June 8, 19601 2Fit widthMeeting of Board of Commissioners for the County of Johnston •fJune 8, 1960The Board of County Commissioners of Johnston County reconvened in specialsession on June 8, 1960, in the Register of Deeds office, at 300 P M, withthe following members presentH M Johnson, Chairman, J D Bailey, Floyd C Price, Sr, Frank B Holding,and R G GurleyAbsent NoneThe following business was transacted1 At the request of the Board, T L Upchurch, Tax Collector, discussed withthe Board the collection of delinquent taxes Mr Upchurch was directed by theBoard in no uncertain terms to devise and do everything in his power to collectall personal property taxes due Johnston County as the Commissioners felt that thecounty had been derelict in its duties in collecting this much needed revenueMr Upchurch stated to the Board that he would extend every effort to collect thetaxes2 on a motion made by R G Gurley, seconded by Frank B Holding, the followingresolution was adopted;WHEREAS, it is provided in Chapter 158, Public Laws of 1939 in an act entitledThe Revenue Act of 1939 , under Article II, Section B ,License Taxes of said Chap-ter, as amended, that the counties of North Carolina or any of them may impose andlevy a county license or privilege tax for the privilege of carrying on the businessexercising the privilege of doing the act named therein, beginning June 1, 1960and ending May 31, 1960;WHEREAS, the County of Johnston, a body corporate and politic in the State ofNorth Carolina, by and through its Board of Commissioners desires to impose and levysaid license and privilege taxes in Johnston County for said tax year 1960 -61 instrict accordance with the provisions of said Article II, Schedule B , and toimpose and levy said taxes in amounts to the full extent and limit allowed andauthorized under said Article II, Schedule B ;NON THEREFORE BE IT RESOLVEDThat the Board of Commissioners of Johnston County do hereby impose and levyin and for the County of Johnston, North Carolina, for the tax year beginning June1, 1960 and ending May 31, 1961, the license and privilege taxes provided for andauthorized under the provisions of Article II, Schedule 3 of Chapter 158, PublicLaws of 1939, as amended, and which under said Article the Counties of NorthCarolina are authorized and empowered to impose, levy and collect; and be it re-solved further that said 3oard of Commissioners does hereby impose and levy saidlicense and privilege taxes in amounts to the full extent and limit authorized undersaid Article II, Schedule B 3 Commissioner J D Bailey moved that the following resolution be adoptedWhereas, W H Britt, Auditor and Evander S Simpson, Superintendent PublicSchools, have presented to the Board their estimated budgets for the county andschools respectively for the year 1960 -61;Now therefore, be it ordered that the-county and school budgets for the year1960 -61 be accepted tentatively and the tax rate for the year 1 60 -61 be acceptedtentatively and the tax rate for the year 1960 -61 be set at 165, which isdistributed as followsGeneral County 45General Welfare 28Debt Service County04General Schools 68Vocational Tax 20and approves an additional levy of district special school tax as followsClayton 25 Wilson Is Mills 25Selma 25 Kenly 20Smithfield 25 Glendale 25Benson 20 Cleveland 25Micro 20 Corinth - Holders 25Pine Level 25 Archer -Lodge 25Princeton 20 Meadow 20Further ordered that the budget filed with W G Massey, Register of Deeds,and held by him in the office of the Register of Deeds for public inspection fortwenty 20 days pending the final adoption of the budgetCommissioner R G Gurley seconded the motion, which was unanimously adoptedMeJune 8, 1960 Cont4 Ordered that J L George, County Attorney, determine whether the county hasa legal right to rent offices in the Thornton Building at an agreed price withoutadvertising for rental bids, and further that he legally determine if the countyhas the legal right to lease the aforementioned offices for a certain period oftime5 Commissioner J D Bailey moved that J L George, County Attorney, beinstructed to request E J Wellons to give the county a twelve month option onthat certain lot adjoining the Gaskin Building on the terms that have heretoforebeen agreed upon, said option to become effective July 1, 1960, and further thatsaid E J Wellons be allowed to keep offices he is now renting at the same rentalfor a period of twelve months beginning July 1, 1960Commissioner Frank B Holding seconded the motionThe following Commissioners voted aye on the foregoing motion J D Bailey,R G Gurley and Frank B HoldingThe following Commissioner voted Naye on the foregoing motion Floyd CPrice, SrOn a motion by Commissioner R G Gurley, seconded by Commissioner Floyd CPrice, Sr and carried, it was moved that the meeting be recessed to meet at 7 30P M on June 28, 1960 for the purpose of the final adoption of the budgetrChi mni
