Meeting of the Johnston County Board of CommissiAugust 5, 1991The Johnston County Board of Commissioners met in regular session Monday, August 5,1991, at 10 oclock am in the Commissioners Room, Johnston County Courthouse Annex,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, James W Cash, John MBooker, DVM, and Jerry F Wood, DDSAbsent NoneAlso Present Richard B Self, County Manager, Joyce H Ennis, Deputy Clerk to theBoard, and W R Britt, County AttorneyThe Chairman called the meeting to order and the following business was transacted1 MinutesThe Chairman asked if there were any corrections to the minutes of the July 1, 1991,and July 22, 1991, board meetings There being no corrections, the Chairman declared the minutesapproved as presented2 Department of Transportation Addition to SystemThe Board reviewed a petition presented by the North Carolina Department ofTransportation requesting Alex Avenue, Cardinal Acres Subdivision, Clayton Township, be added tothe State Secondary Road System for maintenanceFollowing review, Commissioner James W Cash moved that North Carolina Department ofTransportation be requested to add Alex Avenue, Cardinal Acres Subdivision, to the StateMaintained SystemCommissioner Frank B Holding seconded the motion which carried by unanimous vote3 Department of Transportation - Damage to Roads from Heavy RainsRoss Hailey, Maintenance Engineer with the Department of Transportation, reportedrecent flooding from heavy rains caused considerable damage to county roads, three of which arestill closed He stated SR 2106 should be open by afternoon, however, SR 1517 and SR 1518require extensive repair He commended the Johnston County Emergency Management Services and theComrnanications Department for their help during the recent emergency4 ADDointment - Johnston County Jury CommA ssionUpon a motion by Commissioner James W Cash, seconded by Commissioner Frank B Holdingand carried by unanimous vote, the Board appointed Herman Vinson, Clayton, to the JohnstonCounty Jury Commission to fill the unexpired term of Worley S Earp Term to expire June 30,19935 Tax Appeal - Farm- Gredit BureauBilly Parrish with the Farm Credit Bureau informed the Board the Farm Bureau recentlyforeclosed on three tracts of land listed to Bernie and Dixie Barnes He asked the Board torelease personal property tax on a John Deere tractor and two trucks which was attached to thereal estate listing The personal property was in Mr Barnes name only and not included in theforeclosureJohn Stott, Tax Administrator, explained the NC General Statutes state that personalproperty is a lien against all real estate within the taxing unit, and when the title of thereal property is transferred, the lien is transferred alsoThe Board instructed Mr Stott to work with Mr Parrish and tax attorney Andy Hollandto find a satisfactory solution within the limits of the law6 Tax Refund Requested Belks of SmithfieldJohn Stott informed the Board Belk Stores Services, Inc has requested a refund of the11,19902 collected by Johnston County following a business personal property tax audit ofBelks of Smithfield The request was based on the NC Property Tax Commissions recent decisionon a case in Cabarrus CountyMr Stott recommended the request be denied as the Cabarrus County decision effectedonly the Cabarrus County case involved and is still being appealed132August 5, 1991 ContinuedUpon a motion by Commissioner Jerry F Wood, seconded by Comnissioner James W Cash andcarried by unanimous vote, the Board denied the request for tax refund of 11,19902 to BelkStores Services, Inc7 Budget Amendment - Social Services JOBS ProgramTerry Keen, Social Worker Supervisor II with the DSS JOBS Program, spoke briefly on theeffectiveness of the program which helps recipients become self sufficient through education andjob training She explained that due to the success of the Countys program, the State isincreasing their allocationUpon a motion by Commissioner John M Booker, seconded by Commissioner Jerry F Woodand carried by unanimous vote, the Board approved the following budget amendmentExpenditure Increase - Social Services106135 4501 Contract Program Expense 102,357Revenue Increase103531 8200 Social Service Admin 102,3578 Sheriff - Request for Increase in Jailer SalariesSheriff Freddy Narron asked the Board to consider increasing jailers salaries to makethem more competitive with surrounding towns and counties He spoke of the serious overcrowdingproblems in the County Jail emphasizing only experienced, qualified jailers are equipped tohandle the volatile situations that occur He voiced concern that many veteran employees willleave for higher paying jobs He pointed out the large turnover in jailers costs the County inmandatory training, uniforms, and equipmentThe Board reminded Sheriff Narron they had considered jailers salaries during recentbudget session;
