however, stated zoning is often a means of protecting citizens rights and necessaryfor survival among ourselves They assured Mr Proctor the Board of Commissioners and thePlanning Board will exercise flexibility and fairness when considering future requests forvariancesMr Coutu pointed out all existing land uses will be grandfathered in and will not beaffected unless expanded Bonafide farms are exempt from zoning, and Senate Bill 148 hasrecently redefined the bonafide farm to include the production of crops, fruits, vegetables,ornamental or flowering plants; dairy products, livestock, and poultryThere being no further comments, the Chairman closed the public hearing6 Countywide Zoning ApprovedUpon a motion by Comnissioner Jerry F Wood, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board approved countywide zoning for Johnston County, effectiveOctober 1, 19917 _Johnston Memorial Hospital - Audit ContractThe Board reviewed the following bids received by Johnston Memorial Hospital forindependent auditing services beginning FY 1991 and concluding FY 1995Coopers and Lybrand 19,400 - audit fee; 1,500 per single audit; 500 out -of- pocketexpenses; 1,875 of audit fee represents consulting servicesArthur Anderson 18,000 - audit fee; 1,500 per single audit; 1,500 out -of- pocketexpensesDeloitte and Touche 17,500 - audit fee; 1,500 out -of- pocketexpensesFollowing discussion, Commissioner Frank B Holding moved that low bidder, Deloitte andTouche be awarded the independent audit contract for Johnston Memorial Hospital beginning FY1991 through FY 1995, as recommended by the Hospital Board of TrusteesCommissioner Jerry F Wood seconded the motion which carried by unanimous voteFXECITIVE SESSIONUpon a motion by Commissioner Jerry F Wood, seconded by Commissioner James W Cash andcarried by unanimous vote, the Board recessed regular session to meet in executive session todiscuss matters relating to the location or expansion of industryREGULAR SESSIONUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board adjourned executive session and resumed regularsession8 Resolution Capital Area Job Training ConsortiumUpon a motion by Commissioner Frank B Holding, seconded by Commissioner John M Bookerand carried by unanimous vote, the Board adopted the following resolutionJOHNSTON COUNTYNORTH CAROLINARESOLUTION CONCERNING ME CAPITAL AREA JOB TRAINIM ClONSORTIUMWIEREAS, the United States Congress has enacted the Job TrainingPartnership Act hereafter referred to as JTPA for the purpose of preparingyouths and unskilled adults for entry into the Labor Force and to provide144September 30, 1991 Continuedjob training to those economically disadvantaged individuals and otherindividuals who face serious employment barriers and who need specialtraining to obtain productive employment; andW[HREAS, the Governor is authorized by JTPA to designate ServiceDelivery Areas within the State that consist of one or more units of generallocal government, promote the effective delivery of job training services,and are consistent with labor market areas; andWHEREAS, the Governor may approve requests for designation as aService Delivery Area from any consortium of contiguous units of generallocal governments which serve a substantial portion of a labor market area;andWHEREAS, the Boards of County Commissioners of Wake, Johnston, andHarnett Counties have determined that the area of these counties consists ofa substantial portion of a labor market; andWHEREAS, that in order to effectively deliver job training serviceswithin the counties, the three counties should agree to continue aconsortium effective July 1, 1992, for the purpose of planning anddelivering job training services authorized under JTPA; andM?S, it is the intent and purpose of the parties to this agreementreferred to as the Capital Area Job Training Consortium Agreement tocontinue a multi- jurisdictional JTPA program, and that the geographic areaserved by the consortium be designated as a Service Delivery Area for JTPApurposes; andWHEREAS, there are municipalities within the three counties which,though not parties to this consortium, shall benefit -from it by virtue ofthe Counties participation therein;NOW, THEREK E, BE IT RESOLVED BY THE BOARD OF COM USSIM RS ofJohnston County that they agree to continue a job training consortium withHarnett and Wake Counties, that designation of such consortium as a ServiceDelivery Area for JTPA purposes shall be accepted, that such consortiumshall be known as the Capital Area Job Training Consortium and that theterms and conditions applicable to this consortium will be contained in theCapital Area Job Training Consortium Agreement;
