H Britt and W G Massey9 The request of D R Clifton for placing asphalt tile in-the Sheriffs officewes referred to the courthouse committee10 A discussion arose as to the best means to relay telephone messages to AubertBarbour Mr Barbour was advised to discuss this matter with the telephone companyand Health Department to see if messages could be delivered to the Health Depart-ment during his absences from his office11 The bid of Earl Langley for carpentry work in connection with the elevator inthe amount of 62500 was filed12 Jiggs Broadwell gave a verbal report of the activities of the Civil DefenseProgram13 Jiggs Broadwell, Civil Defense Director, reported that under Public Law No85 -606 enacted by Congress that the Federal Government would participate on a 50 -50matching basis certain expenditures of the Civil Defense Program, and requestedthat the county avail themselves of this money as provided by the new law14 Mr Broadwell stressed the need for a full time secretary and a full timeCivil Defense Director, and pointed out the importance of the programAfte- a discussion it was the decision of the Board that this matter bedeferred and presented in the 1961 -62 budget15 R G Gurley brought to the attention of the Board the need of legal servicesin the Welfare Department and stated that he had spoken to Mr W R Britt relativeto rendering this service and that Mr Britt could be employed at a reasonable costAfter a discussion, Commissioner J D Bailey moved that the Welfare Board beempowered to employ an Attorney on a temporary basis to June 30, 1961Commissioner Frank B Holding seconded the motion, which was carried16 Commissioner Frank B Holding moved that the purchase by the Johnston CountyBoard of Education of 212 acres in Selma in the amount of 800000 be resolution, and movedthat it be adoptedRESOLUTION ENDORSING THE PROOSED MERGER OF THE ATLANTIC COAST LNERAILROAD COMPANY AND THE SEABOARD AIR LINE RAILROAD COMPANYWhereas, there Is pending_ before the Interstate Commerce Commission an app-lication proposing a merger of the properties of the Atlantic Coast Line RailroadCompany and the Seaboard Air Line Railroad Company into one rail system,And whereas, it is the concensus of the members of the Board of County Comm-issioners of Johnston County, North Carolina that the proposed merger will resultin a strong and sound transportation system and such merger will greatly benefitthe citizens of our community by resulting in a progressive and modern transportat-ion service designed to meet the needs of the shipping and traveling public;Now, therefore, be it resolved by the Board of County Commissioners of JohnstonCounty, North Carolina that the Interstate Commerce Commission expedite the hearingof the application before them, of the aforementioned companies and urge that theCommission give their approval to the Atlantic Coast Line Railroad Company and theSeaboard Air Line Railroad Company merging their respective properties into
