posdble in the improvement of this road2 Lucy 0 Toole, Negro Home Demonstration Agent, submitted prices for a G Erange model No J403, G E refrigerator Model DX 11T and G E refrigerator Model BJ12T from Talton Inc to replace the stove and refrigerator now in use by her depart -ment on a five year planIt was the concensus of the Board that she needed this new equipment and shewas requested to secure additional prices, if possible, and to submit her request ?when the Board would consider the budget for 1960 -613 H F Palmer, Negro County Agent, was given permission to attend summer schoolfor a period of three weeks, beginning June 27, 1960 and ending July 15, 19604 D R Clifton, Custodian of courthouse and grounds, was authorized and directedto repair locks and doors of the courthouse5 R C Browning, Architect, presented specifications and contract documents forthe proposed new electrical service for courthouse and for courthouse annex, statingthat the courthouse annex needed to be rewired but that it would take him severaldays to prepare specifications He was requested to proceed immediately with thepreparation of plans for this projectAfter a discussion with Mr Browning as to the best method to pursue in prov-iding for the new electrical services for the buildings aforementioned, CommissionerR G Gurley moved that R C Browning, Architect, proceed to advertise for bidsfor new electrical services for the courthouse and the courthouse annex and to adviseall contractors of this proposed work and that the Board reconvene in special sessionon May 18, at 2;00 P M for the purpose of opening bids and awarding the contractCommissioner J D Bailey seconded the motion, which was carried6 R W Dawson, District Engineer, and J V Walters, County Engineer, for theState Highway Commission presented the secondary road plan of Johnston County forthe year 1960 -61, and gave the Board an alternate plan to acceptFollowing a discussion of the proposed road plans and other matters joint meeting of the Welfare Board and the Board of County Commissioners,and that the district representative of the State Welfare Department would bepresent at the meeting, if they so desired She also pointed out that the countyhad received O9Go00 from equalizing funds for the public assistance budget, andthat clerical help had been employed to effect changes in the public assistancegrants authorized by the State Welfare Department, of which 50 of the salary wouldbe paid by the State8 Mrs Jolliff brought to the attention of the Board the re4acing of mattressesat the Johnston County Boarding Home, and brought to the attention of the Board theaction of the Johnston County Welfare Board in recommending a medical team for exam-ining all cases to be accepted or reviewed for public assistance purposes, requestingthat the Board concur in the action of the Welfare BoardCommissioner Floyd C Price, Sr moved that the Board concur in the resolutionadopted by the Johnston County Welfare Board, which resolution is as followsThe Johnston County Welfare Board recommends that a Medial Review team composedof three Doctors be appointed or elected by the Johnston County Medical Society forthe purpose of examining all cases to bea;cepted or reviewed for Public assistancepurposses based on disabilityCommissioner J D Bailey seconded the motion, which was carried9 Conmmissioner Frank B Holding moved that H M Johnson, Chairman, be authorizedand directed to sign the tentative budget for aid to the blind, amounting to 892752;Commissioner Floyd C Price, Sr seconded the motion, which was carried10 Wilson Jiggs Broadwell, Civil Defense Director, gave a verbal report of theactivities of the civil defense operation in Johnston County, stating that Operat-ions Alert 196011 would commence on May 3 and extend through May 5, but that theCounty would only participate for 12 hours beginning at 1 00 on May 3, and Ave aspecial invitation for the members of the Board to follow the operations that wouldtake place in Johnston CountyMMay 2, 1960 Contaji11 After request from Wilson Biggs Broadwell for additional funds for postage,telephone and general supplies, to come from clerical fundswhich were not beingutilized at the present time, Commissioner Floyd C Price,SV, moved that 015000be transferred from the clerical funds of the Civil Defense budget and that of thisamount 05000 be transferred to the postage budget, 5000 to the telephone budgetand 05000 be transferred to general supplies budgetCommissioner J D Bailey seconded the motion, which was carried12 Commissioner Frank B Holding was authorized and directed to notify J CCrumpler of the civil defense organization that it met the approval of the Boardto display on the courthouse grounds a safety display for ponds in the county13 A discussion was held with Dr E S Grady relative to his assumixgresponsib-ility for the treating of inmates at the Boarding Home and jail and even extendingto the Welfare Department Dr Grady protested the assumption of this responsibil-its, stating that his work was preventative and not the practice of medicine How-ever, realizing the urgent need of a doctor, he agreed to assume certain respon-sibilitiesCommissioner R G Gurley moved that Dr E S Grady be appointed countyphysician succeeding to the office formerly held by Dr A H Rose, and that hebe required in addition to his duties as County Health Officer to render medicaldervices to the inmates of the County -jail and the Johnston County Boarding Homeand the examination of mental cases for committment to the State Hospital inRaleighCommissioner Floyd C Price, Sr seconded the motion, which was carried14- W G Massey, Clerk, was authorized and directed to notify Mr Rayford Oliver,Chairman Board of Trustees of Johnston Memorial HospitLl, of the appointment of DrE S Grady as County Physician to request that he as Chairman of the Board ofTrustees of the Hospital to re quest physician on service call at the hospital tohandle the cases that Dr Grady sends to the hospital in the name way and manneras has heretofore been handled15 The annual report of the Johnston County ASC office for the year 1959 wasfiled with W G Massey, Clark16 on a motion by Frank B Holding, it was moved that the intention of LessieMae Watson, trading under the name of Watsons Place, Market Street, Smithfield,N C to apply to the North Carolina Alcholic Beverage Control Board for a permitto sell alcoholic beverages was approvedCommissioner Floyd C Price, Sr seconded the motion, which was carried17 Lulu A Jolliff submitted a report of ApTD, ADC and OAA, etc cases processedby the Johnston County Welfare Board18 Commissioner R G Gurley moved that the State Highway Commission be requested rto hard - surface that certain road in Pine Level Township, described as follows;Beginning at No 70 -A Highway, runs thence to No 70 Highway, beinga distance of 25 miles, known as the Braswell RoadPetition enclosed with
