stated that he realized that the coroner was elected andwas a constitutional office, but that he wished to present his ideas so that theBoard could take action at a later date in having this position available for adoctor12 The request of H F Palmer, Negro County Agent, to exhibit ten projects of50 pulletts each on the courthouse lawn was denied as the Board felt that i t wasnot a good pBlicy13 After receiving a letter from Jim Beck submitting his resignation as AssistantCounty Agricultural Agent end expressing his appreciation for the cooperation ofthe Board during his tenure of office, Commissioner J D Bailey moved that theresignation of Jim Beck, Assistant County Agricultural Agent, be accepted, effect-ive September 9, 1960Commissioner Floyd C Priee,Sr seconded the motion, which was carried14 Upon the presentation of request of E S Simpson, Superintendent of JohnstonCounty Public Schools, by W H Britt, Auditor, Commissioner R G Gurley movedthat the school budget be amended by showing the actual cash balance on hand as ofJune 30, 1959, viz 56,11542, and that alterations and repairs be increased from461,95325 to 66,06867Commissioner Floyd C Price, Sr seconded the motion, which was carried15 The following reports were filed with the BoardD R Clifton JailerRubert Barbour Dog WardenEvelyn Bishop County LibrarianL P Creech Veterans Service OfficerLulu A Jolliff Superintendent Welfare Department+I W Knott Electrical InspectorJohnston Memorial HospitalC ii Tarlton Agricultural AgentH F Palmer Negro; Agricultural Agent16 W H Britt, Auditor, report that the Town of Smithfield had submitted a lightand water bill for the courthouse in the amount of 75284, representing a 150increase from the corresponding month of a year agoDenton Lee, mater and Light Commissioner for the Town of Smi Wield discussedthis bill with the Commissioners at their request and stated that he would doeverything possible to clarify the situationAfter a discussion, W H Britt, Auditor, was requested to pursue the matterfurther and secure all information possible to see if the situation could beremedied, as the expense in spite of the installation of the air conditioning unitfor the courtroom seemed highly excessive418 -A— - September _6? 1960 - CCnt17 J I Lynch, District Engineer, State Highway Commission, made their regularbi- monthly appearance before the Board and discussed with them the road problemsconfronting and existing in Johnston County18 Wilson Diggs Broadwell, Civil Defense Director, submitted his verbal reportof the activities of the Civil Defense Program19 M WKnott, Electrical Inspector, requested an interpretation of paragraphtwo section three of the resolution adopted by the Board at their regular meetingin October 1955He was advised that he was in a position and could secure technical informat-ion in interpretatiog the aforementioned section19 At the request of Mr Knott, W G Massey, Clerk, was directed to furnishMr Knott with 100 copies of resolition adopted by the Board and which he in turnwould submit to the business firms and contractors for their information andguidanceMr Knott further recommended that the old conduit leading to the elevatorshaft be plugged at both ends in order to prevent water seepage in the elevatorshaft20 E V Wilkins, Attorney, and W B Oliver requested that the inventory ofmerchandise of W B Godwin for the year 1950 be reduced as in their opinion itwas excessiveAfter a discussion, the matter was referred to W H Britt, Auditor J LGeorge, County Attorney, and E V Wilkins for study and recommendation21 Albert A Corbett, Attorney, and Chairman of the Johnston County Law LibraryCommission requested that a loud speaker be installed in the courtroom to be paidfrom the Johnston County Law Library funds Mr Corbett stated that his requestbore the approval of the Johnston County Bar Association as they deemed it aproper move to overcome the acoustics of the courtroom as well as the noise theycame from the installation of the air conditioning unitCommissioner Floyd C Price, Sr moved that the Johnston County Law LibraryCommittee be autheized to install loud speakers in the courtroom from JohnstonCounty Library Funds, provided they were In their legal rightsCommissioner R G Gurley seconded the motion, which was carried22 Notice of the intention of S M James to apply to the North CarolinaAlcoholic Beverage Control Board for a permit to sell alcoholic beverages wasapproved23 The letter of Carl E Gaddy, Sr in connection with the wiring of the court-house annex Thornton Building was presented and ordered filed with W G Massey,Clerk24 The report of the Grand Jury for the August Term of the Superior Court waspresented and ordered filed with W G Massey, ClerkThere being no further business, the meeting was adjournedClerkC rman
